삼면이 바디인 우리나라의 지리적인 요인으로 해양은 많은 자원인 동시에 중요한 교통수단이 되어 왔다. 뿐만 아니라 현재는 모든 무역이 해상을 통해 이루어지고 있으며 98%이상을 차지하고 있다. 그에 따른 안전관리가 더욱 구체화 되어야 한다. 본 논문에서는 현재의 우리나라 해상안전 통신망의 관리체계를 살펴보고 수색·구조 통신망 시스템에 대해서 연구하고자 한다.
