우리나라 대학부설연구소는 적어도 양적인 면에서는 괄목할만한 성장을 하였다. 그러나 연구소가 운영되는 양상을 내부적으로 살펴보면 상당한 문제점을 내포하고 있다. 즉, 연구소의 난립화, 윳겅정책의 미흡, 재정 취약, 활동 미약, 평자체제의 미비, 전임연구원의 부족, 연구소장에 대한 동기부텨 미흡 등이 지적된다. 이러한 문제를 극복하여 연구소가 경쟁력을 갖추고 활성화하기 위해서는 다음과 같은 방안이 강구되어야 한다. 첫째, 평가제도를 도입하여 차별적 지원과 통합의 기준으로 삼는다. 둘째, 연구소를 주제와 지역적 관점 등에서 특성화하고 기능적 관점에서 개성화시킨다. 셋째, 목적과 기능이 중복되거나 성과가 미미한 연구소는 평가결과에 따라 통합한다. 넷째, 정부와 대학 당국의 재정 지원 강화와 관리 감독 기능을 강화한다. 다섯째, 개별 연구소들의 지구적 노력이 반드시 뒤따라야 한다.

The current radiation safety management system is also applied to radiation practices at universities. The application of the law raised concerns about poor radiation practice education and hindering the development of radiology. Accordingly, the Korean Radiology Professors Association needed to grasp the reality of the management system for radiation practice education at each university and the current radiation safety management system in the department of Radiological science. So, a survey was conducted on heads of radiological science departments across the country. Through the survey, it was found that the current application of the Nuclear Safety Act to radiation safety management in the department of Radiological science is excessively restrictive and not very effective. In addition, radiology practice education for the purpose of training health and medical professionals should be controlled by the Ministry of Health and Welfare and the Korea Centers for Disease Control, but there is a problem of being supervised by the Nuclear Safety and Security Commission. Therefore, in this study, as a legal improvement plan to solve this problem, first, a plan according to a partial amendment to the Higher Education Act, second, a plan to be supervised by the Ministry of Health and Welfare through the amendment of article 37 of the Medical Service Act, third, article 20-2 of the Enforcement Decree of the Medical Service Technologists Act was newly inserted to propose three measures to be supervised by the Ministry of Health and Welfare.

전자금융 사기범이 전화, SMS, 이메일을 통하여 통신회사, 경찰청, 검찰청 및 금융감독당국 등을 사칭하여 피해자로 하여금 사칭기관의 위장 홈페이지로 유도하여 피해자의 금융 정보를 불법적으로 취득하여 피해자의 금융자산을 인출해나가는 금융 분야에서 발생하는 특수 사기범죄의 피해가 줄지 않고 있다. 이에 대한 대책으로 금융감독당국과 금융회사는 지연인출제도, 카드론 취급 강화, 공인인증서 재발급 및 사용절차 강화, 대포통장종합관리시스템 구축 및 홍보 강화를 하고 있지만 이들 방법은 전자금융사고 피해가 추정되는 고객뿐만 아니라 그렇지 않은 대다수 정상적인 전자금융거래 이용자에 대한 전자금융거래의 불편을 야기하고 있으며 전자금융사고 발생중의 실시간 이상증후 탐지를 반영하고 있지 않다. 본 논문에서는 금융회사 홈페이지에서의 전자금융거래 이용자의 접속행위, 공인인증서 사용행위, 온라인 송금행위 측면에서 거래행위를 분석하여 전자금융사고 혐의 이상증후에 대해 금융회사의 실시간적이고 능동적으로 대응하는 방안을 제시한다.

최근 클라우드 규제의 변화에 따라 국내 금융권의 클라우드 전환이 확산되면서 주요 인프라로서 클라우드 활용에 관한 연구·개발이 관심을 받고 있다. 2016년도 10월 이전에는 금융회사의 모든 전산시스템에 대하여 물리적 망분리를 적용하여야 하는 등의 과도한 규제로 퍼블릭 클라우드 활용에 어려움이 있었다. 이후 전자금융감독규정이 점차 완화되면서 클라우드 이용이 활성화되고 현재에 이르게 되었다. 안전한 클라우드 이용을 위해서는 금융분야 클라우드 컴퓨팅 서비스 이용 가이드에서 제시하는 업무 연속성 계획 및 출구 전략을 수립하고, 안전성 확보 조치 방안을 마련하며, 클라우드 서비스 제공자의 안전성 평가, 자체 정보보호위원회 심의·의결 및 감독 당국의 보고 등의 내부통제를 준수하여야 한다. 본 고에서는 금융분야의 클라우드 전환 사례 조사를 토대로 전환 동향과 전환 요인, 업권별 특징 및 규제 변화에 대해 살펴보고, 향후 클라우드 이용 환경 변화를 전망해본다.

