A Study on Improvement of the Assessment Criteria for New and Renewable Energy Facilities in the G-SEED (G-SEED의 신·재생에너지시설 평가기준 개선 연구)

  • The G-SEED encourages the installation of new and renewable energy facilities through assessments of the new and renewable energy installation rates. The government also regulates the installation rate of new and renewable energy facilities in the 'Project on new and renewable energy obligation in public installations'. The current criteria concerning the new and renewable energy facilities in the G-SEED are the result of an amendment made in July 2010. As over five years have passed since this amendment, the assessment criteria needs to be reenforced. To improve the current criteria, the calculation results of the installation rate of new and renewable energy facilities in the G-SEED were analyzed and compared to the corresponding calculation results of the 'Project on new and renewable energy obligation in public installations'. And an improved draft for the assessment criteria of the new and renewable energy facilities in the G-SEED was proposed.

  • New national certified license tests for the facility management of new and renewable energy is given from this year. There are three national certified licenses including craftsman, industrial engineer and engineer. The subjects for the craftsman are photovoltaic facility for written exam and practical business of photovoltaic facility for writing exam. The subjects for the industrial engineer are theory, construction, management and law of the photovoltaic system for written exam and practical business of photovoltaic system for writing exam. The subjects for the engineer add one more subject compared with the industrial engineer, such as design of photovoltaic system. The first tests were given in september 28 in this year. The tests will be given three in 2014.

  • Vietnam is endowed with multiform new and renewable energy resources. However, potential of new and renewable resources in Vietnam has not been completely assessed. Although the Government has embarked several programs to expand the use of these resources, the share of new and renewable energy in total commercial energy is still insignificant. The purpose of this study is to summarize potential and current development status as well as the prospect of new and renewable energy. Identification of barriers that are the hindrances in the development of new and renewable energy would suggest measures to future commercialization of new and renewable energy.

  • Deploying new and renewable energy should be encouraged due to scarce of natural resources and to reduce the $CO_2$ emission. Regarding the Green Building Certification System, '2.2.1 new and renewable energy use', and '2.3.1 carbon dioxide emission reductions' are related to new and renewable energy. Applying new and renewable energy can achieve the score in two criteria mentioned above and most of buildings get a perfect score in the green building certification system. So these criteria needs to be revised to have discrimination. In this study, supply rate of new and renewable energy of the buildings that have achieved Green Building Certification by E Green Building Certification Institute was analyzed. The improvement of assessment criteria related to new and renewable energy is proposed and could be applied to the revisions.

  • New and renewable energy information becomes one of the greatest issues because of serious environment problems and limited fossil resources. However, There are few system to manage and utilize new and renewable energy information efficiently. Therefore this study establish the GIS based Resource Map System to save and analyze new and renewable energy information about solar energy, wind power, small hydro, biomass, and geothermal. This Resource Map System is composed of the management system, practical system, field system, and Web-service system. This System can provide various spatial analysis tools such as data searching, creating thematic maps, evaluating location requirements for energy facilities.

  • New and renewable has the potential to play an important role in providing energy with sustainability to Vietnamese people. Over the past few years, the Vietnamese government has promulgated several policies in an effort to promote the use of new and renewable energy. However, the development of new and renewable energy in Vietnam is still stagnant, the share of new and renewable energy in total commercial energy is insignificant. The study aims to analyze the developments in renewable energy policies and prospects for Vietnam based on the Korean experience in promoting new and renewable energy. By referring to the policy instruments adopted by the Korean government as well as the results of these policy, recommendations and proposals are provided in order to overcome the barriers to the new and renewable development in Vietnam.

Lanthanum Nickelates with a Perovskite Structure as Protective Coatings on Metallic Interconnects for Solid Oxide Fuel Cells

  • An interconnect is the key component of solid oxide fuel cells that electrically connects unit cells and separates fuel from oxidant in the adjoining cells. To improve their surface stability in high-temperature oxidizing environments, metallic interconnects are usually coated with conductive oxides. In this study, lanthanum nickelates ($LaNiO_3$) with a perovskite structure are synthesized and applied as protective coatings on a metallic interconnect (Crofer 22 APU). The partial substitution of Co, Cu, and Fe for Ni improves electrical conductivity as well as thermal expansion match with the Crofer interconnect. The protective perovskite layers are fabricated on the interconnects by a slurry coating process combined with optimized heat-treatment. The perovskite-coated interconnects show area-specific resistances as low as $16.5-37.5m{\Omega}{\cdot}cm^2$ at $800^{\circ}C$.

  • Human resource for the new and renewable energy technology is an important factor in the respect of the sustainable growth and energy security. In this paper, we focused on measuring the economic effect of human resource development on new and renewable energy development programs. The human capital accumulation model developed by Mincer (1974) was modified in terms of the rate of the researchers' investment in human capital. As a result of a empirical case study, the value of human capital was estimated by 102 million Korean won per year worth 18% of the project labor cost. In case of the assumption of 100% participation of researchers, the level of human capital accumulation increased to 914 million Korean won per year. These results imply that the new and renewable energy development programs has been successful, on the concept of learning by doing, in terms of providing the researchers with opportunities to accumulate human capital.
