본 논문에서는 아동은 성인에 비하여 신체적 정신적으로 미성숙하며, 특히 범죄에 있어서는 스스로 대응할 수 있는 능력이 부족한 존재로서 우리 사회 전체가 함께 협력하여 범죄로부터 최우선으로 보호하여야 할 대상이다. 그리나 최근 아동을 대상으로 하는 강력범죄 및 학교 내외에서 발생하는 범죄들이 지속적으로 증가하면서 해마다 이에 대한 대안 및 정책들이 쏟아져 나오고 있다. 아동들은 주로 학교나 통학로, 주거지를 비롯한 주요 활동범위 내에서 범죄 피해를 당한다. 이러한 범죄의 피해를 예방하기 위해 도입된 '환경설계를 통한 범죄예방 기법 (CPTED)'은 도입 초기에 기대와는 달리 지역사회와의 고립이 초래되고, 일률적인 학교 시설 내에 CPTED가 범죄의 사각지대를 만드는 등의 부작용이 초래되고 있다. 또한 지역사회의 아동대상범죄 예방활동 역시도 지역 내 소통부재 및 예산확보 문제 등으로 지역 내 시설의 차별이 생기기도 하며, 제대로 된 범죄 예방활동이 이루어지지 못하고 있는 실정이다. 이에 본고에서는 CPTED의 가이드라인 제정 및 공간의 차이를 통한 다양한 기법의 적용방법을 모색하여 학교 내 시설에서의 아동대상범죄를 예방하고, 전 세계적 추세의 통한 아동안전친화도시 조성을 위한 조례제정 및 기본원칙을 제언하고자 한다.

Modern society, various great strength crimes are producing. After all crimes happen, it is most important that prevent crime beforehand than that cope. So, many research studied to prevent various crime. However, existing method of studies are to analyze and prevent by society and psychological factors. Therefore we wishes to achieve research to forecast crime by time using Markov chain method. We embody modelling for crime occurrence estimate by crime type time using crime occurrence number of item data that is collected about 5 great strength offender strength, murder, rape, moderation, violence. And examined propriety of crime occurrence estimate modelling by time that propose in treatise that compare crime occurrence type crime occurrence estimate price and actuality occurrence value. Our proposed crime occurrence estimate techniques studied to apply maximum value by critcal value about great strength crime such as strength, murder, rape etc. actually, and heighten crime occurrence estimate probability by using way to apply mean value about remainder crime in this paper. So, we wish to more study about wide crime case and as the crime occurrence estimate rate and actuality value by time are different in crime type hereafter applied examples investigating.

경찰은 2015년 '범죄피해자 보호 원년'을 선포하고 전국 경찰서에 피해자전담경찰관을 배치하는 등 지속적인 보호조치를 실시하였고, 2018년에는 경찰법과 경찰관직무집행법의 경찰 임무와 경찰관 직무 범위에 '범죄피해자 보호'를 명시해서 범죄피해자 보호를 강화하고 있지만, 강력사건에 피해자전담경찰관이 현장 출동자와 동행하도록하는 등 현재보다 경찰의 범죄피해자 보호제도가 더 확충되어야 하며, 사건의 가해자에 대한 철저한 수사도 필요하다. 경찰은 범죄가 발생하지 않도록 예방하여야 하고, 범죄가 발생한 경우에는 수사 전과정에서 범죄피해자 보호중심으로 수사하여야 국민의 신뢰도 얻고 실체진실발견에도 도움이 될 것이다.

강력범죄의 증가로 사회가 예전보다 더 어수선해지고, 정부당국이 경찰등의 치안인력 강력배치에도 불구하고, 여성 및 노약자의 안전불감증은 날로 더 증가하고있다. 이에 따라 우리는 요즘 IT 발전의 혁명인 스마트폰을 통해 자신의 안전을 보완할수 있는 매개체를 만들어 다수의 사용자에게 공급하고 이를 토대로 여성 및 노약자가 성적범죄로부터 보다 자유로워지고, 나아가 해당 강력범죄의 발생을 감소하는 효과에 이바지 하기 위해 GPS기반의 위치추적 및 알림서비스 어플리케이션을 제작하게 되었다.

The purpose of this paper is to provide basic data for related studies by comparing and analyzing crimes committed by security guards through criminal statistical analysis, and to contribute to the sound development of the private security industry by strengthening the professional ethics of security guards and reducing guard crimes. The purpose. As a results of a comparative analysis of the number of crimes by security guards and the crime rate are as follows. Although the total number of crimes committed in Korea and the number of crimes committed by security guards decreased every year, the crime rate of security guards was higher than the average crime rate. felonious crimes, violent crimes, customs crimes, and special economic crimes were consistently high. As a countermeasure against the results, first, interest in security guard crimes as perpetrators rather than as victims, second, reinforcement of professional ethics education through new training and job training, third, academic development and systematic It appeared as a specification of the definition and current status of security guards for the study.

