  • Managers are always trying to be the best internal controls in their organizations copper approximate because they know that be effective internal control over previous systems, to fulfill the mission of the organization and minimize unexpected events will be extremely difficult. On the other hand, the existence of internal controls to increase efficiency, reduce head loss, assets and achieving a reasonable assurance of the reliability of financial statements and compliance with laws and regulations will be. Internal control, not an event, but a series of operations and activities on the basis of output. Internal controls help to achieve the goal of minimizing the problems of implementing appropriate internal controls. Internal control is an integral component of corporate governance that will provide reasonable assurance of achieving the organization's objectives. preventing, detecting errors and fraud goes to work. Responsibility for the prevention and detection of fraud and error in the public sector is the responsibility of managers. Managers of internal control and consistently applying appropriate accounting systems, this responsibility will play (Lin et al., 2011). Since the public sector organizations differ from each other, thus establishing internal controls cant be the same for all organizations and agencies of the public sector. Establish specific controls on each system to factors such as size, type of operation and organizational goals that the system is designed, it depends.   • Britain's public services, especially health service and secondary education are in disarray. The current British government adopted the public-private partnership(PPP) as a major device to bring about public sector reform. In principle, PPPs could be used to outsource all sorts of public services, helping to raise standards by extending choice and competition. Up to now, however, they have been focused mainly on a relatively limited range of ancillary services related to new buildings and their subsequent operation. The unions, especially the unions covering the public sector employees are antagonistic to the PPPs. The unions have been opposing privatizing or resecting of any part of the public services, as these apt to lead insecurity of employment and degradation of working conditions of their members. Most of the union leaders consider that PPPs are 'privatization by stealth'. Even in Britain, which has a long history of trade union movements, to persuade the unions to co-operate to the reform policy has been extremely difficult. To succeed in public sector reform, the government, be it Korean or British, needs strong leadership, consistency in policies between various departments, and persuasive ability to overcome the opposition from the vested-interest group.

  • This study has the purpose to investigate the landscape plans focused on the public sector housing complexes in the Seoul Metropolitan Area in the 2000s. The targeted subjects of this study are 24 districts conducted by the Corporation, and the spatial extent is limited to Seoul metropolitan area. The scope of the research is limited to the public sector, because this sector has been conducted preferentially for public needs rather than the development profit, and has positively reflected the will "pre plan - post development". In view of the study methodologies, this study examined the transition process in Korea housing complex and analyzed the design reports to extract the key planning concepts and planning methods of landscape planning. The main concepts of landscape planning analyzed in this study were urban landscape, natural landscape, streetscape, architectural landscape, axis for viewing, landmark, skyline and landscape by areas. The key planning methods of landscape planning were landmark, which is a point landscape element, axis for viewing and skyline, which are linear landscape elements, landscape by areas which is an area landscape element, and finally complex landscape, walking landscape and nightscape, which are three-dimensional landscape elements.

The Research of Difference between Public and Private Section : Sort by Region in China (공공기관과 민간기업의 소득격차에 관한 연구 : 중국 지역별 격차를 중심으로)

  • This paper uses the Heckman model to evaluate the income difference between the public sector and the private sector based on the CHNS data. The research finds that the difference of the public sector versus the private sector between the west area and the east area is about 10% from 1989 to 2000, the transition of the income difference is smooth, that data has made sharp increase to 32% from 2000 to 2011. Considering the income difference between the west area and the central area, the central area and the east area from 1989 to 1997, the data is about 10~15%, from 2000 to 2011 is rocketing time, the data reaches 20%. This paper is very revealing about the income difference ofthe public sector versus the private sector is increasing year after year, and the economy is developing rapidly but with imbalance among different areas in China. It would provides the reference for adjust the income distribution system in future.

