A Study on the Reduction of Traffic Induced Contributions through Installing a Parking Guidance System (주차유도시스템 설치에 따른 교통유발부담금 경감을 위한 연구)

  • There are many traffic problems in a city such as parking, traffic jam caused by traffic induction facility. Therefore it is essential to demand for traffic demand management to building's owner whose building location causes traffic induction. According to the 90s traffic policy, government collects fee for traffic induction facility through traffic policy management and they encourage the building owner to join reduction of traffic jam program by reduction of traffic induction fee. However there are not many buildings owner joined this program because the program is not ghat beneficial. For example, if government set out parking guidance system (part of parking demanding system) in a city, it will reduce to 20% of traffic induced contributions but t can be used only once a year, so it is not efficient to used even it is valuable for about 10 years. In particular, according to the economic efficiency analysis, evaluate economically as net present value (NPV) to 2,160.44 million won, ratio of benefit/cost (B / C) to 2.44 during 10 years. Therefore this research will find out what is necessary for parking guidance system.

Effect of Incentives on Enhanced T/S Competitiveness in Busan Port (부산항 인센티브제의 환적경쟁력 강화 효과에 관한 실증연구)

  • This study intends to verify the effectiveness of incentive schemes at Busan Port' aimed at promoting transshipment cargo. The current incentive schemes of Busan port intended to increase the T/S cargo volume have been disputed constantly. It is imperative, therefore, to restructure the system in accordance with the planned strategy. In this study, in order to ensure objectivity of the incentive schemes, all the parties (carriers, terminal operators and Port Authority) with a direct interest are answered and analyzed using the AHP methodology. Effectiveness is the top priority in the analysis of beneficiary validity of incentive schemes, when incentives are provided to Global overseas carriers compared with Global national carriers, IntraAsia carriers and Terminal operators. In the analysis of incentive schemes, direct cash support corresponding to the quantity of the T/S cargo had the highest effectiveness compared with exemption of port dues, cost compensation, port infrastructure support and subsidy for the service opening. The study results, therefore, reference the Port Authority when restructuring the schemes. This study has been conducted only focusing on the Busan port; however, the findings may have significant implications for overseas Port Authorities intending to implement incentive systems to promote cargo volumes similar to those at Busan port.

  • This study analyzes whether Income Contingent Loan achieves the policy goal of reducing the burden on higher education expenses with the emphasis on the repayment structure of the loan system and suggest ways to improve the incumbent policy. The study found that the voluntary repayment amount of the loan is much higher than the mandatory repayment amount. Therefore, various policy improvement measures are needed to activate the original purpose of the loan. We proposes improvements to the repayment, such as diversification of the repayment base rate, introduction of the loan integration, and analysis of loan default probability. In addition, this study has policy and academic implications in that it has suggested policy improvement measures by analyzing various overseas cases.

  • 최근 일본에서는 ESCO사업에 PFI법을 새로이 적용하고 있다. 성과배분제, 성과보증제에 이어 이 제도를 적용할 경우, 국가 및 공공기관을 대상으로 하는 ESCO사업의 확대 및 자금조달이 한층 유리해질 전망이다. 지난 99년 제정된 PFI(Private Finance Initiative)법(민간자금 등의 활용에 의한 공공시설 등의 정비 등의 촉진에 관한 법률)에 근거한 사업은 ''공공시설 등''에 있어서 건설, 유지관리 운영 등을 민간의 자금, 경영능력 및 기술적 능력을 활용하는 사업방법으로 사업 전체의 리스크관리가 효율적으로 행해지는 것과 설게$\cdot$시공$\cdot$유지관리$\cdot$운영의 전부 또는 일부를 일체적으로 취급하는 것에 의해 사업비용의 절감이 기대되며 질 높은 서비스의 제공이 가능한 제도이다. 이것과 매우 유사한 개념을 가지고 있는 것이 성과보증제에 의한 ESCO사업이다. 민간사업자인 ESCO사업자가 자금을 조달하고 에너지절약 개수공사에 따른 설계$\cdot$시공$\cdot$, 운전$\cdot$유지관리, 계측$\cdot$검증, 에너지절감 보증 등의 서비스를 제공하며, 광열수도비 및 운전$\cdot$유지관리비의 절감분으로 모든 투자와 ESCO사업자의 경비를 지불한다. 또 에너지절감 및 공공의 이익보증을 포함한 퍼포먼스계약이라고 하는 형태를 취하는 것으로 공공 이익의 최대화를 도모함과 동시에 금융기관의 투자 리스크에 관한 우려를 회피할 수도 있다. 또 PFI법 특유의 법제상, 재정상의 조치와 재정상 및 금융상의 지원이라는 배려에 있다. 예를 들면, 국고채무부담행위의 설정, 행정재산 사용료의 무상화 또는 감면, 프로젝트 파이낸싱 등에 의한 자금조달을 고려할 경우에 있어서 담보권의 설정 등에 관한 제도를 합리적으로 정비하는 것이 가능하게 된다. 그 내용의 대강을 살펴본다.

