본 연구의 목적은 전국 699개 공공도서관의 2010년 한 해 동안의 운영실적을 평가한 결과를 분석하여 그 시사점을 도출하기 위한 것이다. 평가결과 전체 영역의 평균 도달률은 56.6%로 나타났다. '장서관리' 영역(65.8%)과 '계획' 영역(60.8%)이 높은 도달률을 보인 반면 '교류협력' 영역(41.8%)과 '지역사회유대' 영역(48.5%)은 상대적으로 낮은 도달률을 나타낸 것으로 조사되었다. '교류협력'과 '지역사회유대' 영역의 낮은 도달률은 향후 우리나라 공공도서관이 서비스 향상을 위해서 타 관종 및 지역사회 내 다른 기관과의 유대활동이 보다 더 확대되어야 함을 보여주었다. 본 연구는 공공도서관 운영평가가 국가 도서관정책으로 연결되어야 하고, 운영평가의 결과에 기반 한 대안 도출 노력이 앞으로도 계속되어야 할 것을 제시하였다.
The purpose of this study is to derive implications of the management evaluation results for the Korean 699 public libraries during the year of 2010. The 'collection management' area(65.8%) and 'strategic management plan' area(60.8%) showed high performance rates compared to the average rates of the entire areas(56.6%). On the other hand, the 'cooperation with other libraries' area(41.8%) and 'cooperation with other communities' area(48.5%) showed relatively low performance rates compared to the average rates of the other areas. This study shows that in order to enhance public library services in the future in Korea, cooperation with other libraries and communities are indispensable. This study also recommends that the annual "Korean Public Libraries' Management Evaluation" project be focused on connecting to the national library policy and try to present alternatives based on the results of the annual project.
