운영체제는 컴퓨터 하드웨어와 컴퓨터 사용자간의 매개체 역할을 수행하는 것으로 사용자가 프로그램을 수행할 수 있는 환경을 제공한다. 따라서, 운영체제의 주된 목적은 컴퓨터를 편리하게 이용하는 것에 있고, 컴퓨터 하드웨어를 효율적으로 관리하는 데 있다. 컴퓨터를 이용하는 계층의 대중화, 하드웨어의 성능적 향상, 인터넷의 등장, 무선 네트워크의 활성화, 스마트폰 및 태블릿(Tablet) PC 등장, 가상화 기술 및 클라우드 컴퓨팅 등장 등은 운영체제 분야에도 변화를 주기 시작하였다. 특히 서버 가상화 기술을 기반으로 하는 클라우드 컴퓨팅 환경과 다양한 유무선기기를 활용한 인터넷 접속환경으로 인해 웹 기반 운영체제가 탄생하였다. 본 논문에서는 웹 기반 운영체제의 정의, 종류와 특징, 장단점에 대해 분석하고, 앞으로의 전망에 대해 알아본다.
