Considering innovation a key to raising living standards, the Ministry of Science and Technology has put in place various measures meeting the needs of the newly promoted Deputy Prime Minister of Science and Technology. Such measures include business process reengineering as streamlining the work process to achieve the improvement in quality and efficiency: building the integrated performance management system to promote performance-or tented environment; and running the 1ifelong learning system for better competitiveness of government officials. Further to the innovation efforts at work, the number of steps of the R&D budget execution is streamlined from eight to five and its payment period is considerably reduced to 15 days from 60 days. In addition, the digitalized R&D budget management systems such as e-Contract System, One-click Processing Monitoring System, and Information Service System through Short Message Service (SMS) will contribute to improving R&D performance. And these systems are efficiently integrated into a portal interface named "Yeon-gu-ma-ru." The Ministry of Science and Technology, spearheading nationwide innovation, will continue efforts to make viable achievements of innovation.

The private health insurance covers areas that are not covered by the national health insurance to reinforce insurance guarantee. Realistically, however, many people renunciate small sum insurance claims because the inconvenient claim procedures require a certificate from the hospital for resubmission to the insurance company, which is very time consuming. Therefore, One-stop insurance payout claiming system that is capable of one stop processing of the issuance of e-page safer technology-based certification to claiming of insurance payout by utilizing authorized electronic address (#-mail) through the utilization of private information concealment technology and identification certification technology for the convenience of the subscribers and the simplification of operation was developed.

As of June 2008, the government's expansion policy for the long-term care service infrastructure has achieved an outstanding 96.4% occupancy rate of facilities across the country. Despite such achievement, practical issues including the physical lack of facilities, disproportional regional spread and decline in government accountability have raised concerns about the effectiveness of the policy's implementation. This study was aimed at defining the implementation procedure of expansion policy for long-term care service infrastructure, analyzing variables that affect it, examining the problems revealed in implementation procedure, and suggesting improved plan on that policy. Research methods were to review literatures on infrastructure expansion policy, to conduct case studies on K province, C city and 4(2 corporations and 2 privately owned) facilities in C city for studying practical implementation procedure on a local government level, and to use Alexander(1985)'s framework for analyzing variables of policy implementation. As a result of this study, policy variables including the clarity and adequacy of policy goal, nature of service providers, task and responsibility between government authorities, and implementation variables such as propensity toward budget allocation, financial restraint, swift utilization of budgets and the streamlining of involved procedures and inter-agency relations stood out as the main factors affecting policy implementation. In adddition, this study suggested several improvement measures such as accounting facilities need based on real local demand and supporting to private participation and so on.

한국전력거래소는 전력계통의 안정적, 경제적 운영을 담당하고 있는 기관으로 '01년 현재의 에너지관리시스템(EMS)를 도입하여 실시간 전력계통에 대한 정확한 판단을 기반으로 전력계통의 안정성과 경제성 확보에 주력하고 있다. '06년 EMS S/W를 자체 유지 보수하기로 전력거래소 정책이 결정됨에 따라 상주 유지 보수 업체 인력이 철수하여 IT운전원 1명이 모든 감시 업무를 수행해야만 했다. 이에 따라 업무가 가중되고 효율적인 감시 체계가 만들어질 수 없는 상황이었다. EMS의 1차적 감시는 EMS 자체제공 감시 화면을 통해 가능했으나, 이는 수동적이고 다단계 절차가 필요한 비효율적인 작업이다. 1인에게 집중되어 있던 이러한 감시 작업을 간소화하고 체계화시키기 위하여 분산되어 있던 감시 요소들을 그룹화하고, One-sight 감시가 가능하도록 통합시키는 시스템을 제공하는 것이 거래소 IT 업무의 이슈가 되었다. 본고에서는 이러한 니즈에 따라 개발된 EMS 종합감시시스템에 대해 소개하고자 한다.

