Abstract
The government and local autonomous entities enforce various systems to improve unfair transactions in construction. Especially a joint venture system with prime contractor has been widely implemented and continued to expand since it was effective in some local autonomous entities in 2009. The joint venture system with prime contractor fundamentally would prevent unfair transactions that is why sub contractors make a contract with public clients directly. However there are lacks of investigations about such as complaints in the filed and difficulties of management. This study suggest some improvements for the activation of the joint venture system with prime contractor after investigations about analysis of current situation and problems in the filed. The results of this study would not only contribute to improve unfair transactions in construction but also help to amend the law for a joint venture system with prime contractor as reference materials.
