스킬 프레임워크는 IT 관련 정보 시스템을 효율적으로 개발하기 위한 기초 인프라이다. 이는 IT 스킬 프레임워크가 정보통신 관련 스킬들을 구분하기 위해 일반적 기준모형이 될 수 있기 때문이다. 즉, 스킬 프레임워크는 스킬 유형, 스킬 수준으로 구분된 스킬 행렬표로서 작성된 각 스킬들을 정확히 구분할 수 있는 정의와 직무수행능력 명세서 등을 만드는 작업이다. 이러한 스킬 프레임워크가 있음으로 인하여, 우리는 일관된 자료의 작성과 관리가 가능하며, 정보잡음(information noise)을 감소시킬 수 있다. 효율적 정보교류는 교육시장과 노동시장의 연계성을 강화시키며, 궁극적으로 효율적 인적자원개발을 촉진한다.
