Directions for Improving Efficiency of National Agricultural R&D Programs Based on Their Performance Analyses

성과분석에 근거한 농업부문 연구개발사업의 개선방안

Agricultural R&D Programs of the Ministry of Agriculture and Forest and the Rural Development Administration are important for improving agricultural technology in Korea. However, the roles of these two agencies have been overlapped as the research fields and funds are extended through educational-industrial-governmental-institutional cooperation programs. In this study, we analyzed the performances of two agencies. As a result, these programs of these agencies do not show much difference in the research area. A new direction for improving efficiency and solving problems of programs, with a variety of information about the role of two agencies and activation of agricultural R&D programs, will be provided by this performance analyses.

농림부와 농촌진흥청의 연구개발 사업은 농업기술을 발전시키는데 중요한 요소로 작용해 왔으나, 최근 들어 산학관연 간의 연계연구의 강화에 따라 연구주체가 확대된 이후로 부청간의 역할분담 등의 문제점이 꾸준히 제기되고 있는 상황이다. 이 논문에서는 부청간 농업 세부기술 분야별 성과를 비교하였다. 그 결과, 부청의 사업들은 연구 분야에 있어서 차별성을 보이지 않았다. 이러한 비교분석을 통하여 도출한 문제점 및 개선방향은 향후 부 청간의 역할분담, 농업분야 연구개발사업의 활성화, 연구성과 생산성 개선 등에 다양한 정보를 제공할 것이다.
