The purpose of this study is to analyze empirically the effects of changes in policies of the construction industry on the entry and exit in the construction industry and to present the direction of changes in construction industry policies based on the analysis results. The purpose of this study is also to present by analyzing the factors influencing the increase and decrease of builders in the actual construction market. The results of the survey indicate that for general contractors in Daegu and Gyeongbuk, which are mostly small and medium-sized construction companies, the strengthening of registration standards (capital, technicians, etc.) has a significant impact on market entry and exit. However, on the other hand, many of the construction policies implemented to eliminate unqualified contractors in the construction market have had the effect of increasing the number of unqualified contractors. This suggests that construction policies in the construction cycle have not achieved their objectives.

In many cases, the construction industry in Korea has a hierarchical structure in which a general contractor in charge of the entire project is subcontracted from the client and entrusts the construction to a specialty contractor in charge of detailed work types. In this structure, the general contractor manages and takes responsibility for the entire construction, but the person directly involved in the construction is an individual specialty contractor, so the quality and safety of the facilities will vary according to their construction and management capabilities. In order to solve quality and safety problems that may arise due to the difference between the person receiving the order for construction and the person who actually constructs it, it is necessary to let the person who receives the order perform the construction directly for projects under a certain amount. The system introduced for this purpose is the direct construction mandatory system. As described above, although this system was introduced to prevent bad construction and risk transfer, it is a system that has various problems due to the characteristics of the domestic construction industry, institutional limitations, and practical problems, so it is necessary to improve it legally and institutionally.

대한설비건설협회는 지난 1989년 협회 창립 이후 설비건설업계의 영역확대를 위해 분리발주를 숙원사업 중 하나로 정하고 그 동안 관계기관에 건의하는 등 끊임없는 노력을 기울여 왔다. 우리협회의 이러한 노력에 힘입어 대한주택공사를 비롯한 정보통신부, 교육인적자원부 등 주요 발주처 및 발주기관에서 분리발주를 시행하고 있다. 최근들어 기계설비공사는 단순한 기계설비에서 벗어나 쓰레기이송설비, 지열냉난방시스템 등 최첨단 기술을 접목한 다양한 시공으로 확대되고 있다. 이 과정에서 업역에 대한 확고한 규정이 없어서 설비•일반•전문건설업자간 치열한 밥그릇 싸움이 예상되고 있다. 따라서 대한설비건설협회는 이러한 신규분야가 우리 설비건설영역이 될 수 있도록 더욱 박차를 가할 계획이다. 또한 지난 5월 17일 공포된 건설산업기본법 개정(안)에는 2개 공종 이상의 소규모 단순복합공사는 전문건설업자에게 원도급을 허용하는 조항이 들어있다. 이로써 오는 2009년 7월 1일부터는 소규모 단순복합공사의 경우 전문건설업자도 전문면허를 복수로 취득하여 원도급 공사 참여 가능하게 됐으며, 분리발주와 동일한 효력을 갖는다. 본지는 앞으로 분리발주 확대를 위한 각오를 새롭게 다지기 위해 대한설비건설협회의 분리발주를 추진 과정 및 분리발주된 공사현황(10억원 이상, 2002년부터)을 살펴본다.

장기전력수급계획은 미래의 전력수요 증가에 대응하여 안정적, 경제적인 양질의 전력공급을 위한 연도별 발전소건설계획이다. 이는 전력사업의 기본계획이며 대외적으로는 전력사업의 미래방향, 산$\cdot$학$\cdot$연의 연구개발방향 제시 등 미래지향적인 투자계획으로서 국가에너지계획의 한 부분이자 국가 산업발전 및 국민생활 수준향상을 뒷받침하는 국가 주요계획의 하나이다. 또한 장기전력수급계획은 전기사업법에 의해 계획기간을 10년 이상으로 매 2년마다 수립하며, 전력수급장기전망$\cdot$전기설비계획$\cdot$투자계획에 관한 사항 등을 포함하도록 하고 있다. 구랍 27일에 확정$\cdot$공고된 동 계획을 알아본다.

