Evolution of French Industrial Policy: A Historical Cognizance Perspective

역사적 인식의 관점에서 고찰한 프랑스 산업정책의 변화

Abstract

This paper analyzes the evolution of French industrial policy from 1950 to 2023. Drawing on historical cognizance analysis, we divided the period into five phases based on historical events, contexts, and GDP changes. Based on literature research, we synthesized the industrial policies implemented during each period within their historical contexts. Particularly, we focused on the way that France responded to crises around historical events, such as economic difficulties. The analysis found that France maintained a state-led policy foundation of balanced national development while implementing policies that responded to each crisis through gradual transition toward regional industrial ecosystems. This combination of consistency and flexibility presents important implications for Korean industrial policy.

이 연구는 프랑스 산업정책의 변화를 역사적 인식의 관점에서 분석하고자 하였다. 우리는 프랑스의 역사적 사건과 맥락, 국내총생산 변화 등을 고려하여 1950년부터 2023년까지의 프랑스 산업경제 변화과정을 다섯개의 시기로 구분할 수 있었다. 이 연구는 문헌 연구를 통해 시기별로 시행된 산업정책을 종합하고 역사적 맥락에서 분석하였는데, 특히 경제적 위기와 같은 역사적 사건을 중심으로 프랑스가 어떻게 위기에 대응해 왔는지에 주목하였다. 분석 결과, 프랑스는 꾸준한 국내총생산(GDP)의 성장을 겪어 왔는데, 그 요인으로는 국가 주도 산업정책의 일관성 유지, 지역 중심의 산업생태계 조성, 점진적 제도의 전환, 시기별 경제 위기에 대응한 산업정책의 추진 등이 있었다. 이러한 일관성과 유연성은 한국의 산업정책의 추진에 중요한 시사점을 제공한다.