본 논문에서는 국내 게임 시장 규모에서 다른 부분에 비해 떨어지는 콘솔 게임 시장의 발전방향으로 클라우드 기반의 콘솔게임기술에 대한 내용 제안한다. 콘솔게임의 새로운 패러다임의 방향은 사람들이 콘솔의 가장 큰 단점으로 꼽은 기기의 가격으로 인한 경제적인 부담을 덜어내며 부피의 간소화의 효과 또한 기대한다. 이러한 기대로 단점을 보완하여 콘솔 게임을 대중화 시킨다면 자연스레 시장의 확장으로 이어지며 이러한 시장 확장 상황에서 기업들의 정책 방향을 연구할 수 있을 것으로 기대한다.

최근 각광받고 있는 RFID(Radio Frequency Identification) 기술은 물류, 유통 및 자산관리 분야를 중심으로 그 적용 사례들이 늘고 있다. 본 사례는 정보통신부의 IT839정책의 일환으로 RFID분야의 기술 및 산업 확산을 위해 한국전산원이 주관하여 추진한 2005년도 선도사업 중 하나인 공군 신무기(F-15K) 자산관리시스템 구축사업에 대한 것이다. 이 시스템의 구축을 통해 공군은 군수물자의 정확한 도입현황 파악이 가능하게 되었고, 보유 자산의 현황 및 저장위치 파악이 실시간 가능해졌으며, 수령, 저장, 발송, 재고관리 등 기존의 업무 처리 방식을 간소화하여 업무 소요시간 및 인력을 절감할 수 있었다.

This study aims to explore ways to improve self-censorship tendency in teacher librarians by identifying factors that influence the self-censorship which appears during collection development in elementary school libraries. For this purpose, first, we examined the concept of self-censorship through a review of related literature, then carried out a series of in-depth interviews as a pilot study to develop a questionnaire, which was used for a questionnaire survey. Finally, the survey data was analyzed statistically with SPSS 21.0, a statistical package. As a result, we have discovered statistically significant relationships between self-censorship and the characteristics in collection development policies, school library committees, and the complaints related with the library collections. Based on these results, the factors on the self-censorship were identified in the perception of the school librarians. Based on these results, we suggest to reinforce the function of review and approval of book selection in the school library committee, developed and approved a collection development policy include guidelines for dealing with users' complaints related to library collection, and stipulated a regulation for school library operation to remove inappropriate books from the library collection.

Super aged society, Japan actively uses Information Communication Technology(ICT) as one of solving methods for various social problem. Especially, for Korea where soon will become super aged society, it would be meaningful to examine the current policy trends and utilization of senior support using ICT in Japan. This study explores the policy trends and utilization of senior support using ICT in Japan through literature review, and then proposes some suggestions as follows. Opportunities for practical use of ICT should be widened in the field of senior support, and efforts are needed to build an information linkage network between institutions for senior support because linkage between care sector and medical sector is important for the elderly support. Besides, simplification of paperwork and easing of burden of care providers or workers in the field should be sought by development and dissemination of various robots. Moreover, the spread of technology for emotional support and stability should be actively pursued by using ICT.

In today's business landscape, collaboration and interoperability are crucial for organizational success and profitability. However, integrating operations across multiple organizations is challenging due to differing roles and policies in Identity and Access Management (IAM). User-centric identity (UCI) adopts a personalized approach to digital identity management, centering on the end-user for authentication and access control. It provides a decentralized system that ensures secure and customized access for each user. UCI aims to address complex security challenges by aligning access privileges with individual user requirements. This research delves into UCI's ability to streamline resource access amidst conflicting IAM roles and protocols across various organizations. The study presents a UCI-based multi-domain access control (MDAC) framework, which encompasses an ontology, a unified method for articulating access roles and policies across domains, and software services melding with UCI infrastructure. The goal is to enhance organizational resource management and decision-making by offering clear guidelines on access roles and policy management across diverse domains, ultimately boosting companies' return on investment.
