Use of non-Tariff Barriers for protection of domestic industries and its implications: focusing on the Chinese Cosmetic Certification System (자국 산업보호를 위한 비관세장벽 활용과 시사점: 중국 화장품 인증제도를 중심으로)

  • The purpose of this research is to analyze how the Chinese cosmetics certification system works as a Non-Tariff Barriers(NTBs) for Korean exporting companies to access the Chinese market. China is the largest market for Korea's cosmetic exports, but China's policy of protecting domestic industry has become a barrier to Korea's cosmetics exports to China. Therefore, this research, through the analysis of regulations of the Chinese certification system for imported cosmetics. revealed that there are such problems as ① information leakage ② duplication of inspection ③time delay. In order to verify those problems, surveys and face-to-face interviews with Korean cosmetic exporting companies to China have been conducted. In conclusion, Chinese cosmetics certification system not only protects its own industry, but also serves as a NTBs to disturb the access of imported cosmetics to the Chinese market in order to foster Chinese cosmetic industry.

  • "韜光養晦"相傳是鄧小平強調的對外戰略方針. 目前, 這一古老的成語已經提升到一種意識形態, 成爲構建中國成長模式的核心環節. 本文著眼於作爲一種意識形態的 "韜光養晦", 討論這一意識形 態經過什麽樣的歷史過程, 成長到現在的樣子. 爲此, 本文從三個層面考察這一問題. 第一, 細緻分 析 "韜光養晦"一詞的形成過程與意味脈絡. 第二, 根據有關鄧小平的一手資料, 嚴格考察鄧小平與 "韜光養晦"的關係. 第三, 追蹤鄧小平以後 "韜光養晦"經常出現的語境.

  • We dealt with the Wooden Shoes as a tool in the first chapter. You can doubt about the Wooden Shoes as a tool, which they were in Japan and China not Korea, strictly speaking, if they are real shoes or not. But anyway they had components of the Wooden Shoes in shape(form) or function, so it was expressed in the head part, cause of the possibility that Wooden Shoes as a tool are the previous stage of Wooden Shoes as shoes, though are not identified yet. In the second chapter, we dealt with the Wooden Shoes as shoes fundamentally. Recently, the Wooden Shoes of Shilla and Baekje were dug out each in Kyungsan-city Im-dang-dong and Buyeo-gun Neungsan-lee. Even though they were contemporary neighborhood countries, they had much differences in their forms of Wooden Shoes. While the Wooden Shoes of Baekje and the ancient Wooden Shoes of Japan are surprisingly alike. So we have tried to identify with the politic and diplomatic relation of Korea and Japan, through various literature records.

A Study on the Establishment of Distribution and Logistics System in the unified Korea (통일한국의 유통물류체계 구축 연구)

  • The purpose of this paper is "A Study on the Establishment of Distribution and Logistics System in the unified Korea". The main conclusion of this paper are as follows : North and South Korea shall conjunctionally foster the exchange and cooperation area and operate the joint pilot project to combine distribution and logistics system. To solve the problems of the maritime affairs, Fisheries, and international logistics, the cooperative agreement between North and South Korea will be needed to protect and develop of shipping, aviation and shipbuilding industry. Unification of two Koreas must be prepared as stage by stage ; ${\cdot}$Stage1(preparation period) : initiation of peace area. ${\cdot}$Stage2(development period) : forming the exchange and cooperation area ${\cdot}$Stage3(settlement period) : establishing peace belt on border area. After the unification, two Koreas must plan and undertake the construction of the distribution and logistics infrastructures, establishment of SCM system through Network and the connection to China through railway and road Network.

  • Seoul is under increasing pressure to choose between the US-led IndoPacific Strategy (IPS) and China's Belt and Road Initiative (BRI). Accordingly, this paper undertakes a detailed appraisal of the IPS and the BRI in the context of Korea's national policy imperatives. Based on a study of network structure by Daniel Nexon and Thomas Wright (2007), the present study seeks to identify a particular network structure within the IPS and the BRI. Through this analysis, the relationship between the core and the participant states will be addressed. Awareness of specific configurations of the IPS and the BRI is important as these reveal what participant states can expect from each network. According to Nexon and Wright, there are four types of network structure: unipolar anarchy, hegemonic order, constitutional order, and imperial order. Based on this, we argue that the IPS has a constitutional order and the BRI has an imperial order. Therefore, we suggest to Seoul that participating in the IPS may make more room for an independent foreign policy than would a BRI partnership with China. South Korea would benefit by participating in the IPS in terms of its national security, striking a favourable regional balance of power.

A Task for Listing Martial arts of 『Muyedobotongji』 on the UNESCO Representative List of Intangible Cultural Heritage of Humanity (『무예도보통지』 무예 인류무형유산 등재 과제)

  • The objective of this study is to examine the tasks for listing martial arts of "Muyedobotongji" on the UNESCO Representative List of Intangible Cultural Heritage of Humanity. The conclusions are like below. First, "Muyedobotongji" was published in 1790(14th year of King Jeongjo). The 24 martial arts of "Muyedobotongji" were basically divided into three types like stabbing, chopping & cutting, and hitting. Second, the value of martial arts of "Muyedobotongji" is highly evaluated because it has systematically put together the martial arts of three countries like Korea, China, and Japan of the 18th century, suitable for the actual status of Joseon Dynasty, in the new perspective. The value of "Muyedobotongji" as a Memory of the World is the martial arts book emphasizing the practicality, so that everyone including officers and soldiers could easily learn. Third, the procedure of registering martial arts of "Muyedobotongji" in the UNESCO Representative List of Intangible Cultural Heritage of Humanity has three stages including preparation/submission, screening, and decision, which takes two years. Especially, the screening assistance organization, as an organization under the Intangible Cultural Heritage Convention Intergovernmental Committee is composed of total six countries(one for each area) out of 24 member countries. Fourth, the tasks for listing martial arts of "Muyedobotongji" in the UNESCO Representative List of Intangible Cultural Heritage of Humanity are like following. (1) It would be necessary to conduct a total inspection of the collection of "Muyedobotongji". (2) It would be necessary to designate the martial arts of "Muyedobotongji" as the municipal/provincial/national intangible cultural heritage. (3) It would be needed to standardize the practical martial arts technique/movement of "Muyedobotongji". (4) The historical evidence of martial arts costumes/weapons of "Muyedobotongji" should be studied. (5) A committee for the registration of martial arts of "Muyedobotongji" in the UNESCO Representative List of Intangible Cultural Heritage of Humanity should be organized. (6) There should be a close cooperation system between relevant departments like the World Heritage Team of Cultural Heritage Administration and the Ministry of Foreign Affairs. (7) Domestic/foreign data related to martial arts of "Muyedobotongji" should be comprehensively collected to meet the registration standard of UNESCO. (8) The registration type of Intangible Cultural Heritage of Humanity should be prepared.
