주요 국가의 망 중립성 정책 추진 방향

초록

인터넷 망의 중립성 확보를 위해 FCC가 2005년 망중립성 원칙을 발표한 이래 망중립성 확보를 위한 집중적인 논의와 다양한 시도가 이루어져 왔다. 본고에서는 망중립성 논의가 이루어진 배경, 주요 쟁점을 살펴보고, 미국, 일본, EU, 영국 등 주요국에서 결정된 망중립성 정책방향 및 그 특징을 검토해보고자 한다.
