A Study of the operation and performance on the execution of Budgeting & Planning Examination Program (아산시 재정.설계 심사제도 도입과 성과)

  • Since 2005, Asan city government have executed the "Budgeting & Planning Examination Program". A construction contract more than two hundred thousand dollars, service contract more than fifty thousand dollars and purchasing goods contract more than five thousand dollars must be examined about their propriety by office of audit. Asan city government have saved its budget about fifteen million and five hundred twenty thousand dollars for the institution. Moreover, Asan citizens' trust and social capital about their local government have been increased through it Asan city government will reinforce a speed and effectiveness of it.

  • Nowadays there are lots of changes in the domestic railroad industries because of the reorganization in the industries, operation of KTX and expansion of city train in local areas. To cope with these changes effectively, domestic & abroad safety guideline and regulation were investigated and reviewed by railroad safety technical development project. Based on this project, domestic rolling stock safety regulation was established in the July and December on 2005. It's been a 3 years after 2005 and to confirm whether there are some problems to applicate the regulation in the field like korail, the necessity of reviewing the regulation gains force. In this study, to improve the field application in rolling stock safety regulation, we investigated the results of integrated railroad audit system and internal safety regulation system in a train operator and also collected the opinions from train manufacturer. Then through the result of investigation and collection of the opinions, we proposed the amendment to the rolling stock safety regulation.

  • ICAO Universal Safety Oversight Audit Programme is a comprehensive evaluation for aviation safety matters, including aircraft operation, licensing and aircraft incident/accident investigation. As this programme is measures aviation safety level of States, there is a need to meet international standards, especially in the field of aircraft incident/accident investigation. This research discusses points required to satisfy international standards, which are independence and autonomy of an accident investigation board, the lack of the enough number of investigators and efficient management of those personnel, the effective composition and use of an investigation report, an accident investigation itself to build big data and the creation of a cooperation system among States. This paper suggests various opinions in order to enhance aviation safety especially through aircraft accident investigations, using case studies from the US, UK and Japan.

  • Along with the significance of information systems in today s global business operation, the significance of information systems control and audit is ever increasing in the effort to secure accuracy and integrity of vital business data. A study is undertaken to integrate Food and Drug Administration computerized systems validation regulations. Securities & Exchange Commission Sarbanes-Oxley Act of 200 and other significant regulations, and lastly, People Capability Maturity Model into one comprehensive information system validation model. The initial benefits to this comprehensive model are convenience, time-saving, and synchronization of the regulations. An organization that is striving for a high level of quality system in its essential operating areas of organization may opt for this model. After the complete development of the model, a field test would be scheduled to test its efficacy and validity.

  • Configuration management plays a key role in systems engineering process for any project from earlier stage of development. It consists of five major activities, ie., configuration management planing, configuration identification, configuration control, configuration status accounting and configuration verification and audit, and is essential to control system design, development and operation throughout entire life cycle of the system development. And it is directly associated with other part of systems engineering management process, ie., technical data management which provides traceability of important decisions and changes during development. In this paper, we describe how to apply CASE(Computer-aided Systems Engineering) tool-Cradle for the configuration management to achieve effectiveness of Technical Management process.

  • An institutional review board (IRB) should independently safeguard the right, safety, and well-being of all clinical trial subjects. It should consist of members who are qualified and experienced to review and evaluate the science, medical aspects, and ethics of the proposed trial. They have to pursue continuing efforts to improve the standards of review. The levels of review include the full board review, expedited review, continuing review, or exempt from review, while the levels of decision-making include approval, conditional approval, deferred approval, and disapproval. Investigators must follow the approved protocols and regulations honestly, and it is the IRB's mission to audit clinical trial sites as well.

