The aims of this study are to analyze the current states and problems of development finance in the regional development projects, and to examine new sources and techniques of development finance for activating regional development projects. Analyzing the current states of development finance in regional development project, the problems such as the poorness of development function, the low accessibility to formal financial market, especially capital market, and the dominant use of corporate financing can be seen. In these context, four alternatives are proposed in order to activate development finance. First alternative is to use the funds which invest the equity of real estate, such as REITs. The second is to activate project financing. The third is to use asset backed securities. The forth is using mezzanine capitals as the means of protecting investors.

하드웨어와 소프트웨어 개발비용을 독립적인 요소로 고려하지 않은 부정확한 무기체계의 소프트웨어 개발비용산정은 소프트웨어 개발사업 계획의 어려움을 가중시키며, 합리적인 무기체계 사업계획 수립을 곤란하게 할 수 있다. 무기체계의 소프트웨어 개발비용 산정에 대한 세부적인 방안 미비로 인하여 발생한 여러 문제점을 해결하고, 대국민, 대기업의 신뢰성 향상을 위하고 여러 가지 어려움에 봉착해 있는 방위산업체의 어려움을 해소하여, 비교적 정확하고 체계적인 무기체계 소프트웨어 개발비용 산정 방안이 제시되어야 한다. 따라서 이 글에서는 무기체계 소프트웨어 개발비용 산정에 적합한 개선방안을 제시하고자 한다.

본고에서는 SW 개발 R&D 프로젝트에 개발 소스 품질 검증을 위한 정적분석 실행방안을 기술한다. 정적분석 실행 방안으로 소스 코드 품질 검증 대상 SW 개발 R&D 프로젝트 범위와 정적분석 검증 기준을 기술하고, 정적분석 검증을 위한 구체적 실행 방안과 검증 프로세스 그리고 정적분석 검증을 지원 환경 체계를 제시했다. 또 제시된 정적분석 검증 실행 방안에 근간하여 수행 중인 프로젝트에서 개발한 소스 코드에 대해 시범적으로 정적분석 검증을 수행하고 이를 바탕으로 정적분석 검증 실행의 안정적인 도입 및 운영 방향을 시사점으로 기술하였다. 제시된 정적분석 검증 실행 방안은 SW 개발 R&D 프로젝트에서 개발 소스 코드 품질 관리 및 유지를 위한 방안으로 고려해 볼 수 있을 것으로 기대한다.

본 연구는 최근 사회적으로 관심이 증가하고 있는 해양자원을 활용한 해양치유활동을 지원하기 위한 해양치유산업을 대상으로 지역별 해양치유자원을 활용한 지자체 비즈니스모델 개발을 위한 협력지자체 선정을 위한 선정 방안을 개발하는 것을 목적으로 한다. 따서 본 연구에서는 국가 정책적으로 실행된 공공개발사업, 시범사업 대상지 등 기 실행된 입지선정 방안을 조사, 분석하여 해양치유산업 협력지자체 선정을 위한 평가방안을 개발하여 제시하였다.

지난 5월호의 "무기체계의 체계적인 S/W 개발비용 산정체계 발전방안(1)"에서는 무기체계의 S/W 개발 비용산정체계 발전의 필요성, 무기체계의 소프트웨어 개발비용 산정일반, 무기체계 소프트웨어 개발사업의 일반적인 특징 및 소프트웨어 개발비용 산정의 개략적인 전략 및 방법을 제시하였다. 이번 호의 "무기체계의 체계적인 S/W 개발비용 산정발전방안(2)"에서는 무기체계의 S/W 사업비용의 구성, 무기체계의 소프트웨어 개발비용 결정요소 및 무기체계의 S/W 개발비용 산정모델로 '한소협' 모델을 제시하고자 한다.