This study reviewed literatures on crime victim support in Korea. KERIS, KISS and NANET were searched with "Victims of Crime Support" as keywords. In result, 314 were satisfied the eligible criteria for the review. The number of articles have steadily increased especially after the related law & policy were announced and after the outbreak of violent crimes. Among the research methods, qualitative studies appeared the most. Regarding the research topics, articles related to implementation of the law and policy ranked the highest in number. Among the type of crimes the number of sexual and domestic violence were reported the most. The number of studies on children and adolescent was shown with the highest frequency in minor groups. Finally, the psychological support appeared relatively low. This study suggests more empirical studies on psychological support for crime victims need to be administered as its future direction.

2023년 8월 3일 다중이용시설과 운송시설이 맞닿아 있는 서현역 부근의 다중이 밀집한 장소에서 차량돌진 및 흉기난동의 묻지마 범죄가 발생하였다. 차량을 인도로 몰아 보행자를 들이받은 뒤 백화점 내부로 들어가 흉기를 휘둘러 차량돌진으로 5명, 흉기난동으로 9명의 피해자가 발생하였다(리차드김, 2023). 서현역의 묻지마 범죄 이후, '살인예고 지도' 서비스의 등장하면서 많은 이용객이 상시 붐비는 번화가 및 백화점 등의 다중이용시설을 이용하는 시민들의 불안감이 전국적으로 크게 확산하고 있다(김잔디 & 최윤선, 2023). 급격히 늘어나는 국민의 불안감으로 정부에서는 '묻지마 범죄'를 '이상동기범죄'로 명명하고 근절을 위해, 사실상 테러와 비슷한 수준의 강력한 대책을 추진하고 있다(강은민, 2023). 이상동기범죄에 따른 강력한 대책으로 국무조정실(대테러센터), 경찰청 등 관계부처의 다중이용시설 대한 안전대책들이 강구되어지고 실정에서 「경비업법」에 따라 시설의 위험발생을 방지하는 업무를 담당하고 있는 민간 경비원에게 이용객의 안전을 보호하고 피해를 최소화하기 위한 일선 역할이 중요해졌다. 하지만, 이상동기범죄에 대한 일선의 초동대응이 인력과 장비, 정당방위에 대한 법제도의 뒷받침 미흡 등으로 인해 민간 경비원의 실질적인 대응이 어려운 실정이다. 많은 사람의 왕래가 있는 다중이용시설에서의 민간 경비원 최소 경력배치 기준, 현행범 제압을 위한 무기사용 기준, 이용객 보호를 위한 경비원 위력 사용 기준 등의 제도적으로 마련되어 있지 않아 민간 경비원이 범죄로부터 시설 이용객을 보호하는 것은 쉽지 않은 것이 현실이다. 따라서 본 연구에서는 다중이용시설 묻지마 범죄 등의 위험성과 민간 경비원의 무기사용과 관련한 법제도적 한계점을 고찰하여, 이에 대한 개선방안을 제시하고자 한다.

Recently the arson crime is increased remarkably in comparison with different violent crimes and the pace of increase is very quick. But Social interest about the crime is still slight, it is a fact that the scientific and professional approaches about the crime is insufficient. This problem causes lower arrest rate of the arson crime than the other crime. So, we need to infer the behavior of a arsonist at the crime scene and analyze the profile and psychological state of the suspect from unique point at the crime scene scientifically and professionally. After arresting the arsonist, we interviewed him and compared a product of interview with our analysis previous to arrest.

At recent years, juvenile crime that occurred, that young people have done incredibly cruel and serious intelligence community is making a serious scandal. The relationship between parents and youth crime under the influence of family environment factors and the hypothetical failure of school maladjustment and school factors due to contact with friends, around the area due to hazardous environment, local surroundings and social factors that committed a crime by were Juvenile crime in the real statistics on the rise again, starting the year 2005, and is increasingly young, violent crimes showed a high percentage increases. In order to prevent juvenile crime, these homes, schools, community work together to raise sustainable alternatives are needed. The police, as well as the maintenance of law and institutions, cooperation of youth organizations, increasing activity, such as removing harmful environmental youth leadership program, the flight needs to be improved. Today, juvenile crime is not simply a matter of police activities, school-linked program, police, community-linked programs, such as police comprehensive preparedness and commitment of the authorities is required.

최근 강력범죄와 빈집을 대상으로 하는 범죄가 증가함에 따라 언제 어디서나 실시간으로 주거지를 확인하고 대응을 할 수 있는 보안 솔루션에 대한 요구가 증가하고 있다. 본 논문에서 구현된 보안솔루션은 서버와의 통신을 통해 실시간으로 사용자의 스마트폰 애플리케이션에서 내부 침입을 확인할 수 있으며, 내부의 개폐장치를 스마트폰 애플리케이션을 통해 동작하는 보안 솔루션을 제안한다.
