Investigation of Standardization for Natural Disaster Classification (자연재해 분류 표준안에 관한 고찰)

  • Right comprehension of the natural disaster could reduce the damage of human life and property by explaining the cause of the disaster and considering a counterplan to decrease or prevent it. To do this, it should precede to clarify the category of the natural disaster and classification. Also, when the disaster occurs, swift site survey and the establishment of the data by the professionals should be done for clarifying the reason. Our classification of the natural disaster is written on the Law of the Nature Disaster Relief. But, this classification is made for the management of the disaster, so it is required to review the establishment of the technical information by the professionals. Therefore, the Korean type classification is required considered by the professionals who collect and study the information of the natural disaster for the other countries. If the DB of the natural disaster is made, it is able to get various services through the internet virtual space and it will be helpful to prepare the prevent countermeasures against the disaster. In this research, the korean type classification plan of the natural disaster is suggested which is suitable to the professional technology by collecting and analyzing the domestic and the international classification of the natural disaster.

Effects of Risk Characteristic and Risk Perception on Risk Severity of Natural Disaster (자연재해에 대한 위험특성과 위험인식이 위험심각성에 미치는 효과)

  • This study was to examine the effects of risk characteristic and risk perception on risk severity of natural disaster. The findings showed that the risk severity of natural disaster were classified into geographical disaster, storm and flood damage, drought damage. Typhoon among storm and flood damage showed high scores on risk severity of natural disaster. Moreover participants showed high scores on unfamiliar, undiscoverable, and unknown by scientific knowledge among risk characteristic of natural disaster. Second, risk characteristic was significantly correlated to risk perception. Third, risk characteristic influenced positively on risk severity of natural disaster. Especially, risk characteristic had great effect on storm and flood damage among natural disaster. Fourth, risk perception influenced positively on risk severity of natural disaster. Especially, risk perception had great effect on storm and flood damage among natural disaster.

The present state of natural disaster caused by extreme heat in the Korea Peninsula (폭염으로 인한 한반도 자연재해 현황)

  • Recently, occurrence frequency of natural disasters decrease but scale of damage increase remarkably by the Climate change due to global warming. Especially, extreme heat become more critical weather problem in the Korean Peninsula. But, we don't have exact threshold about extreme heat. Extreme heat does not classify into natural disaster. Therefore, we have compared death count of the natural disaster with the one of extreme heat at Seoul, Korea. As a result, the number of death by extreme heat don't smaller than one by the natural disasters and we knew extreme heat have also to consider as natural disaster.

Two Models to Assess Fuzzy Risk of Natural Disaster in China

  • China is one of the few countries where natural disaster strike frequently and cause heavy damage. In this paper, we mathematically develop two models to assess fuzzy risk of natural disaster in China. One is to assess the risk based on database of historical disaster effects by using information diffusion method relevant in fuzzy information analysis. In another model, we give an overview over advanced method to calculate the risk of release, exposure and consequence assessent, where information distribution technique is used to calculate basic fuzzy relationships showing historical experience of natural disasters, and fuzzy approximate inference is employed to study loss risk based on these basic relationships. We also present an examples to show how to use the first model. Result show that the model is effective for natural disaster risk assessment.

  • Whenever several natural disasters hit Korea with huge damage of property loss and death toll, government spends huge sums of money for rehabilitation of devastated areas every year. It's time to discuss about a natural disaster insurance, which is a long-term as well as precautionary measure. It is advisable to discuss government involvement through the natural disaster insurance, implementation of countermeasures against natural disasters. The natural disasters insurance have to executed as follows, 1) introducing natural disaster insurance with characteristics of social welfare, which makes fast recovery and anxiety reduction in the low-income bracket. 2) advisable to mix the methods of microinsurance including the natural disaster and index insurance.

