The city of Seoul is currently reexamining and enhancing its urban regeneration policies to guarantee housing and livelihood for local residents who have been marginalized thus far from urban regeneration projects. This study aims to provide suggestions for resident participation in Korean urban regeneration projects, a subject which is controversial at present in the nation. To this end, this study looked into policies based on humanism by analyzing the Urban Renewal Authority Ordinance by the Urban Renewal Authority of Hong Kong (URA). Moreover, resident participation methods pursued by the URA were classified into four types according to who leads the participation: administration-driven, expert-driven, resident-driven, and combined types. This study analyzed the characteristics of these four types and found directions applicable to Korean urban regeneration projects. Through this process, basic data for improving problems associated with Korean regeneration projects was established. As the ongoing resident participation program in Hong Kong is successful, relevant analysis is expected to serve to enhance and diversify resident participation in Korea and to increase the level of satisfaction related to participation.