Lifeline Program Reform Trend in the US (미국의 통신요금 감면 제도 개편 동향)

  • The coronavirus disease 2019 (COVID-19) pandemic has significantly changed the Lifeline Program, a telecommunications rate discount program for low-income Americans. As the reliance on online activities such as remote work, distance education, and online shopping grows because of the spread of COVID-19, there is a concern that the digital divide will widen among low-income households that struggle to access internet infrastructure due to the burden of access rates. Accordingly, the US Congress passed a bill to help lower the internet bill for low-income households using the government budget to close the digital divide. The Lifeline Program, which is a part of the universal service obligation, has been in charge of the telecommunications rate discount for low-income households. However, according to the new law, the internet rate discount program based on the government budget was implemented beginning in 2021. As the internet rate discount based on the government budget begins, the US telecommunication rate discount system is transitioning from a system in which telecommunication industry support was borne by operators to one in which public support from the government budget will play a significant role. In this paper, we will look at recent changes in the US telecommunications rate discount program and their implications.

Suggestions for the Non-Taxation Scheme on the Compensation for Employee Invention of the University (대학 직무발명 보상금 비과세제도에 대한 제언)

  • The compensation for employee invention from the university can be taxed or non-taxed depending on the classification of the type of income. The government legislated the Promotion of Industrial Education and Industry-Academic Cooperation Act and the Technology Transfer and Commercialization Promotion Act in order to improve the research productivity of universities and industrial-academic collaboration via transferring the technologies. However, the confusion with taxation on the compensation of employee invention from the university has been incurred due to the difference of legal interpretation between government bureaus. In this research, bureaucratic conflict on the non-taxation scheme is examined in a legal aspect and the effect of non-taxation scheme is also studied in aspect to personal tax exemption. Finally, some suggestions are provided for the purpose of settlement of the non-taxation scheme in order to improve employee invention from the university.

Study on the Introduction of Safety Management Level Evaluation System for Shipping Company by Imitation Strategy (모방전략을 이용한 해운선사 안전관리 수준 평가제도 도입방안 연구)

  • Maritime transportation circumstance is changing rapidly in accordance with the increase of cargo volume between countries and increase of marine leisure activities by improvement of quality of life. And the circumstance for ship operation is also changing due to aging of seafarers and increasing of foreign seafarers. To cope with such changes in maritime environment well, it requires higher safety management skills from shipping companies, the main subject in charge of the safety matter. In this paper, we analyzed domestic and foreign similar system, and then applied imitation strategies for introduction of an unific evaluation and management system that was consist of marine accidents, port state control, ISM Code and so on from shipping companies. We defined that the imitation industry and system are converted accident ration of construction industry and traffic safety excellence company of road transportation, and then extracted relevant law, evaluation index, incentive system as a imitation subject. We also proposed scheme that introduction of basis law, and evaluation tool with marine accidents ratio, port state control & ism code result, and incentives such as immunity of safety inspection or reduction of commission for introduction of company's safety management level evaluation system. Finally, we proposed the imitation timing and plan in stages for system's sustainable development through the prompt introduction and continuous enforcement.