  • Purpose: The public sectors including government and public organizations have put an efforts to improve the quality of people's lives by providing enhanced services. The purpose of this paper is to investigate the factors that affect job attitude, job satisfaction, and job performance in the public sector, that are rarely examined by previous studies. Research Design, data, and methodology: The following research questions have been proposed: i) how do payroll system, personnel management system, cooperative working environment, and self-efficacy affect job attitude?; and ii) how does job attitude affect job satisfaction and performance? This paper used a survey through an online platform and collected data randomly from five classified public institutions. This study applied regression analysis and ANOVA. Results: This study found that cooperative working environment and self-efficacy had significant impacts on job attitude, while payroll system and personnel management system did not affect job attitude. Overall job attitude affected both job satisfaction and performance. Conclusions: The results provide policy implications to the public sector which factors should be considered to improve job attitude, job satisfaction, and job performance. The results also provide managerial implications how such efforts ultimately improve service quality to the citizens.

  • Evaluating performance in public sector aims to enhance the efficiency of organizations. Evaluating the efficiency which is the ratio between input and output, organizations set directions of improvement. This research applied Data Envelopment Analysis(DEA) useful to evaluating the efficiency of organizations in public sector. Decision Making Units(DMU) of this research are 21 Information Security Organizations of departments/agencies. As the results, the mean of efficiency score of 21 DMUs is a little more than 50%. Means of departments(8 DMUs) and agencies/committees(11 DMUs) are similar to the total efficiency score. For these results, the decision makers of the information security organizations in public sector have to strive to improve the inefficiency.

A Multi-Group Analysis of Risk Management Practices of Public and Private Commercial Banks

  • The study examines the relationship between credit risk and operational risk (understanding of risk management, risk identification, risk assessment and control, and risk monitoring) on risk management practices followed by private and public sector commercial banks. The cross-sectional data method was used to check the impact of risk management practices. Data was collected from the bank employees and a total of 284 respondents were finally selected for further analysis. Measurement Invariance of Composite Models analysis is used to test the quality of the measurement model for sub-samples, and multi-group analysis is used for path analysis in sub-sample through PLS-SEM. The findings of the study as the total sample show that both types of banks are managing adequate and significant risk management practices. On the other hand, sub-groups' results show private sector banks are more momentous than public sector banks. Risk identification is significantly different at the sub-group level, which shows public sector banks are more concentrating on this type of risk. Understanding of risk management has no significant effect on both types of banks and risk assessment & control for public sector banks, and there is a difference in the risk management practices among private and public sector commercial banks.

  • An exclusive monopoly on public sector information has been faced with dramatic changes. The movement of Government 2.0, which is described as meeting of Web 2.0 technologies and public services, provides a new paradigm for public information services, and spreads rapidly into many western countries. However, due to the absence of domestic Government 2.0 cases, our academic discussion on Government 2.0 ends up in the introduction of oversea cases and in a theoretical diagnosis. In the context, this study focuses on the first two cases of Government 2.0 in South Korea; Gwacheon Parliament's 'Local Parliament 2.0' and Seoul Metropolitan Office of Education's 'Seoul Education 2.0' along with theoretical debates on concepts of public sector information and Government 2.0. The case study reveals the role of Freedom of Information Center not only as a think tank, but also a policy coordinator for implementing Government 2.0 movements. As a conclusion, the study presents elements for public sector information services and proposes a planning model of Government 2.0.

  • Recently, the Korean Government has announced a plan of public sector relocation to deal with a severe overconcentration of economic functions in the capital region and to promote more balanced regional economic development This study analyses the case of the French public sector relocation policy and suggests its implications. The policy in france is evaluated to be successful to encourage more balanced regional growth, with reference to the growth of population, job creation and scientific-technological infrastructure out of the capital region. It has also contributed to the growth of regional innovation capacity which becomes to be a critical factor for the regional development. As the policy of public sector relocation can be accepted to be an effective tools for balanced regional development in Korea as well, Government has to make an every effort to implement the policy in a strategic way.

  • Continuously monitoring and improving information system (IS) performance is a major concern in organizations. Thanks to invisible characteristics of IS performance, this is still enduring research question. The purpose of this study is to examine and analyze factors influencing IS Performance in public sector. Influencing factors of IS performance include IS quality such as System Quality, Information Quality and IS Use. The data for analysis was collected from local official in Korea. We used PLS 3.00 Version for an analysis. Analysis revealed that Information Quality has directly influenced IS Use. But there were not Significant in relations between System Quality and IS Performance, System Quality and IS Use, System Quality and IS Performance, and IS Use and IS Performance.
