A critical study on the information-offer-function of public library in Korea (한국 공공도서관의 정보제공기능에 대한 비판적 고찰)

  • This is a critical study on the information-offer-function of Korean public library among its several functions. This is not only reviewed about idealogical logical background of formulation of public library in Korea, but also reviewed about changing process o the goal of public library till the development of actual concept of modern public library. This study suggested a proper definition about actual goal of public library in Korea at present. Technocrats say the public library in the future should be both bookless and paperless library. That may mean over-interpretation on information-offer-function of public library among its several functions. When we meet information super highway era, we must not confront information dependence to advanced information countries. Thus, I suggest a way to solve the establishment of information sovereignty through public library in order to avoid the information dependence to advanced information countries.

A Theory of Public Knowledge

  • A theory of public knowledge is offered for the purposes of defining more clearly its role in information systems and classification schemas. Public knowledge is knowledge intended to be available for use in a public system. It is knowledge accessible to the public or knowledge in the public arena as opposed to the other seemingly multitudinous ways to describe knowledge. Furthermore, there are many different public arenas or small worlds. Public knowledge, irrespective of these different arenas, has four important overlying characteristics: It is consensual, it does not imply complete truth or certainty, it is autonomous, and it has a constant renewal of old knowledge with new knowledge. Each of these attributes has been culled from a study of the works of Patrick Wilson, Karl Popper, and John Ziman.

Improvements on Public Buildings Energy Information System (공공건축물 에너지소비량 관리시스템(PEIS) 정보체계 프로토타입 개발)

  • The importance of improving the energy performance of existing buildings has been emphasized in response to the strengthened national GHG reduction targets and national energy transition policy. In particular, public buildings are actively managed by diverse Korean government ministries. The officer, in each public organization, who manages public buildings should submit annual greenhouse gas emissions and energy consumption of the buildings to each ministry's information system. However, the submitted information has been duplicated in different systems. To overcome inefficient duplication issue, it is necessary to integrate public building and energy consumption information in one platform. In this study, the prototype of integrated platform specialized for public buildings was designed and implemented based on the national building energy database. Specifically, the platform was designed with the method of "primary key matching", which links energy meter to building ledgers automatically and collects building operation information and other diverse information related to energy consumption. The prototype was applied to the Public Building Energy Information System(PEIS) operated by the Korea Infrastructure Safety and Technology Corporation(KISTEC). As a result, it is expected that this platform will contribute to enhancing the work efficiency to manage public building's greenhouse gas and energy efficiency.

  • Collection and provision of information for local community by public libraries is a very important task as an infrastructure facility of local community. Therefore, in order to suggest a plan to invigorate community information service of public libraries, this study conducted a survey on users' recognition on and demand for community information service of public libraries which libraries and user perceive. Based on this survey, this study suggested a plan for invigoration of community information service of public libraries through diversification of point of contact for use of community information, development of community information contents reflecting user demand, organization of consultative councils for community information service centering on public libraries, improvement of recognition and vitalization of use of public libraries.

  • The objective of this paper is to make use of marketing in order to managerial good conducted the pursuit of public interest of the public library. The information service of the public library is to be user orientated. The results of the study is as follows : The activation of the community information is based on get hold of the exact community needs : in this paper, it is proposed to the survey's frame of the community need ; according to the results of the survey, the community needs the institution of the information and referral service and the public library must be made of the information unit of the nation for the public service and the public sphere of the information in the future.

Factors Influencing the Provision of Personal Information in Electronic Government Services (전자정부서비스에 대한 개인정보제공의 영향요인)

  • Frequent outbreak of intrusion of private information is occurring recently not only at portal sites but also in electronic information service of public agencies. Due to these intrusions, it is observed that the citizens tend to avoid providing their private information even to the service for public agencies. Therefore, the object of this research can be explained as demonstrating the influence of the intention of provision for private information to foster the selectronic information ervice of the public agencies. In order to achieve this, this research intends to demonstrate how the experience of the intrusion of the private information affects the concern about the privacy and how the information factor from the public electronic information service has influence on the reliability toward the public. The results showed that the experience of intrusion of privacy, awareness of the danger of privacy, and the sense protection of the information from the manager at public agencies have direct influence on the concern of privacy. Meanwhile, it has been verified that the awareness of information protection of a manager, the systemicity of information protection, and the surveillance and punishment of information protection have influence on the reliability of public agencies.

