In this study, the envelope system affected $CO_2$ emissions in the construction and maintenance stage is developed and evaluated by $LCCO_2$ analysis. Whole life process of building envelope systems is divided into construction, maintenance and demolition stage and $LCCO_2$ evaluation method was established by calculating $CO_2$ emission intensity of each stage. The U-value of the external panel system developed in this study is 0.161W/m2K and it is excellent 3 times compared to existing insulation system, 0.47W/m2K. The developed system reduced material usage and life cycle $CO_2$ emission. The $LCCO_2$ evaluation results of the wall system show that the $CO_2$ emission of developed systems is the lowest as $20.58tCO_2$. That of outside and inside insulation system appears $31.04tCO_2$ and $32.39tCO_2$. The $LCCO_2$ evaluation results of 15-story apartment house(60 houses) considering thermal properties by location show that $CO_2$ emissions of the existing system appear to $5,208tCO_2$ and that of developed appear to $4,070tCO_2$. So, life cycle $CO_2$ emission reductions were the $1,138tCO_2$ and decreased by 22%.
