  • We are now observing that the information technology environments are rapidly changing toward smart and soft power computing. The main purpose of this paper is to investigate national-level information strategies and to provide suggestions for sustained growth of information technology industry which have played a significant role in upgrading national wealth and brand. In this context we look into the governance structures of the current government, delineate problematic sources, and derive remedial solutions, if any.

  • The development of IT has contributed a lot to enhancing administrative efficiency. In particular, it enabled administrative agencies to be able to upgrade the effects and efficiency of public services by saving unnecessary time, labor, and equipment that might surely occur in delivering routine services in repetition. As the concept of governance and knowledge-based administration assumes a pivotal value in the 21 century administrative innovation, sharing information among agencies is a key to building effective governance system. However, current extent of sharing information in public agencies is below the level of expectation and thus the need exists for the steps to making information shared more widely and effectively among public agencies. This paper gives a snap shot on the extant status of information sharing among public agencies and seeks ways to facilitate it from the perspective of electrical government.

  • The transformation of the processes of governance using the Information and Communication Technologies is aimed at bringing in faster and transparent service delivery, accountability, information sharing and people participation in the decision-making and government processes. The implementation of e-Government requires a comprehensive strategy that is not only sensitive to existing political and economic conditions and realities but is also benchmarked on global best practices. The article reviews the handbook E-Government and Governance Efficiency that provides an insight to research that is being undertaken in the e-Government area, gives an in-depth understanding of critical issues involved in e-Government, and provides expert opinion and recommendations for the Republic of Belarus to augment its potential. It studies the Korean experience on e-Government with special focus on such concepts as e-Government benchmarking, mGovernment, Smart Government and u-Government.

  • In recent years, many leading corporations are actively adopting IT as competitive resources to improve productivity and processes efficiency with strategic alignments. In effect, IT investment also continues to increase. As a vast growth of IT investment, questions and criticism on recent IT investment results are also rapidly being raised. Especially, improper decision making and management on IT investment may cause negative impact on the company's reputation and finances, therefore companies need reasonable and wise investment decision making on new IT projects. This study applies the conceptual framework of IT governance to IT investment decision making cases to examine how IT investment governance influences the quality of IT investment decision making and how business-IT strategic alignment affects the quality of IT investment decision making. This paper contributes to identify the main factors for reasonable and effective IT investment decision making and expected to provide proper guidelines for IT investment decision making.

  • Unknowingly, the relationship between IT departments and their internal customers becomes that of client-supplier based on the mechanisms of marketing and competition. In addition, due to enhanced focus on the customer in the planning, development, and delivery of information service, IT service management(ITSM) has become increasingly important. These days IT management is focusing particularly on the 'de-facto' standard ITIL (IT Infrastructure Library) for implementing ITSM. It is linked as a part of CobiT’s 'deliver and support' domain, which is a framework of IT governance, and ISO/IEC 20000 is a unique international certification standards on the ITSM. This paper proposes the strategy and procedure for ITSM implementation based on ITIL with consideration of IT governance structure for manufacturing industries. It also presents a case study to share the lessons learned and results of an ITSM project.

Enhanced Cooperation and the future of global internet governance ('강화된 협력'과 국제 인터넷 거버넌스의 미래)

  • 'Enhanced Cooperation', which was the mandate of Tunis Agenda in 2005, was the product of political compromise after failing to reach a consensus on global internet governance mechanism. In 2012, UN General Assembly decided to establish CSTD 'Working Group on Enhanced Cooperation (WGEC)' to find out what could and should be done to implement the Tunis Agenda. After a first meeting, WGEC sent out a questionnaire to collect extensive opinions from internet communities. Replies to the questionnaire showed a broad spectrum of perspectives on the problem of existing internet governance arrangement and how to improve it. This article analysed different perspectives, based on replies, especially regarding the concept and implementation of the Tunis Agenda, public policy issue and possible mechanisms, and the role of stakeholders including government. The recommendation of WGEC will be submitted to UN GA passing through CSTD and ECOSOC, in 2014, which is expected to have great impact on the future of internet governance.

  • Since the inauguration of WTO system has made borderless competition across the countries, many government should try to find out the harmonious policy paradigm for the check and balance between the globalization and localization. The government procurement market has been considered as one of this kinds of difficult tasks for the local small and medium companies. Many governments should lift the paradigm of the government procurement market toward the conditionally open competitive market. The paper is aimed to find out the sustainable governance of the government procurement policies to protect the local companies. Based on the many international cases, including the Chille-Korea FTA, the paper concludes the sustainable governance of the policies should be focused on the equitability and transparency.

Influence Factors on the IT Governance from ITA/EA Functions (ITA/EA 영향분석 요인)

  • In this paper, we brought some influence factors of what the function contributing by ITA/EA in organization is. Also, we verified statistically the impact relation in mutual on the base of questionnaire, extracting in investigation the factors of why the IT Governance of organization is building up, and by what the effect of building up is estimated. In result of statistical analysis based on the 223 case of organizations, it appeared that the infrastructure management, decision making enhancement, and IT process and service functions are the contributing factors on the IT Governance.

  • 관광 분야에서 온라인 리뷰의 중요성이 커지고 있다. 온라인 리뷰의 텍스트 데이터는 파악이 어렵다. 이에 본 연구에서는 특정 관광지에 대한 온라인 리뷰 텍스트 데이터가 나타내는 전반적인 의견을 직관적으로 도출하는 방법에 대해 알아보고자, 토픽 모델링과 Markov Chain을 시행했다. '해운대'에 대한 온라인 리뷰를 수집한 후, LDA와 BTM을 활용하여 주제를 도출하고, Markov Chain을 시각화하여 키워드 간의 관계와 전체적인 평가 내용을 확인했다. 사용된 기법은 각자 특징적인 결과를 제시했기 때문에 다양한 기법을 상보적으로 이용하기를 제안하였다.

Structural Relationship between ESG Management and Safety Management and Business Performance : Focused on Regional Airport (ESG경영과 안전경영 그리고 경영성과의 구조적 관계 : 지역 공항을 중심으로)

  • Purpose While research on ESG management in airlines is ongoing, research on airports, especially regional ones, remains insufficient. This study's point of departure is the inquiry into how the local airport industry is addressing global environmental shifts and engaging in ESG management activities. Design/methodology/approach Based on previous studies, the relationship between ESG(Environmental, Social, Governance) management, safety management, reputation, and management performance was analyzed. We analyzed 578 questionnaires through structural equation modeling using AMOS 21.0 to test our hypotheses. Findings First, environmental, social, governance, and safety management have a positive effect on both reputation and business performance. Second, reputation has affected business performance. Third, reputation was affected in the order of governance management, safety management, environmental management, and social management.
