How to Use REITs as a Solution to the Gentrification Problem

젠트리피케이션 문제의 해법으로서 리츠의 활용 방안

The purpose of this study is to examine how to use REITs as a solution to the gentrification problem. The research results are summarized as follows. First, as a solution to gentrification, assetization of community value can be a promising alternative as it is an essential solution to the structure and decision of ownership, and this is confirmed through the case of Amsterdam East Port, London's Coin Street Community Builders, and Boston DNI Community Land Trust. Second, as a plan for such assetization of community value, the possibility of using REITs in Korea is sufficient, and public-led REITs, resident participation REITs, and social enterprise REITs were suggested as utilization plans. Third, as policy implications to increase the use of REITs, the necessity of public mediation for cooperation among stakeholders of REITs and the establishment of an institutional foundation for securing land ownership of REITs were derived.

이 연구의 목적은 젠트리피케이션 문제를 해결하기 위한 해법으로서 리츠를 활용하는 방안을 고찰하는 것이다. 연구결과를 요약하면 다음과 같다. 첫째로, 젠트리피케이션의 해법으로서 지역자산화는 소유의 구조와 결정에 대한 본질적 해법인 만큼 유력한 대안이 될 수 있으며, 이는 암스테르담 동항구, 런던의 코인 스트리트 커뮤니티 빌더스, 보스턴 DNI 공동체토지신탁 사례를 통해 확인된다. 둘째로, 이러한 지역자산화의 방안으로서 국내에서 리츠의 활용 가능성은 충분하며, 활용 방안으로 공공 주도형 리츠, 주민참여형 리츠, 사회적 기업 리츠를 제시하였다. 셋째로, 리츠의 활용을 높이기 위한 정책적 시사점으로 리츠의 이해당사자 간 협력을 위한 공공의 중재 필요성, 리츠의 토지 소유권 확보를 위한 제도적 기반 마련을 도출하였다.