  • The forecasting, mitigation and preparedness of the natural disaster impacts require relevant information regarding the disaster desirable in real time. In the meantime it is requiring the rapid and continuous data and information generation or gathering for possible prediction and monitoring of the natural disaster. Since disasters that cause huge social and economic disruptions normally affect large areas or territories and are linked to global change. The use of traditional and conventional methods for management of the natural disaster impact can not be effectively implemented for intial data col1ection with the further processing. The space technology or remote sensing tools offer excellent possibilities of collecting vital data. The main reason is capability of this technology of collecting data at global and regional scales rapidly and repetitively. This is unchallenged advantage of the space methods and technology. The satellite or remote sensing techniques can be used to monitor the current situation, the situation before based on the data in sight. as well as after disaster occurred. They can be used to provide baseline data against which future changes can be compared while the GIS techniques provide a suitable framework for integrating and analyzing the many types of data sources required for disaster monitoring. Developed GIS is an excellent instrument for definition of the social impact status of the natural disaster which can be undertaken in the future database developments. This methodology is a good source for analysis and dynamic change studies of the natural disaster impacts.

  • Due to the recent surge in natural disasters, with rising social concerns, investment on research & development (R&D) project in natural disaster mitigation area is continuously increasing. However, current R&D performance management system of natural disaster mitigation area does not properly reflect characteristics and social ripple effects of R&D projects. It is indicated that mainly due to the current performance index consists of easy-quantification factors and the performance evaluation system adopts simple aggregation method. Therefore, the purpose of this study is to develop new performance evaluation system considering characteristics and social ripple effects of natural disaster mitigation R&D projects. To this ends, this study derived 3-dimensional performance measurement index through literature review and natural disaster mitigation R&D projects analysis. Finally, based on the derived performance measurement index, this study suggested new and effective performance evaluation system for natural disaster mitigation R&D projects.

  • The purpose of this study was to prepare baseline data when the government and local government establish building plans for preventing damage with Natural Disaster. so this study draw vulnerability of building in representative area. The characteristics of building damage caused Natural disaster when occurred between 2005 and 2014 at 232 regions in South Korea are analysed by through cities and countries. And with Cluster analysis thorough factor and reliability analysis, it is selected representative regions based on the characteristics of building damage caused Natural disaster. It is analysed with 34 regions which Cluster I is represented from damage with Rainfall, Cluster II is Rainfall-Gale, Cluster III is Snowfall, Cluster IV is Gale, Cluster V is represented by high amount of building damage. As a result of analysis of Cluster Characteristics, it will established the method of building preventing disaster with regional characteristics.

A Study of the Analysis about Natural Disaster in Elementary Society and Science Textbooks (초등 사회 및 과학 교과서의 자연재해 내용 분석)

  • The purpose of this study was to analysis natural disasters which can be applied environmental education for elementary students. For this study, the elementary society and science textbooks were selected. The results of this study are as follows. the society textbooks contain 2 units of the natural disaster in the 4th and 5th grades. In the science textbooks, 5 units of the natural disaster were showed in 3rd, 5th and 6th grades. The learning quantities were 4 hours in society textbooks and 7 hours in science textbooks. In society textbooks, the contents relating meteorological disasters were dominance. But the science textbooks were showed both meteorological and geological disasters. In aims of learning, while the society textbooks were focused as damages, prevention, counter-plan and restoring plan of the natural disaster, the science textbooks were emphasized damages. the photos in society textbooks, meteorological disasters were superiority in number; especially the flood and heavy rain were 76%. In science textbooks, the photos about earthquake were prominent as 40%. For activating environmental education in elementary school based on these results, it can be suggested that the effects of natural damage as tsunami and global warming should add to elementary textbooks. And the elementary teachers need to understand contents and photos relating environment problem in the elementary textbooks.

The Meteorological Disaster Analysis for the Natural Disaster Mitigation in the Korean Peninsula (자연재해 저감을 위한 한반도 피해 현황 분석)

  • This study aims to find the characteristics of damage and states of natural disasters at the Korean Peninsula from 1985 to 2004. Using the data of Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration. we have analyzed the cause, elements, and vulnerable regions for natural disasters. Major causes of natural disaster at Korean Peninsula are four, such as a heavy rain, heavy rain typhoon, typhoon, storm snow, and storm. The frequency of natural disaster is the highest from June to September. The period from December to March also shows high frequency. The total amount of damage is high during the summer season(Jul.-Sept). The period from January to March shows relatively high amount of damage due to storm and storm snow The areas of Gangwon-do, Gyeongsangnam-do and Gyeongsangbuk-do are classified the vulnerable region for the natural disasters. By establishing mitigation plans which fit the type and characteristics of disaster for each region, damage from disaster can be reduced with efficient prevention activities.
