Although the WTO has fulfilled several key tasks it was set up to do - providing periodic reviews of members' trade policies, resolving disputes, supporting negotiations - with the notable exceptions of the Trade Facilitation and Information Technology agreements, WTO members have not been able to negotiate new rules on "bread and butter" trade policies. The importance of doing so was illustrated by the COVID-19 pandemic which saw widespread uncoordinated recourse to trade policy instruments. This paper highlights four reforms that would bolster the effectiveness of the WTO as a forum for trade cooperation: (1) improving collection and reporting of information on trade-related policies; (2) supporting analysis-informed deliberation to establish a common understanding of the need and scope for cooperation in specific policy areas; (3) putting in place a stronger multilateral governance framework for plurilateral cooperation between groups of WTO members; and (4) reestablishing an effective dispute settlement system.

The expansion of smart cities drives the growth of data generated from sensor devices, benefitting citizens with enhanced governance, intelligent decision-making, optimized and sustainable management of available resources. The exposure of user data during its collection from sensors, storage in databases, and processing by artificial intelligence-based solutions presents significant security and privacy challenges. In this paper, we investigate the various threats and attacks affecting the growth of future smart cities and discuss the available countermeasures using artificial intelligence and blockchain-based solutions. Open challenges in existing literature due to the lack of countermeasures against quantum-inspired attacks are discussed, focusing on postquantum security solutions for resource-constrained sensor devices. Additionally, we discuss future research and challenges for the growing smart city environment and suggest possible solutions.

본 논문은 국방 클라우드를 기반으로 병사 스마트폰 사용에 대한 거버넌스의 방안을 연구한다. 2020 년부터 군 부대 내에서 병사의 스마트폰의 사용이 전면 시행되었다. 하지만 대량의 병사 스마트폰을 인적자원을 통해 관리하기 때문에 많은 인적자원 리소스가 필요하고, 보안이 중요한 부대 특성상 보안 점검을 사유로 인권침해가 발생하고 있다. 따라서 군 부대 특성을 고려한 거버넌스를 정의하고 도입할 필요가 있다. VMI(Virtual Mobile Infrastructure) 시스템을 이용한 국방 클라우드 기반 스마트폰 관리 시스템은 스마트폰을 군 보급품으로 지급하고 모든 스마트폰 프로세스 및 데이터를 중앙 서버를 통해 관리한다. 본 논문에서는 국방 클라우드 기반 스마트폰 거버넌스를 정의하고 중앙 서버를 통해 모든 스마트폰의 프로세스와 데이터를 관리함으로써 얻을 수 있는 기대효과를 관리적, 보안적 측면에서 연구하였다.

본 논문에서는 대학의 지속 가능 경영을 위한 ESG 지수 측정 도구를 제안한다. ESG는 기업의 가치를 평가하고 투자 의사를 결정하는 중요한 요소로 자리매김하고 있다. 그러나 대학의 ESG 경영에 대한 연구는 현재까지 매우 부족한 상황이다. 이에 본 논문에서는 대학의 지속 가능 경영을 위한 ESG 지수 측정 도구를 개발하고 샘플 데이터를 이용한 활용 예시를 제안하였다.

지구온난화와 기후변화로 인해 전세계적으로 기업, 정부는 ESG(Environmental, Social and Corporate Governance)에 관심을 가지고 있다. 이에 따라 폐기물 분류 및 재활용에도 관심을 가지고 있지만 국내 외 폐기물 분류는 정확하게 이루어 지지 않고 있다. 이에 본 논문에서는 객체 인식의 대표 모델인 YOLOv5 를 이용해 폐기물 중 대표인 페트병 탐지 시스템을 제안한다. 제안하는 시스템은 페트병 사이 다른 폐기물을 감지해 내고 페트병 중 유색과 투명 페트병을 분류를 한다. 향후, 제안하는 시스템의 성능 평가가 필요하고 다른 폐기물로 확장이 필요하다.

