A shift of paradigm for the environment-friendly green city facilitates enhancement of the image of natural-friendly city through the policy on the urban landscape management. In this respect, the systematic management for the balance of natural landscapes and building heights is the primary means for the image of natural-friendly city. However, the height restriction of buildings to preserve the natural landscapes inevitably causes the conflicts of stakeholders. For this reason, the necessity of the quantitative landscape analysis based on the understanding of landscape characteristics is required. Therefore, this paper suggests the sequence sight-surface-analysis, which modifies the limits of sight-surface-analysis and identifies the spatial interrelationships between scenic elements. It is considered significant in that the sequence sight-surface-analysis is a quantitative approach to the sequence landscapes and reflects the phenomenal landscapes which we usually experience. Lastly, it calculates the heights of buildings in accordance with the flow of natural landscapes and provides the multifaceted urban landscape management policies.
