  • 본 연구는 공공도서관의 서비스 성과 향상을 위해 경영활동에서 고려되어야 할 요소와 개선 방법을 논의하는 것을 목적으로 공공도서관 5개관을 선정, 이용자 서비스를 담당하는 사서들을 대상으로 개별 심층면담을 진행하여 조직의 서비스 지향성(Service Orientation)에 대한 접점 직원의 인식을 조사, 그들의 서비스 태도와 행동에 영향을 미치는 요인을 분석하였다. 그 결과 공공도서관 접점 직원들은 도서관의 다양한 서비스 중 이용자서비스의 중요도가 저평가되어 있고, 이에 대한 조직의 목표관리와 지원은 취약하다고 인식하고 있었으며 특히 서비스 지향성의 4가치 차원 중 서비스리더십, 인적자원관리의 측면은 서비스 동기에 직접적 영향을 미치는 것으로 파악되었다. 이에 이용자서비스를 사서직 전문성이 발현되어야 할 핵심 영역으로 재인식, 이를 강화하기 위한 전략적 접근의 필요성을 제안하였다.

  • u-learning은 학습자들의 개별화 욕구에 따라 다양한 학습이 가능하며 학습자의 수준 정보나 주변의 상황 정보를 결합하여 학습자에게 필요한 학습상황과 내용을 추정하고, 최적의 학습 환경 및 학습 콘텐츠를 제공할 수 있다. 본 논문에서는 기존의 e-learning과 m-learning의 특징을 추출하여 유비쿼터스 교육에 적합한 환경을 분석하여 u-learning을 효율적으로 지원하기 위한 에이전트를 식별 설계하고 학습자로 하여금 최상의 학습 콘텐츠를 제공 받을 수 있도록 퍼지 기반 지능형 에이전트 시스템을 설계 구현한다. 또한 학습의 효율성을 향상시키기 위한 개념으로 이들 모바일 지능 에이전트 시스템 통합하여 응용 예를 제시한다.

The Comparative Study on Incentive System for Integrated Design of Low-Energy Buildings (저에너지건물 통합설계 인센티브 체계 비교 연구)

  • The purpose of this paper was to comparatively investigate the efficient building incentives in Korea and foreign countries and to seek strategies to enhance low energy building integrated design market infrastructure in Korea. The structure of incentive policies were composed of four main component: 1) types of financial aids and beneficiaries, 2) energy performance criteria and verification methods, 3) supports for low energy building integrated design, and 4) funding sources for incentive programs. Every overseas incentive program has adopted a design team incentive along with building owners incentive and the range of target buildings have been extended from new construction to remodeling projects. The main system of the program is the performance standard through which projects were investigated and the level of incentive are decided. Initially, the integrated performance has been investigated through simulation methods, but the construction performance evaluation and energy monitoring methods are emerging. In addition, the direct support and educational support for integrated design has been provided to enhance the foundation of relative markets. Financial funding is also a key component of the program and more aggressive funding strategies have been adopted.

A Study on the Firm Performances Regarding Technology and Employment of Government-financed SME R&D (정부지원 R&D의 중소기업 기술 및 고용 성과에 대한 연구)

  • This paper used individual establishment level data to estimate the effects of government support for the research and development of 'small and medium enterprises'(SMEs). We analyzed, on the establishment level, the degree of technical advancement, strength of private R&D incentives, and the effect on employment levels of firms which participated in the 2010 government R&D support project. The results of this study are as follows. First, the size and frequency of government investment in the R&D of SMEs were both positively correlated with the amount of patent registrations. Furthermore, we found that the amount of patent registrations were positively correlated with the size of the establishments, but the average level of technological advancement for the firms running the research was lower than the average level of technological advancement for the firms merely participating in the project. Second, the government's R&D policy was found to be complementary to private R&D incentives, and a 1% increase in government R&D investment resulted in an inelastic increase (0.193~0.245%) of the firms' post-program R&D spending. Third, we found that R&D support from the government contributed to an increase of employment by the participating firms. Additionally, we found that the impact of R&D support on job creation varied for the firm size and technological characteristics. Therefore, it is important for governments to take into consideration each type of small business, when setting R&D policies.

