Surface-enhanced Raman scattering (SERS) is a highly sensitive spectroscopic technique that enables trace detection by amplifying Raman signals on plasmonic nanostructures. This review summarizes studies reported over the past decade on the fabrication processes and nanostructural characteristics of SERS substrates. Fundamental enhancement mechanisms and key performance factors are outlined, and structure-performance relationships are discussed in terms of nanogaps, structural arrangement, dimensionality, and surface functionalization. Major fabrication strategies, including bottom-up, top-down, and hybrid approaches, are compared, and representative applications in bioanalysis, environmental and food hazard detection, and integrated sensing platforms are reviewed. The results show that SERS performance is governed by the combined effects of material composition, fabrication process, nanostructural features, and analyte-substrate interfacial interactions. Finally, key challenges and future directions are addressed, including structural uniformity, reproducibility in real-sample analysis, scalable manufacturing, and standardized evaluation protocols.
