A Study on the Establishment of Planning Guidelines to Ensure safety of Infant and Child Facilities

Abstract

The number of child safety-accidents occurring indoor and outdoor of childcare center and kindergarten has been constantly increased. It is revealed that many accidents were caused by the errors in the stage of building design or construction. In this regard, this paper aims to conceive guideline to create safe and pleasant spacial environment for childcare and education. First, the types of safety-accidents and the locations where the accidents were occurred are examined. Second, it explores domestic and foreign standards on the current legal systems relating to the establishment and construction of childcare center and kindergarten. Through the review, it identifies the limit of current legal systems as design guide and deduce detailed criteria from other laws and guidelines of USA, UK and Japan. On the basis of these analysis, 10 childcare centers and 6 kindergartens are investigated according to the criteria for field survey which consist of space composition and planing factors. Lastly, in order to improve the safety problems of those facilities, the guideline for creating safe spacial environment in the design, construction and renovation process is presented, considering current status of legal and operating system.