A Design of Handoff-aware DiffServ Scheduler in TDD/CDMA Networks (TDD/CDMA망에서 핸드오프를 지원하는 DiffServ 스케줄러 설계)

  • In this paper, we propose a handoff-aware DiffServ scheduler which intends to guarantee various QoS requirements of multimedia services for mobile nodes in TDD/CDMA based wireless networks. TDD is widely used duplexing mechanism in wireless communications. Unlike FDD, TDD allows a node to symmetrically communicate with a base station by using a single frequency band, resulting in high utilization of wireless resources. DiffServ is regarded as a relatively simple QoS support mechanism and thus it is easy to be extended. This is because DiffServ is not a per-flow based mechanisms and it does not require any signaling protocol. However, previously proposed DiffServ schedulers for wired networks can not be deployed directly into wireless networks since they do not consider properties of wireless networks. As a solution to the problem, DSS(DiffServ Supporting Scheduler) was proposed. DSS uses uplink channel, which is originally used for a node to require a base station to transmit packets, to support QoS efficiently. However, QoS does not consider handoff so that it can not support QoS for moving nodes from one cell to the other cell. Therefor. the proposed handoff support QoS mechanism is necessary for TCC/CDMA networks. The proposed scheme allows a mobile node to achieve seamless service without QoS degradation even for the handoff duration.

대형유통점과 중소유통점 간의 상생협력 -갈등이슈와 규제방안의 검토를 중심으로

  • 1997년 시장개방 이후 할인점을 중심으로 한 대형유통점은 급성장한 반면, 중소유통점은 계속 쇠퇴하고 있다. 대형유통점이 대도시에 이어 지방중소도시로 확대되면서 중소유통점은 대형유통점이 자신의 생존을 가장 크게 위협하고 있는 것으로 인식하고 있다. 이로 인해 중소유통점과 대형유통점간의 갈등이 확산되고 있는 실정이다. 갈등이 확산되면서 일부 지자체의 경우 이미 조례로 대형유통점에 대한 규제를 강화하였으며, 일부 의원들에 의해 대형 유통점에 대한 규제를 주 내용으로 하는 입법발의가 되고 있다. 중소유통점이 정부와 지자체에 요구하는 것은 크게 두 가지이다. 하나는 중소유통업을 살리기 위해 중소유통점에 대한 지원을 강화해 달라는 것이며, 또 다른 하나는 대형유통점에 대한 규제를 강화해 달라는 것이다. 반면, 대형유통점은 유통산업 전체의 건전한 발전과 선진화, 글로벌화를 위해 대형유통점에 대한 규제를 오히려 완화해 달라고 요구하고 있다. 대형유통점은 중소유통점의 경쟁력 강화를 목적으로 하는 정부나 지자체의 지원에는 반대하고 있지 않다. 정부와 지자체가 고려할 수 있는 정책대안은 크게 네 가지이다. 첫 번째 방안은 자유경쟁의 원리에 의해 정부가 시장에 개입하지 않는 것이다. 이 경우, 경쟁력이 약한 중소유통점은 계속 쇠퇴할 것이며 갈등이 심화되고 정부와 지자체에 대한 사회정치적 비난이 커질 우려가 있다. 두 번째 방안은 중소유통점의 경쟁력 강화를 위해 정부와 지자체가 이들에 대한 지원을 강화하는 것이다. 개별 중소유통점의 경영혁신 노력과 중소유통점간의 연대노력을 행 재정적으로 지원하는 것이 주된 내용이다. 중소유통사업자의 경영능력 배양을 목적으로 한 교육지원, 마케팅능력 제고, 협업화, 조직화, 정보화의 촉진, 공동사업에 대한 지원이 이에 해당될 것이다. 현재 정부와 다수의 지자체가 취하고 있는 방안이며 네 가지 대안 중 가장 합리적인 것으로 평가되고 있다. 세 번째 방안은 대형유통점과 중소유통점간의 상생협력을 정부와 지자체가 유도하는 것이다. 경쟁관계에 있는 두 당사자 간의 상생협력을 모색하는 것은 모양새는 아름답지만 실효성이 낮은 것이 문제이다. 전시성, 일회성 사업으로 끝나지 않도록 하여야 할 것이다. 네 번째 방안은, 정부와 지자체가 대형유통점에 대한 규제를 강화하는 것이다. 먼저, 대형유통점의 불공정거래행위에 대한 감시감독과 처벌을 강화하는 것은 당연한 것이다. 그러나 정부가 아닌 지자체가 이를 주도하기는 사실 어려움이 있다. 그리고 대형유통점이 영업행위를 영업시간제한에서부터 출점제한에 이르기까지 규제하는 건은 심사숙고하여야 한다. 대형유통점이 국가경제 및 지역사회에 미치는 영향이 부정적인가 긍정적인가에 대해 국내외 학계와 업계에서 여전히 많은 논란이 있기 때문이다. 정부와 지자체에 의한 시장개입은 반드시 필요한 경우에 한해 합당한 방법에 의해 이루어져야 한다. 대형유통점에 대한 규제는 지역사회에 미치는 영향을 다면적으로 평가한 결과에 근거하여 이루어져야 할 것이다. 대부분의 지자체는 체계적인 평가시스템과 객관적인 통계 자료를 갖고 있지 못한 실정이다. 향후 가장 시급한 과제는 시장개방 이후 지난 10년간 대형유통점이 지역사회에 미친 영향에 관한 광범위한 통계자료를 수집하고 이를 체계적으로 분석하여 정책방향을 올바르게 설정하는 것이라 할 수 있다.

