The purpose of this study is to investigate the information-seeking procedure of surveillants against public sector organizations in Korea. The surveillants used accountability mechanisms such as National Assembly Inspection and information disclosure to find out information they wanted. Examples of such group include social activists, professional supervisors, aides of the National Assembly congressman and the press members. Using data collected by in-depth interviews and participative observations, we studied their information seeking behaviors and factors that affect the procedure. Based on the Grounded Theory approach, we first generated 56 concepts, 17 categories and 6 super-categories about the participants' feeling, experiences and perception related to their information seeking. Then we developed a factor model among those generated concepts. The main contributions of this study are a) the results provide a useful guidance for the public information seekers b) we draw the requirements for enhancing public sector organizations' information management systems.

현재 산림청에서는 NGIS와 연계한 국가차원의 산림지리정보시스템(FGIS)을 구축하는 사업을 추진중이며, 행정자치부에서는 정보화촉진기본법에 따라 국가적 행정종합정보화 차원에서 제안된 2단계 소방/재난관리시스템 구축의 필요성을 제시하고 있다. 이러한 범국가적인 사업과 연계하여 각 지방자치단체 규모의 산림행정체계 규모의 산림행정체계에 적합하고, 국지적 기상조건 및 확산요인을 고려한 시스템을 개발하여 일선 실무자의 행정생산성 향상차원에서 실제 활용될 수 있는 개별시스템으로 구현해야할 필요성이 있다. 따라서, 본 연구는 각 지방자치단체의 산림담당자가 산불의 사전예방 및 홍보활동을 위한 산불 다발지역을 분석하고, 광범위한 산림지역을 효과적으로 감시하기 위한 산불감시카메라 의 위치를 산정할 수 있으며, 산불 발생시 국지적 확산요인을 고려한 실시간 산불확산 형태 를 예측할 수 있는 시스템을 설계하고자 한다. 또한 평상시 소방시설물을 관리하고 산불발 생시 신속한 진압을 위한 각종정보(예 : 최단이동거리분석)를 제공하며, 산불감지 시점으로 부터 상황종료 시까지의 종합사고보고를 위하여 위성영상과의 비교분석 등 사후관리까지의 체계를 수립하고자 한다.

본 연구는 삼척시를 중심으로 행정구역별(읍 면 동) 산불발생 현황과 삼척시 지역에 필요한 산불감시카메라의 적정대수 산정에 관하여 연구를 수행하였으며 결과는, 이미 설치되어 있는 개별 카메라는 중첩되는 곳이 있어 가시권이 확보된 곳으로 이동해야 할 것으로 판단하였다. 또한, 감시가 취약한 지역에 신규로 설치할 경우에는 인접한 기관(지자체 및 지방산림청)간의 감시시설과 감시지역 중복여부, 감시시설 위치의 타당성 등은 물론 어디에 우선하여 설치할 것인지를 광역적이고 과학적으로 판단하며 설치해야하며, 삼척시의 경우 설치 적정대수를 산정한 바, 최소한 32대 이상은 되어야 가장 효율적인 산불감시체계가 가능할 것으로 분석되었다.

Korea port customs surveillance of administration is operated around the 24 hours without a break in accordance with the characteristic of trade, in this specific environment, Ocean fisheries officials are performing this important duty. This research investigated various factors which might influence Korea Customs Service civil servants who are engaged in port, based on advanced researches on job satisfaction and Herzberg's two factors(motive hygene factor), and analyzed the difference in job satisfaction in respect of job satisfaction composition according to Ocean fisheries officials at port customs sociodemographic characteristics through a survey. Also, the researcher comprehended the factors of job satisfaction which have the biggest influence on the whole job satisfaction. Based on the analysis result, The researcher expects that the results of this research can contribute to customs administration's inherent goal achievement by finding out customs civil servants' job satisfaction degradation factors, who are engaged in port surveillance of administration, and properly controlling them and improving organizational members' job satisfaction.
