Smart Community Facilities as Local Daily-life Based Infrastructure - Case Study of Community Infrastructure Ininitiatives in Seoul Metroplitan -

Abstract

As a case of urban restructuring programs for local community, this research provides a prototype of the Everyday-life Based Infrastructure(EBI) including local transportation services such as parking and car-sharing. In many cases of mixed-use complex, the main issues of local program or policy on regional neighborhood are to distribute more feasible functions to residents in terms of social welfare. Carrying out the EBI, it is requisite to finance the CIF(Community Infrastructure Fund) covering public equities that consists of non-PPP for the mixed-use public schools in service with local community residents; students, their parents, and neighbors as end-users. The CIF project relating to the Education Infrastructure(EI) can develop local schools of the K-12 as the EBI which can provide local residents with adjacent Community Complex(CC) facilities for their everyday activities of sports, education and cultures. The recent researches address that the mixed-use schools can be the main infrastructure organizing neighbors as a community over interactive programs. As growing people's income and leisure, it is more desired to participate in adjacent facilities in terms of services so that an approach of how city governments, local district offices, district education offices or existing mixed-use schools collaborate in procedures as well as budgets relating to the project finance. As a replacement of the segmented private investment by SPCs for each project, the non-financial benefit public-private partnerships (non-PPP) initiatives over the BTL projects will provide better vehicles to be collaborated by government-community participatory with regards to the life-cycle of the project consstruction and operation.