An Exploratory Research on Learning Competency based Personalized Learning in K University (K대학의 역량기반 맞춤형 학습 지원을 위한 탐색적 연구)

  • With the advent of the knowledge-based era of the fourth industrial revolution, a paradigm shifts in university education. As a complete overhaul of university educational methods is required, strengthening competence through personalized is emerging as one of the solutions to the problem. To provide appropriate education accordingly focusing on individual learners, more studies at various levels are needed about understanding the characteristics of learners and ways to support them at universities. This study aims to conduct an exploratory research for adapting personalized learning at K University and explore effective ways to support. First, through literature review, the theoretical basis of personalized learning considering the diverse characteristics of learners and domestic and overseas cases of are examined. Secondly, a pilot study is conducted with K University students as subjects. FGI, study style diagnosis, one-on-one follow-up interviews are conducted and competency-based learning performance analysis and study style diagnosis result paper are provided to selected participants. Finally, major issues and implications are suggested to support the effective personalized learning of K university students.

The Effects of a Thematic Fantasy Play Program on Prosocial Behaviors and Peer Play Interaction of Young Children with Developmental Delays in an Inclusive Classroom (통합교실에서 주제환상극 놀이 프로그램이 발달지체유아의 친사회적 행동 및 또래놀이행동에 미치는 영향)

  • This study is aimed at enhancing the prosocial behaviors and the positive peer play interaction of young children with developmental delays. Three children with developmental delays and three students without developmental delays who were 4-year-old students in an inclusive classroom were selected. Their homeroom teacher carried out the program with a small group of 6 children totaling 21 sessions over 3 months. The major results of this study were as follows: First, the result of both the observer and the parents' test after the program showed that the small group made positive changes on prosocial behaviors. In addition the frequency of target behaviors increased during the intervention. Second, the result of both the observer and the parents' test after the program showed that positive peer play interaction increased in the small group. Moreover the negative peer play interaction such as play disturbance and play isolation decreased. In conclusion, the thematic fantasy play program is useful for an inclusive classroom, and can be a concrete method to support inclusive education and childcare.

A Study on the Influence of the Government's Innovation Promotion Policy on the Innovation Performance of the Service Industry (정부의 혁신 촉진 정책이 서비스 산업의 기술 혁신 성과에 미치는 영향에 관한 연구)

  • This paper analyzes the effects of government support systems, regulation, and innovation promotion policy on technological innovation performance of companies in the service industry using 4,000 Korean service industry companies. Multiple and hierarchical multiple regression analysis were used to analyze the correlation between the individual factors and process innovation and product innovation. Government support, regulation and technology innovation in the service industry were tested. In addition, government innovation promotion policy includes government support and regulation and the technological innovation performance of service firms. As a result, the government support system affects both the process innovation and the product innovation performance in the service industry, but affects only the process innovation performance in the case of regulation. Innovation promotion policy was found to regulate the relationship between government support systems and regulation and innovation performance of the service industry. Therefore, these findings provide strategic implications for the management of enterprises in relation to government support systems and innovation policy. It is necessary to reorganize regulations that are outdated to improve the effect of innovation policies on innovation performance.

Proposals for the Development Direction of Universities' Start-up Support Centering on Customized Start-up Education: Focusing on In-Depth Interviews of D University Students Who Received On-Campus Business Consulting (맞춤형 창업교육을 중심으로 한 대학창업지원의 발전방향 제언: 교내비즈니스 컨설팅을 받은 D대학교 대학생들의 심층인터뷰를 중심으로)

  • This study examined whether learner-customized start-up education, such as business consulting, functions effectively as part of universities' start-up support and whether business consulting positively strengthened start-up capabilities compared to consulting from other institutions. Furthermore, it explored the direction of universities' start-up support development by harnessing customized education, such as business consulting. The results of the study are as follows. First, business consulting had a positive impact. It informed the shortcomings of individual founders (teams) and identified the direction for improvement. Second, compared to consulting from other institutions, the fact that it formed a relationship between the consultant and the student beyond the business relationship and that it was conducted for free on campus have a relative advantage. Such business consulting enabled university students to see the world more maturely. Third, this study argues that customized start-up businesses can generate synergy with school curriculum and other non-curricular subjects. Based on this perception, it designed a method to build a co-curriculum education system. This study is significant because it investigated satisfaction and the possibility of a customized start-up business with business consulting as a representative case, exploring the direction of support for start-up education students want.