산업화가 진행됨에 따라 점점 복잡해지고 위험해 가고있는 산업설비에는 사고의 리스크가 잠재하고 있다. 이러한 위험설비와 위험시설물에서 발생될 수 있는 중대한 사고의 경우 그 사고의 예방과 피해최소화를 위해서 사고관리방안이 강구되어야 하고 그 방안을 수행할 절차서의 개발이 이루어 져야하고 개발된 절차사에 대한 사용교육과 훈련이 병행되어야한다. 이를 위해 선행되어야 할 것은 어떠한 사고관리방안이 최선인지를 평가하는 사고관리 방안의 평가가 필요하다. 사고관리 방안평가에 수반되는 불확실성의 모델링에는 의사결정수목 (Decision Trees) 영향도 (Influence Diagrams)의 이용할 수 있다. 본 연구는 이러한 사고관리방안 평가를 위한 도구 (Tools)을 개발하여 사고관리방안 평가체계를 세우고 아울러 개발 된 평가체계의 실현성과 적용가능성을 보이고자한다. 본 연구에서는 산.학.연 협동을 통해 기술실용화와 중소기업창업을 촉진하는 효과적인 추진방법의 하나로, 대학캠퍼스나 인근지역에 "기술창업.개발센터"(Technology Business Development Center: TBDC)를 설립하는 방안을 제시하고, 구체적인 기술창업.개발센터의 개념과 체계, 설립운영방안, 우리나라에서의 효과적인 추진전략을 제시한다. 특히 국가적 차원에서 TBDC를 지방대학들을 중심으로 한 지역기술개발센터(Regional Technology Center:RTC)의 형태로 전국 각 지역에 설립하여 육성하되, 공개경쟁을 통해 선별적으로 TBDC를 지정할 것을 제의한다. 아울러 정부의 TBDC지원유형과 TBDC의 단계별 육성방안도 제시한다.성방안도 제시한다.

소프트웨어 아키텍처는 설계자가 요구하는 사항을 개발자에게 전달하기 위해 사용된다. 많은 아키텍처 방안들은 코드 의존적으로 만들어 졌다. 이는 설계자가 요구하는 사항을 개발자에게 충분히 전달할 수 없다. 또한 현재 많은 네트워크 시스템들은 웹 환경을 포함하고 있기 때문에 본 논문에서는 웹 환경을 포함하고 설계자와 개발자간에 명확한 의사소통을 위해 사용될 수 있는 아키텍처 구성 방안을 제시 한다. 그리고 현재 많은 소프트웨어 취약점으로 인해 보안적인 문제를 가지고 있다. 따라서 불가피하게 패치를 개발하고 분배하는 방법을 필요로 한다. 현재 패치 분배 시스템의 개발은 타기종간의 분산 환경 및 패치 환경 그리고 웹의 개발에 의해서 복잡해 진다. 그래서 제안한 방안을 이용해 패치 분배 시스템을 구성 하여 제시한 방안에 의해 효율적으로 수행해 볼 것이다.

In this article, we examine the current status and problems of research and development of social problem solving in university. Social problem solving R&D is characterized by pursuing social goals and participatory research and development. This paper summarizes the problems faced by the social problem solving R & D in the university and the remedies based on the focus group interview. 1) Establishment of 'the Social problem-solving R&D center' to create a base for embedding social problem-solving R&D within the university; 2) To develop and disseminate social problem solving research and development models suitable for universities; 3) Activation plans for vitalizing the participation of mainstream researchers and civil society in the social problem solving R&D were discussed.

For the continuous growth of the construction industry and the increase of the global competitiveness, research and development of construction technology is necessary. However, the R&D investment of Korean government for the construction industry is not sufficient compared with other countries and the various policies for encouraging construction R&D investment need to be improved too. This research focuses on the promotion of the construction R&D by the private sector that is one of the principal body of construction R&D and also the final user of the developed construction technology. This research suggests three promotion directions for the construction R&D by private sector; (1) the direction of creating better R&D investment climate, (2) the direction of increasing R&D investment amount, and (3) the direction of fostering R&D activities immediately.
