Boundary elements are regions at the ends of the cross section of the wall that are reinforced as columns, with the reinforcement enclosed by hoops or ties. RC walls with boundary elements are less susceptible to earthquake damage than walls without boundary elements. The first provisions for special boundary elements were included in the ACI318-95, where the stress-based approach was used. The displacement-based design equation was newly incorporated into the ACI318-99, because of the shortcomings associated with the ACI318-95 provision. In this paper, the background of displacement-based design equation is described briefly and its derivation is presented step by step. To investigate the assumption which the neutral axis does not change significantly within the range of extreme fiber compression strain values typically computed when the wall is displaced to the design displacement, sectional analyses of wall using the Response-2000 were carried out under various axial load levels. The results of analysis show that the assumption related to the neutral axis is not valid if a cross section of wall is under the compression-controlled condition.
