중.소 유역계획 수립을 통한 통합수자원 관리

Abstract

최근까지만 해도 수자원 계획은 수질관리계획과 수량관리계획을 따로 수립하여 왔다. 이러한 계획은 주로 건교부에서 수립하는 전국수자원장기종합계획과 환경부를 중심으로 수립하는 4대강 수질관리 계획이 이에 속한다. 이와 같은 분리된 계획으로 물관리에 어려움을 겪게 되자 정부에서는 총리실 산하에 수질개선기획단을 두고 수질과 수량 등이 종합적으로 고려된 물관리종합대책('96-2011)을 수립하여 추진하여 오고 있다. 이와 같은 물관리종합대책의 수립과 추진은 기존의 수량과 수질이 분리된 단편적 획일적 계획에서 종합적, 포괄적 계획으로 수질과 수량의 통합수자원 관리를 위한 정책전환의 토대가 되었다. 이를 바탕으로 수질 분야에서는 4대강 유역관리계획이 수립되어 총량관리, 수변구역, 비점오염원관리 등 선진적인 유역관리 정책이 수립되어 집행되고 있다.(중략)
