21C 고도의 도시화로 인하여 인구과밀화 및 초대형 초고층 건물의 비약적인 확산은 재난의 규모와 양상에 변화를 가져오며, 도시형 재난재해에 대비한 새로운 대책의 필요성을 과제로 안기고 있다. 뿐 만 아니라 지구온난화 및 뉴 테러리즘의 경향은 복합적이고 동시다발적인 재난으로 인한 다수인명피해에 대한 방호기능의 중요성과 통합재난관리 시스템의 중요성을 더욱 부각시키고 있다. 이러한 거시환경의 변화에 따라 다양화된 위험요인에 대한 체계적 대비와 효과적 대응을 위해 분야별 전문대응조직과 스페셜리스트 양성이 시급한 과제로 대두되고 있으며, 특히 재난대응단계에서 지진 등 건물붕괴로 인하여 동시다발적인 초대형 재난재해 시 효율적인 인명구조 활동의 대책으로 도시탐색구조 체계의 선진화 방안이 필요하며, 이를 위하여 소방공무원을 대상으로 실시한 의식조사 분석결과를 제시하고자 한다.

This article intends to provide a direction for reconstructing the national regime of archival appraisal in electronic record environments. Functional appraisal, which inevitably carries out for appraising electronic records, has defects in aspect of selecting archives important in a national point of views. To do so, this article discusses defects of functional appraisal, and then suggests the necessity of archival appraisal strategies that complements functional appraisal. To investigate this archival appraisal strategies, it analyzes Australia's Whole-of-Government Functional Analysis, United Kingdom's Acquisition Policy and Appraisal Policy, Germany's Cooperative Cross-Archives Appraisal and Canada's Macro Appraisal. Ultimately, this analysis is able to establish a base of the regime of archival appraisal which will harmonize primary value at current stage with secondary value at non-current stage in a national point of views.

Conducting Focus Group Interview (FGI), this study examined the roles and discourses of cryptocurrency's online communities and media (legacy media and YouTube), and based on this, the study proposed the direction of cryptocurrency policy. By reviewing previous literature, this study analyzed the characteristics of investors, the online community, and YouTube, which is an investment environment factor. The study figured out the purpose of use and role of the community via interviews with cryptocurrency professional investors and online community members and analyzed main discussion themes of the five top-ranked YouTube channels related to cryptocurrency with the highest number of subscribers. The results suggested that cryptocurrency's investment was led by those who are in their 20s and 30s, the investors preferred and trusted information on new media than legacy media. The online community played the role of emotional homogeneity and empathy, and YouTube mainly performed the informational role. As a result of discourse analysis and interviews, this study argued that the legal stability of cryptocurrency's policy and protection of individual investors are needed. This study's significance indicates that it used various research methods such as literature research, interviews, content analysis of community/YouTube to analyze the informational role and emotional aspects of new media and suggested policy direction of the digital new deal blockchain technology and the fairness of financial industry.

This paper develops a simple theoretical model that is consistent with the empirical evidence of an inverted U-shpated relationship between pollution and per capita income, which is so-called environmental Kuznets curve in this literature. Also, by incorporating the issue of environmental externality into an endogenous growth model, I investigate the circumstances under which growth can be sustained with the optimal control of pollution, and hence the sustainable development can be achieved. In order to study the problem of implementing the social optimum in a market economy, I examine the optimality of three different kinds of environmental policy instruments; pollution tax, pollution-permit trading system (pollution voucher), and direct regulation. This paper shows that the optimum can be implemented with a pollution tax or with a voucher system. Also, it is shown that the socially optimal rate of pollution tax should increase proportionally to the growth rate of consumption.

Recently, the necessity of new methods of spatial data integration and analysis in CRM has been increased since it is acknowledged that about eighty percent of all data stored in corporate databases has a spatial component. But conventional CRM systems are either incapable of managing spatial data or are not user-friendly when doing so. This paper has designed and implemented spatially-enabled integration management system that can manage consistently both enterprise and spatial data through a legacy CRM system and object-oriented database and additionally support spatial analysis and map visualization for a gCRM. Through implementation, it is demonstrated that the proposed system can facilitate effectively spatial data management and analysis in a legacy CRM system.

The development of overseas resource is a driving force to secure the energy security in Korea with low sufficiency rate of energy. This paper analyzes the effect of overseas oil resource development on the economy by presenting a real business cycle model with consolidated energy price index. A linear-quadratic dynamic programming is adopted to raise computational transparency and efficiency. The analysis shows that the overseas oil resource development project during 2010 and 2012 decreases the energy price by 1.2% per annum which effect is equivalent to the positive 0.47% to the GDP. The implication calls for steady and robust support for overseas resource development projects to enhance energy resilience.

Spyware is any software which employs a user's Internet connection in the background without their knowledge or explicit permission. The installation of spywares is generally done in a sneaky, misleading or unannounced manner. It does not only compromise the security and privacy of affected users but also be an obstruction to the digital convergence and ubiquitous computing environments. This paper provides a summary of the definition, status, risk analysis, and security controls of the spywares. Furthermore, this paper suggests additional controls which should be considered at an individual, organizational and national perspective.

The subjects of this study were 258 Korean-Chinese parent-child dyads of an elementary school in Yanbian Province, northeastern China. Research questions covered relationships among children's school adjustment and ecological factors, significance of factors within ecological levels, and direct and indirect effects in causal relationships. Results showed significant effects within each ecological level. Achievement motivation of the individual system, home environment and social support of the microsystem, and mother's job satisfaction in the exosystem had significant relationships with children's school adjustment. Mother's education and job satisfaction influenced school adjustment through home environment; the causal relationship between social support and school adjustment was mediated by achievement motivation. Personal and general factors from each ecological level were more significant than ethnic related factors in explaining children's school adjustment.

The smart phone is globally spreading, since the Apple rolled out the iPhone. Thereafter the smart phone ecosystem is being reorganized and strongly governed by the Apple and Google, the mobile OS providers. And the mobile carriers are pushed out of the ecosystem with the progress of the dump pipe. Even though the South Korea has the strong position as a global leader in ICT industries, it have not properly coped with this new situation and is falling to the follower in the smart phone era. Therefore it should try to take advantage of the current of the times like its component industry who already enjoys the fruit. This paper reveals the new structure of the ecosystem along its value chain with the digital open markets, OS providers, phone manufacturers, and mobile carriers. And it shows the economic spillover effects using the input-output analysis. Consequently, this paper will provide the valuable implications to companies in setting up the efficient strategies and the regulator in promoting the ICT industry.

Global warming and a new energy policy request the energy saving and pollutant emission control in municipal level. Previous studies focus on transportation in the Seoul metropolitan area which can easily meet the policy goal by reducing it. This study expands the area of urban energy planning to the industries and land use which takes up most of energy use of the city. We empirically study the Busan metropolitan area's 5 years natural gas and electricity consumption data by the industries and land use. Results show that energy usage significantly depends on not only population but also urbanizing intensity and industrial category. This paper address that the policy maker need to pay attention on energy usage pattern of each sectors during the planning.
