2000년 통합방송법의 통과는 시민의 방송참여와 직접 관련이 있는 시청자 권리 보장 강화 조항과 액세스 방송도입 관련 조항이 포함되었다. 대표적 지상파 공영방송에 액세스 프로그램 시간대를 보장하였고 뉴미디어 방송이라 할 수 있는 케이블 TV와 위성 방송의 경우에는 시청자가 원할 경우 시청자 직접 제작 프로그램을 편성하도록 하고 있다. 본 논문에서는 국내 퍼블릭 액세스 프로그램들을 살펴보고 채널기반과 심의 방법을 통해 시청자 참여방송인 퍼블릭 액세스가 시청자를 위한 방송으로 거듭나기 위한 개선방향을 제시했다.
