Abstract

이 논문은 뉴질랜드를 사례로 인간이 육지와 해양을 이용함에 따라 미치게 되는 근본적인 지리적 문제들을 자세히 살피고자 한다. 환경적 갈등은 토지자원과 수자원에 대한 인간의 요구와 필요에서 비롯된다. 뉴질랜드에서는, 자연자원 이용의 갈등을 체계적으로 다루기 위해 1991년에 자원관리법을 제정하였다. 클린턴대통령 자문회가 이 법안과 지속가능한 개발을 검토함으로써, 이 법안은 선도적인 환경관련 법류？ 하나로서 국제적인 중요성을 갖게 되었다. 이 논문에서는 다양한 사례연구를 통해서, 이 자원관리법이 뉴질랜드 자연자원의 높은 질을 유지하고 보호하고자 했던 소기의 성과를 거두었는지에 대해 논의하고자 한다. 이러한 논의에서 핵심이 되는 것은, 자연환경에 대한 문화적인 가치와 태도, 그리고 이러한 것들이 자연환경의 이용에 어떻게 영향을 주는지, 또한 자원관리법이 자연자원의 이용에서 발생하는 갈등을 어떻게 조절할 수 있는지에 관한 것들이다.