  • Good manufacturing Practice (GMP) regulation for diagnostic and therapeutic radiopharmaceuticals was prepared at 2014. The mandatory GMP regulation becomes effective on $1^{st}$, July 2015,with two years of grace periods. Korean radiopharmaceuticals GMP regulation was consisted of quality management, personnel, premise and facility, documentation, production, quality control and self-audit and they have a very similar structure to European Union and PIC/S GMP regulation. Here, we describe detailed description of GMP regulation each part and application to radiopharmaceuticals production. And we also compare Korea, Japan and USA radiopharmaceuticals GMP regulation. GMP is a method to maintain quality of radiopharmaceuticals in daily production and it must be embedded on the manufacturing operation and management.

  • The purpose of this study is to show the application of building commissioning process for high-rise building in Korea. Building commissioning is an method to resolve operating problems, improve comfort, optimize energy use and identify retrofits for existing commercial and institutional buildings and central plant facilities. The case study building is a 68-story office and hotel with total floor area of 195,324 square meter. An energy audit was conducted to evaluate the indoor comfort and building energy performance. Specific building commissioning process were applied in the building. This study presents procedures, implementations and detailed descriptions of control sequence and operation comparisons for the terminal units and air handling units (AHUs), as well as the chilled water system. The study result shows 20% of energy cost saving.

Development Process and Methods of Audit and Certification Toolkit for Trustworthy Digital Records Management Agency (신뢰성 있는 전자기록관리기관 감사인증도구 개발에 관한 연구)

  • Digital records management is one whole system in which many social and technical elements are interacting. To maintain the trustworthiness, the repository needs periodical audit and certification. Thus, individual electronic records management agency needs toolkit that can be used to self-evaluate their trustworthiness continuously, and self-assess their atmosphere and system to recognize deficiencies. The purpose of this study is development of self-certification toolkit for repositories, which synthesized and analysed such four international standard and best practices as OAIS Reference Model(ISO 14721), TRAC, DRAMBORA, and the assessment report conducted and published by TNA/UKDA, as well as MoRe2 and current national laws and standards. As this paper describes and demonstrate the development process and the framework of this self-certification toolkit, other electronic records management agencies could follow the process and develop their own toolkit reflecting their situation, and utilize the self-assessment results in-house. As a result of this research, 12 areas for assessment were set, which include (organizational) operation management, classification system and master data management, acquisition, registration and description, storage and preservation, disposal, services, providing finding aids, system management, access control and security, monitoring/audit trail/statistics, and risk management. In each 12 area, the process map or functional charts were drawn and business functions were analyzed, and 54 'evaluation criteria', consisted of main business functional unit in each area were drawn. Under each 'evaluation criteria', 208 'specific evaluation criteria', which supposed to be implementable, measurable, and provable for self-evaluation in each area, were drawn. The audit and certification toolkit developed by this research could be used by digital repositories to conduct periodical self-assessment of the organization, which would be used to supplement any found deficiencies and be used to reflect the organizational development strategy.

The Analysis and Adjustments of LOSA Program Codes Types for Pilot Error Managements (조종사 Error 대응을 위한 LOSA 프로그램 코드유형 분석 및 변환)

  • Objective: The Purpose of this paper is to analyze and adjust the LOSA codes types in consideration of the characteristics and environment for the aviation organization with proactive aviation safety. Background: It may be required to analyze and adjust the LOSA codes for effective collection standards. It could better serve to identify the threats and Errors of the characteristics of the organizations for effective data collection. Method: It is analyze and adjusted for the threats and Errors codes on transportation purpose through the monitoring the flight operation and consulting from aviation safety specialists. The qualitative verifications are done by the domestic and international subject matter experts. Results: The analysis and adjustments on the threats and Errors codes types are made through in consideration of the flight environments. Conclusion: The LOSA has been promoted by international organizations as ICAO, IATA, FAA and IFAPA. It is required to implement LOSA as proactive safety tool to identify actual threats and Error of the cockpit for better management of human factors in safety management system with adjusted types of threats. Application: The aviation organizations are expected to manage aviation safety efficiently implementing LOSA by enhancing the safety change process before the accidents and incident occurs. The actual behavior of the crew can be identified explained through the narrations for improvements on standard procedures and training based on the evidence using types adjusted on this paper.
