모바일 환경에서의 재난대응 커뮤니케이션: 연구동향과 과제

재난발생 시 유관기관 간, 유관기관과 개인 간, 그리고 개인과 개인 간 재난대응에 필요한 정보를 적시에 주고 받는 것은 피해 규모를 줄이는데 결정적인 역할을 한다. 지금까지 재난상황에서 사용되었던 기존의 커뮤니케이션 수단은 TV, 라디오, 공공기관 통신망 등이었다. 그러나 TV나 라디오는 해당 기기가 주변에 없거나, 개인과 개인 간 정보 교환 시, 그리고 관련 통신망 자체가 무력화된 상태 등에서는 활용에 제한을 받게 된다. 또한 소방통신망 등 유관기관들이 사용하고 있는 통신망의 경우에도 재난의 종류에 따라 그 활용 폭이 달라질 수 있고 일반 대중에게 정보를 전파할 때는 사용할 수 없다는 단점도 존재한다. 이런 상황에서 최근에 급격히 발달하고 있는 모바일 네트워킹 기술은 재난대응 커뮤니케이션과 관련하여 새로운 돌파구를 제시하고 있다. 기존 커뮤니케이션 수단들과 달리 스마트폰 등의 모바일 기기들은 민(民)과 관(官)을 구분하지 않고 이미 거의 모든 개인이 소유하고 있는 상황이며, 이를 활용하여 항시 인터넷에 접속할 수 있는 환경이 구축된 상태다. 따라서 모바일 환경에 적합한 재난대응 커뮤니케이션과 관련한 연구동향을 정리하고 새로운 과제를 도출해 낼 필요가 있다. 본 논문에서는 크게 1) 모바일 네트워크 기반의 재난대응 어플리케이션 개발에 관한 연구와 2) 모바일 환경에서 소설 네트워킹 서비스를 활용한 재난대응 커뮤니케이션이라는 두 개의 주제를 중심으로 최근 연구동향과 향후 과제를 제시하고자 한다.