  • This study was done to provide the ways for public libraries to support customers' business activities. Research methods such as case study, participant observation, interviews in public libraries of USA were proceeded. And also interviews with some Korean librarians were done to suggest ways to develop business information services of the public libraries in Korea.

Research on Effective Information Visualization Method Based on Mobile Web

  • Purpose: The purpose of this study is to recognize the role and necessity of public data visualization through prior research, investigation, and data verification processes. In addition, this study intends to check what factors should be considered in order to visualize data on the mobile web. Through this process, by identifying the cognitive load affecting information visualization by type, as a result, I would like to propose an effective information visualization method to effectively deliver public data related to government policies. Research design, data and methodology: In this study, we analyzed the case of information visualization according to infographics, which has been widely used in the public field among various visualization methods. For this study, a questionnaire survey was conducted for young people in their 20s and 30s with the highest mobile usage rate. Results: Based on the results, IPA (Importance Performance Analysis) was performed to conduct cognitive load test tools for information visualization of public data and confirmed the implications for each type of infographics. Conclusions: As a result of research, in order to efficiently deliver public data on the mobile web, first, it is necessary to construct a visual screen that can be easily identified through clear data. Appropriate graphic elements can be used according to the type to make it easier for users to acquire and understand information. Second, it is necessary to provide useful content in visualizing information. Third, in order to efficiently transmit information and increase understanding of data, it is necessary to visualize information that can induce interest in data and form metaphors. Fourth, it is necessary to visualize information to reduce cognitive load in terms of physical and mental aspects in order to accommodate users' comfortable information. Fifth, in order to effectively deliver public data, it is necessary to compose contents and information that are easy for users to understand. This study examines effective information visualization methods to increase the communication effect of public data in response to changes in the data-based intelligent information society and suggests implications for each type considering cognitive loads to help future public institutions to communicate and accept information.

Information Provision to the Visually Impaired in Alternative Formats in Nigeria: Are Public Libraries Up to the Task?

  • Public libraries provide information to all persons and its users are the inhabitants of the community it serves. This may not be the reality in some cases as some category of persons may not be properly served by the public library. This study assesses the provision of information materials in alternative format, in terms of its availability, access and level of use by the visually impaired in public libraries in southwestern Nigeria. The study adopted survey research design. Four (4) public libraries in four states were purposively selected because they are the ones that provide alternative format for the use of a sizable number of the visually impaired. Complete enumeration was used to capture all the 166 registered users of the libraries through the use of observations checklist and interview schedule. Data from 69.2% of the 166 visually impaired persons that were interviewed, and the observations made were analyzed. The result reveals that alternative formats availability were inadequate and, e-resources were not available while access to formats and information desired by the users were limited. Braille is the most utilized format; audio materials and large prints were seldom used. The demand for alternative formats is high but it is not related to level of use of materials. Provision of information materials in alternative formats for the visually impaired in public libraries cannot support the needs of the visually impaired; it requires intervention from all stakeholders. The study recommends improved investment and funding for public libraries and services to persons with disabilities.

A Study on the Internet-based Community Information Services in Public Libraries (인터넷을 활용한 공공도서관 지역정보봉사에 관한 연구)

  • The purpose of this study is to explore the ways to improve public library community information services in the Internet environment. It first examines the concepts and current contexts of community information flow, illustrates successful cases of public library community information services, and then, suggests public libraries provide gateways to the community information on the Internet. The needs for research to guide public library community information services and continuing education for public librarians are also presented.
