An Exploratory Case Study on the Factors Affecting the Knowledge Management System Performance (지식관리시스템 성과에 영향을 미치는 요인에 관한 탐색적 사례 연구)

  • Knowledge Management System is defined as an Information system to support the integrated knowledge management process for maximizing value of the knowledge assets in organizations. From that point of view, the system performance - the usage level of the system and user satisfaction - can be an available measure of the knowledge management system success. Many previous research were focused on the application of a new technological component for knowledge management processes or the construction of the overall system architecture in spite of the importance of the system performance. The purpose of this study is to Identify the factors affecting the knowledge management system performance. To do this, we conducted an exploratory case studies of eight companies. We applied theories of information system success to knowledge management system and investigated some specific strategic components as additional affecting factors. Finally, we proposed research model and ex propositions regarding the factors affecting the knowledge management system performance. The implication of the findings and future research directions were discussed.

Development and Implementation of Cooperative-based Co-management TAC Quota Management System in Korean Fisheries Management (한국형 TAC 제도의 협동관리적 할당량관리체계(QMS)에 관한 연구)

  • The relatively recent emphasis on a total allowable catch(TAC) system is placing new demands on fisheries management. Korean fisheries law has provided recently for implementation of the TAC based on fishery management system, in order to conserve and manage fisheries resources rationally in its exclusive economic zone(EEZ). In 1998, the TAC system was first applied to Korean fisheries. This TAC system is currently undergoing a second trial period, having been put under the system for 20012002 and continuous trial basis until the complete settlement of EEZ system agreement among three countries, Korea, China and Japan. The TAC system implementation needs are sophisticated information collection, analysis and modeling that will continue to increase and require the high management resources. In addition, data on social and economic impacts on TAC system is sometimes inadequate. The implementation of the TAC system provides a unique opportunity to examine the limits of management information and resources, and to solve the problems in Korean fisheries management system, These limits and problems are complicated by an inadequate biologically and economically information and insufficient management resources. Government and fisheries cooperatives must be cooperated in the management process in order to minimize its conflicts and maximize commitment to sustain fishery development. Recognition of the ineffectiveness and its potential consequences leads to the adoption of the cooperative-based co-management approach in implementation of TAC system. In 1998, the TAC system was first applied to Korean fisheries, where traditional fishery management has consisted mainly of technical measures and input controls. The QMS of TAC system has been implemented in the form of cooperative-based co-management framework. This QMS framework was chosen to overcome many difficulties and limits that a competitive TAC system would impose on Korean traditional fisheries management. The implementation of the QMS of TAC system provides a unique opportunity to examine the limits of management information and resources, and to solve the problems in Korean fisheries management system.

  • This article analyzes Chinese railways transportation management system, uses the experiences of other countries' railway transportation management system for reference, as well as discusses the necessity of reform of railway transportation management system based on separating train operation with rail equipment management. Moreover, the article also puts forward an imagination on the reform scheme of railway transportation management system based on separating train operation with rail equipment management.

  • Infrastructure asset management is a methodology for programming infrastructure capital investments and adjusting infrastructure service provision to fulfil established performance, considering the life-cycle perspective of infrastructure. In this study, the methodologies for infrastructure asset management system implemented in sewer management system, bridge management system, pavement and highway management system, and embankment dam management system are described with focus on the system in U.S. As the major methodology to support the decision-making for asset mangers to better allocate the limited funds to the area needing it the most. various demand forecasting methodologies used in wastewater, water, transportation, electricity, and construction are also introduced for their applicability towards infrastructure asset management.

Quality management system, environmental management system, and safety management system are adapted in many manufacturing and service organization respectively but those system does not work effectively.   • We studied how to achieve successful implementation of massive research and development projects requiring collaboration among industries, universities and government-supported research institute. We have set up an engineering process innovation model to be deemed most adequately for all practical purposes, relying on the theoretical studies on the merits and analysis of the effect of the information system based on Milestone Management, Work Breakdown Structures and Web, which is known to be effective for research project (schedule) management and the objective management, and implemented a real-world web-based project objective management system. After a review of various R & D Project Schedule Management methods, we found that this information system was very compatible with project objective management. This project objective management information system carries out research and development projects effectively and efficiently, getting together in cyber-space and sharing information, and has been equipped with an Early Warning Subsystem to allow for pre-analysis and timely response to potential problems arising from the course of the project. The system also contains an Executive Information System that in real time, automatically provides the management information required by managers with the rate of project progress (achievement, fulfillment and delay). Lastly, actual progress can be cross-checked through both on-line objective management on the web-based information system and design review meeting held on site, to improve the efficiency and validity of the information system. Moreover, overall effect was analyzed through questionnaires on how well the system and generated information meet requirements and on the ultimate impact of the system upon objective management and communication. The questionnaire on the system effect revealed that the information system was useful to objective management and communication, and that the quality of the system was more than acceptable as well.

  • Organizations worldwide make efforts to develop their management systems for business functions. The representatives of management systems include quality management system (QMS), environmental management system (EMS) and occupational health and safety management system (OHSMS). Implementing EMS and/or OHSMS in addition to QMS often requires integration of separate management systems in alignment with the organization's strategies and goals. Through the questionnaire survey on Korean marine equipment enterprises, this paper deals with the operational practices of management systems and analyzes perceptions about integrated management system (IMS). We found out the degree of perception is not sufficient enough to prepare background for IMS in Korean marine equipment enterprises. The results contribute to well understanding and successfully implementing IMS.

  • The activities of managing and controlling the configuration of a system component over its life cycle are critical tasks in developing a high safety system as well as general system development. These configuration management activities should be defined through the management plan at the beginning of the life cycle, and should be performed continuously and systematically until the end of the project after the system or product development is completed. In this study, the configuration management process applied in the development of high safety railway signaling system was introduced and an efficient application proposals of it was proposed. In particular, configuration management through the establishment of a configuration management system based on computer tools is one of the important activities of maintaining the configuration integrity of the system or product.

  • The existing management system of Naval combat system does not provide efficient management methods since an integrating management mechanism does not exist. This paper examines the existing Naval combat system management techniques and summarizes their shortcomings. To solve the drawbacks, we apply the Simple Network Management Protocol(SNMP) mechanism and propose a more efficient management method. Based on SNMP, we analyze the requirements of management system from the perspective of an agent and a manager. We design the management system and also define the management information as SNMP Management Information Base(MIB). We implement a prototype based on our proposed design and verify our prototype by applying the system to the management of selected network devices in a real environment.
