The Evolution Process and Implication of The Korean Knowledge Industry Centers

한국 지식산업센터 진화 과정과 시사점

Abstract

This study examines the historical policy and institutional framework within which the knowledge-based industrial space of the Korea Knowledge Industry Center has evolved. The knowledge industry center started as an apartment-type factory in the 1980s to solve the problem of overcrowding and proliferation of small-scale manufacturing plants in large cities, and has now evolved into a knowledge-based industrial space with complex functions. However, in the course of its development, the supply centered on private construction companies became fixed, and as it became commercialized, it faced structural limitations such as speculation issues, sluggish collaboration between resident companies, and supply imbalances between the metropolitan and the non-metropolitan area. Accordingly, in order to restore the original function of the knowledge-based industrial space of the knowledge industry center, this study suggests policy implications so that the knowledge industry center can function as an innovative base for building a regional industrial-ecosystem and small and medium-sized enterprises and start-ups.

본 연구는 한국 지식산업센터의 지식기반산업 공간이 역사적으로 어떠한 정책적·제도적 틀 속에서 진화해 왔는지를 고찰하였다. 지식산업센터는 1980년대 대도시내 과밀하고 난립하였던 소규모 제조공장을 해결하기 위한 아파트형 공장으로 출발하여 현재 복합적인 기능을 갖춘 지식기반산업 공간까지 진화하였다. 그러나 발전하는 경로속에서 민간건설업체 중심의 공급 등이 고착되었고, 상품화되면서 투기 문제, 입주기업 간의 협업 부진과 수도권 및 비수도권간의 공급불균형 등의 구조적 한계에 직면하였다. 이에 따라 지식산업센터의 지식기반 산업 공간 본래 기능 회복을 위하여, 본 연구는 지식산업센터가 지역 산업생태계 구축과 중소기업 및 스타트업의 혁신적인 거점으로 기능할 수 있도록 정책적 시사점을 제시하였다.
