Abstract
There are 11,080 primary, middle and high schools throughout the nation including approximately 30,000 facilities. 49% of them have been worn out over 20 years and become increasingly deteriorated. For maintenance of school facilities, regular safety checks have been conducted under control of relevant departments of regional Education Office. However, as maintenance cost increases due to damages of abrupt climate change, no additional budget has been arranged. In addition, school facilities which has been performed under 8-year Build-Transfer-Lease projects conducted Life Cycle Cost analysis in planning and design stage and 25-year prospective maintenance fee was estimated. However, it could not reflect climate or energy consumption environments changes. To solve these problems, affecting variables on climate and energy consumption environment changes which might affect LCC analysis and maintenance were drawn. For major factors, climate change variables were temperature, precipitation, humidity, natural disaster, etc. Energy consumption environment variables were school grade, source of energy, work type, room, class size, etc. Targeting experts and hands-on workers, multi-criteria decision making method was applied to analyze propriety of climate and energy consumption environment affecting variables and level of impact of them on work type. Results of this study as Variables affecting climate and energy consuming environment change, weights, and the level of impact on work type can be applied as compensation coefficients for school facility LCC analysis results.