With the advent of the Fourth Industrial Revolution and the era of big data, the ability to handle data has become essential. This has heightened the importance and necessity of data literacy competencies. The purpose of this study is to propose a framework for data literacy competencies. To achieve this goal, data literacy frameworks from eight countries and twelve pieces of literature on data literacy competencies were analyzed and synthesized, resulting in five categories and twenty-three competencies. The five categories are: data understanding and ethics, data collection and management, data analysis and evaluation, data utilization, and data governance and systems. It is hoped that the data literacy competency framework proposed in this study will serve as a foundational resource for policies, curricula, and the enhancement of individual data literacy competencies.

AI is recognized to be a key technology for digital transformation (DT) and the value of AI is considered to determine the future of the company. However, in reality, although managers acknowledge the future value of AI and have plans to introduce it, most are not sure what to expect from AI or how to apply it to their business. This study compares two company cases to demonstrate how an organization has successfully achieved AI led organizational change while another failed. Specifically, by taking institutionalist's view, this study examines how the legitimacy enables and constrains AI led organizational changes in organization's practices, processes, and infrastructure. The results of this study indicate that for the success of AI led organizational changes, the legitimacy plays an important role by reducing the challenges from stakeholders and increasing the institutional momentum to move through the phases of the change.

디지털 세계에서의 지식정보의 접근성은 개인, 직업, 국가의 발전을 위한 핵심인자로 부상하고 있다. 그러나 세계 출판물 가운데 인쇄물을 이용할 수 없는 사람을 위한 대체자료는 5%에 불과하다. 장애인은 자신들이 필요로 하거나 읽고 싶은 자료에 접근할 수 없는 문제를 최대의 장애로 인식하고 있다. 이에 이 연구는 주요 국가(미국, 캐나다, 영국, 스웨덴, 일본, 한국)의 장애인을 위한 대체자료 개발정책(주체와 역할, 재정과 지원, 생산과 배포시스템 등)을 정밀 분석하였다. 그리고 이 예비연구의 결과는 국내에서 대체자료를 생산 배포하기 위한 국가적 계획과 역할모형의 개발을 위한 배경정보로 활용될 것이다.

In recent years, how to promore the Utilization of Internet is a main issue of national information policy. In this study, we focused our approach to find promoting sttategies for Internet utilization on three sector's users, governments, enterprises, and households. Promoting the Internet utilization of these three sector's users is a very difficult problem, because their information levels are different and information gap among them can be regarded as bottleneck. And since the interactions between user's demands and diverse information seccor's factors are very complex, policy leverages can not find easily. By the system dynamics methodology, this paper examines the interrelationships between three user's demand mechanism and information policy sector. Information policy sector consist of four sectors, infrastruccure policy seccor, application-contents sector, governance sector, and access and price policy sector (free access policy, literacy policy, telecommunication price policy, etc.). To find and investigate policy leverage that will help understanding dynamic behavior of users in using Internet we build a causal loop diagrams and SD models by using survey data obtained from three sectors'specialized users, 488 persons.

Information and Communication Technology (ICT) has revolutionized the world and has profound impact on the social and economic development of a country. Implementation, practice and accessibility of ICT is viewed as an integral part of any countries' strategy today. These new technologies are becoming popular due to their ability to produce, distribute and provide instant access to massive information in no time. ICT has pervaded almost every aspect of human endeavor that may include health, education, economics, governance, entertainment etc. Tourism is one such vital industry that find enormous application of ICT in its strategic and operational level, to promise long term benefits and enhance economic growth. Tourism industry in western world and some developed countries of Asia have applied ICT for more than 30 years, and have gained tremendous benefits. Nepal which is also growing as one of the favourite tourist destinations lacks proper implementation of ICT in this industry. In our study we examined how the ICT can play a vital role in developing the tourism industry of Nepal. This study is an exploratory research based on primary data collected from tourist visiting Nepal, supported by information from tour operators, government agencies, NGOs and INGOS. A framework is devised on the basis of data and information collected and finally, discussions elaborate on the prospect and challenges of implementation of ICT in tourism industry of $Nep{\grave{a}}l$.