건설업 등록기준과 관련하여 건설산업기본법시행령 개정(2005년 5월 7일, 공포) 및 동법시행령 제16조 제1항의 규정에 근거한 건설업 등록기준의 특례 개정 고시(2005년 6월 3일)가 지난 6월 8일부터 시행되고 있으며, 동법 시행령 부칙 제4항의 규정에 의거 개정 규정에 의한 건설업의 등록기준에 미달하는 종전의 건설업자인 경우 2005년 12월 7일까지 개정된 등록기준을 구비하도록 유예기간을 부여한 바 있다. 이에 따라 2005년 12월 7일까지 강화된 건설업 등록기준을 구비하지 못한 때에는 동법 제83조 제2호의 규정에 의건 영업정지 등의 처벌을 받을 수 있으며, <국가를 당사자로 하는 계약에 관한 법률시행령> 제12조 제1항 제2호의 규정에 의거 공공 공사의 입찰참가에 제한을 받을 수 있다. 따라서, 대한설비건설협회 회원사는 강화된 등록기준을 보완하지 못하여 영업정지 등 불이익을 받는 사례가 없도록 미연에 방지하여야 한다.

Based on Income-approach, this study develops the evaluation model which reflects construction industry's traits. Using Income approach, we derive future income's present value and evaluates the technological value by contribution to future income. As there exist more random variables in construction technology than in standardized manufactured products, we cannot help relying on not only quantitative estimation method but also qualitative evaluation by technology and market experts when we estimates construction technology value. Also, conservative estimation is needed for discount rate and cash-flow estimation, because of high uncertainty in sales and profits in construction industry. In empirical analysis, we applied economic periods of duration and cash-flow based on the standard guideline, and analyzed discount rate and technology factor based on characteristics of construction industry. The discount rate is estimated to 15% because of risk-premium increase by conservative evaluation. Technology factor is estimated to 46.7%, because technological intensity is estimated to 72% by technological superiority. Such implications can be inferred. Firstly, we need to build a database to diversify categories for division of sectors by activity or industrial classification which is now categorized only by two sectors in standard guideline. Secondly, the roles of experts who participate in technology evaluation are important because of volatility of construction technology.

건교부는 일반.전문건설업간 겸업을 허용한 건설산업기본법 개정의 후속조치로 마련한 건산법 시행령 및 시행규칙 개정안을 지난 9월 5일 입법예고하고 9월 27일까지 의견수렴 기간을 거쳐 본격 개정에 들어가 내년부터 적용할 계획이다. 개정안은 겸업제한에 관한 특례에 따라 기계설비의 설치와 관련된 업종은 4년간 유예하는 내용을 포함하여 내년부터 일반.전문건설업간 겸업이 허용됨에 따라 본격화될 교차 진출 때 과거 공사실적의 인정기준이다. 또한 2009년 7월 시행이 예정도니 단순복합공사의 원도급 허용범위와 지난 8월 발표된 건설업 등록 때 기능인력 보유 의무조항 등과 함께 내년에 별도의 입법을 통해 추진된다. 이와 함께 개정안에는 건설공사 부실, 부조리에 대한 제재 강화 조항도 포함됐다. 이 중 기계설비공사업과 관련된 내용만 발췌하여 게재한다.

Traditionally, the construction industry field is one of the typical fields using facet analysis method. Internationally the facet analysis method is applied to the classification scheme "Uniclass" or thesaurus "Construction Industry Thesaurus(CIT)". In the case of Korea, the facet analysis method is being used in classification scheme "Construction Industry Classification System" but it is difficult to find studies on facet analysis method in thesaurus or building case study. This study aims to establish facet types by introducing building of thesaurus for information retrieval in construction field using facet analysis method and to suggest building plan of thesaurus in construction field using facet analysis method. In this paper, We establish the 11 top facets(agent/patient, artifacts, abstract, material, parts/component, works, attribute, media, process, space, time) and the 13 subfacet as rudimental facets and suggest building plan according to thesaurus building procedure which is suggested by International Standard(ISO 25964-1). The result of this study is expected to apply to facet based thesaurus. And it is also expected to reuse in Taxonomy or Ontology etc. and to use in interoperability with the classification scheme of Construction filed.

The purpose of this study is to study how to draw up a safety guarantee certificate and its future expected effects in connection with the Industrial Safety and Health Act as it becomes mandatory to draw up a safety guarantee led by the owner who exercises practical decision-making authority and pays for the construction work. Therefore, Therefore, this study predicts the expected effects of the health and safety guarantee on the construction industry and the weaknesses that future health and assurance have in settling in the construction industry in relation to the revised Act on Industrial Safety and Health. And It will be used as basic data on the changes that will be brought by the shipper-led preemptive safety and health management system, as well as strengthening responsibilities and safety for the role of the shipper in the construction industry.

The aim of this paper is improvement plan of mechanical field construct production system in Korea construction industry market. Recently Korea's construction production system is changing rapidly. While change, mechanical system construction field must prepare proper system for construction production system and later mechanical construction work will give order directly. Through this study the author will show the improved mechanical field construct production system and it can useful future construction industry production system in Korea.