Developing an Equilibrium Analysis Model of Cartel Game under Leniency Programs (자진신고자 감면제도하의 담합 게임에 대한 균형분석모형 개발)

  • This study is to develop a mathematical analysis model to grasp the behaviors of cartels. Cartels are formed tacitly and cause tremendous damage to consumers in modern society which is composed of advanced industry structure. The government authorities have instituted the leniency programs to respond cartels. However, cartels will continue unless there are legal sanctions against cartels based on an accurate analysis of leniency programs. The proposed cartel equilibrium analysis model is a mathematical behavior model which is based on the existing methods and the prison's dilemma of game theory. Therefore, the model has a form of pay off matrix of two players. We use a iterated polymatrix approximation (IPA) method to deduct a Nash equilibrium point. The model is validated by an empirical analysis as well.

양계 경리 실무

  • 지난 10년간의 돌이켜보면 국내양계업계는 장족의 발전을 거듭하였다. 그러나 이와 비례하여 양계업자간의 경쟁이 그만큼 치열해졌다. 뿐만 아니라 장래에는 외국의 양계업계와 어깨를 나란히 하여 그들과 경쟁할 경우도 예상하여야 할 것이다. 이와 같이 업계의 격화하여가는 경쟁에서 낙오되지 않고 업체를 유지하며 경쟁에서 승리하자면 무엇보다도 양계기술의 향상과 경영의 합리화 및 생산성 향상을 꾀하고 생산비용의 절감에 주력하지 않을 수 없게 되었고 75년도 말로서 감면기간은 끝나 금년도부터는 소득금액의 50$\%$에 상당하는 세금이 부과될지도 모른다는 사실을 두고 볼 때 과거 어느 때보다도 양계 경영 기장에 유의하지 않을 수 없다 하겠다. 특히 양계경영은 내일을 예측할 수 없는 경영난의 어려움을 항상 가져야 한다는 것과 농산물도 마찬가지 이겠으나 양계업의 주산물인 계란과 육계의 가격을 시장에서 형성된다는 점에서 보다 합리적인 기장의 필요성을 갖게 되는 것이다. 다른 공산품의 제조와 달리 양계업의 제조(생산)과정의 기장에는 이렇다할 기장원칙이 성립되지 않는 본 업계의 문제점을 두고 볼 때에 비용의 처리에 세심한 주의를 요한다. 이에 본인은 업계의 추세를 중시하고 국내외의 서적과 이 분야에서의 경험과 타업종에서 추진되고 있는 기장의 합리화와 원가계산제도의 경향을 바탕으로 하여 양계경영에 적용될 생산원가산출과 기장에 대하여 부족하나마 $\ulcorner$월간양계$\lrcorner$에 게재하면서 함께 연구하고자 한다.

해외자본(海外資本) 유출(流出)·입(入)에 대한 적정과세(適正課稅)에 관한 연구(硏究)

  • 본고에서는 국내자본(國內資本)의 해외투자(海外投資) 및 해외자본(海外資本)의 국내투자(國內投資)로부터 발생하는 자본소득(資本所得)에 대한 적정과세방안(適正課稅方案)을 이론적 모형을 토대로 분석하여 보고, 이를 바탕으로 우리나라의 현행 세제상(稅制上)의 문제점 및 시사점을 검토해 보고자 하였다. 1개국(個國)-1재화(財貨)-2기간(期間)의 일반균형분석모형하에서 정부와 후생극대화(厚生極大化)를 바탕으로, 첫째 자본유출국(資本流出國)의 경우 해외에 투자되는 국내자본에 대한 소득세율은 국내투자분에 비해 낮게 책정되는 것이 바람직하며, 둘째 자본유입국(資本流入國)의 경우 해외로부터 유입되는 자본에 대한 소득세율은 국내자본에 적용되는 세율보다 낮아야 함을 보였다. 이러한 이론적 결과에도 불구하고, 기존의 실증적 연구와 비교해 볼 때 우리나라의 경우 외국자본(外國資本)의 국내투자(國內投資)에 대환 세제상(稅制上)의 혜택(惠澤)은 너무 과다한 것으로 추정되어, 향후 외국자본(外國資本)의 국내투자(國內投資)에 대한 조세혜택(租稅惠澤)을 축소하고 중복적용을 배제할 수 있도록 현행 조세감면제도(租稅感免制度)를 재정비해야 할 필요성이 있을 것으로 판단된다.