우리나라에서는 벤처생태계의 구성이 태생적으로 정부 주도로 법제화된 정부자금의 지원이 기초가 되어 이루어지면서 공적 자금의 정책적 목적에 따라 운영되어왔다. 따라서 벤처투자기구에 대해서 이해상충 가능성 배제, 고도의 윤리성, 공정성 및 투명성 등을 요구하는 등 강한 규제가 반영되게 되었다. 이러한 공적규제가 일면 타당성이 있을 수 있으나, 공적규제 위주의 관리감독 체계는 규제의 영향을 크게 받는 한국 벤처투자 시장의 성격상 민간자금의 유입을 제한할 수 있다. 민간 중심의 벤처투자 시장으로 전환하기 위해서는 공적규제를 강화하기보다는 자율규제 영역을 확대하여 업계의 전문성과 효율성에 친화적인 규제 환경을 조성할 필요가 있다. 따라서 본 연구에서는 벤처투자 시장의 자율규제 가능 영역을 살펴보고, 벤처투자기구의 운용사 관점에서의 자율규제 방안을 제시하였다. 구체적 방안 중 하나로는 출자자 사이의 자치적 규범이라고 할 수 있는 규약의 표준이 참여자의 전문적인 식견을 최대한 반영하여 마련된 것이므로, 펀드 결성 이후 출자자 사이의 규약을 둘러싼 분쟁이 발생하는 경우 이를 자율적으로 해결할 수 있는 1차적인 분쟁 조정 절차를 마련해 볼 수 있다.

This paper aims to evaluate the Industrial Complex Campus Program and to provide policy recommendations for promoting effectiveness of industrial complex campuses through the in-depth case study on the Changwon Industrial Complex Campus Program. The survey shows that the program contributes to not only strengthening the R&D capacities of SMEs within the cluster, but also promoting the interactions between local companies and local universities. But it claims that the industrial complex campus program reveals some limitations to supporting effectively local enterprises. First, It is necessary to maintain regional balance in terms of the sites of the implementation of the program. Second, the policy management plan and the monitoring system of the program should be established for the purpose of the self-reliance of industrial complex campuses, regardless of the government financial support.

Bridges, which are construction structures, have increased from 584 to 38,405 since the 1970s. However, as the number of bridges increases, the number of bridges with a service life of more than 30 years increases to 21,737 (71%) by 2030, resulting in fatal accidents due to basic human resource maintenance of facilities. Accordingly, the importance of bridge safety inspection and maintenance measures is increasing, and the need for decision-making support for supervisors who manage multiple bridges is also required. Currently, the safety inspection and maintenance method of bridges is to write down damage, condition, location, and specifications on the exterior survey map by hand or to record them by taking pictures with a camera. However, errors in notation of damage or defects or mistakes by supervisors are possible, typos, etc. may reduce the reliability of the overall safety inspection and diagnosis. To improve this, this study visualizes damage data recorded in the BIM model in an AR environment and proposes a maintenance plan for bridges with a small number of people through maintenance decision-making support for supervisors.

The purpose of this study was to compare between two-parent and single-parent families the relationship between perceived parental monitoring/affection and adolescent offline/online delinquency. we analyzed 1,812 cases of high school students (1,628 cases of two-parent families and 184 cases of single-parent families) using the $4^{th}$-and $5^{th}$-year data from the 'Korean Children and Youth Panel Survey'. We used structural equation modeling to understand the correlation between variables, and conducted multi-group analysis to confirm the distinction between family structures. The results of the study were as follows. First, perceived parental monitoring influenced offline adolescent delinquency only among two parent families, while perceived parental affection did not influence either family type. Second, perceived parental affection influenced online adolescent delinquency only among single-parent families, and the path also had a greater negative effect than two-parent families. In the case of perceived parental monitoring, it did not influence online adolescent delinquency regardless of family type, but the path had a greater negative effect on two-parent families than single-parent families. Based on these results-, more concrete social-welfare practical and political implications about adolescent delinquency proposed.

공작기계의 자동화에 적용되는 ACO, ACC 및 GAC 등에 대한 원리와 이용방안 그리고 연구개발 되어져야 할 점들에 대하여 수학적인 논술을 피하고 그 기본개념 등을 소개하였다. 궁극적인 자동화의 목표가 공작기계에 인공지능을 부여하여 경험이 없는 작업자라고 하더라도 생산공정을 관리 감독할 수 있도록 하기 위하여는 지능있는 공작기계의 개발이 이루어져야 하겠다. 지능 있는 공작기계의 개발시 고려되어져야 할 사항들을 고찰해 볼 때 공작기계의 ACO, ACC 및 GAC 등에 대한 연구개발에 앞서 절삭공정매카니즘 그 자체의 연구개발은 물론 절삭상황을 실 시간으로 측정 및 인식 할 수 있는 측정장치들에 대한 연구들이 선행되어져야 할 것이고, 선진국 대열에 들어서기 위해서는 공작기계 산업에 대한 육성은 물론 연구개발에 집중적인 투자가 이 루어져야 하겠다.

신규 광대역 멀티미디어 서비스를 효과적으로 제공하기 위한 새로운 망구조 및 전승기술들이 도입되면서, 이러한 시설들 관리할 새로운 시스템들이 요구되고 있다. 본 논문에서는 비대칭 디지털 가입자망을 유지보수관리하기 위한 전산화 방안에 대하여 기술한다. 먼저 성능 감시 및 감독을 위한 객체를 분석하고 이를 바탕으로 시험 관리시스템 및 시험 드라이버의 구조 및 기능을 설계한다. 마지막으로 시험 통신 프로토콜을 정의하고 시험응답의 예를 통한 정보요소 내용을 기술한다.
