  • This study aims to examine the role of revenues in reducing the fiscal distress of local governments in Indonesia. A problem that is being widely tested is the potential for financial imbalances to determine the right pattern between fiscal capacity and service provision to the public. Local governments that experience fiscal distress are at risk of experiencing a collapse of the overall system, so it requires effective prevention. This study uses balance panel data obtained from local government financial reports with 3,024 observations, from 504 local governments in Indonesia during the 2014-2019 period. Hypothesis testing is carried out using logistic regression by employing the Wald Test partially and the Overall Test simultaneously. The data is collected from the local government financial statements which have been audited by supreme audit institutions. The results reveal that local government's own revenue and transfer revenue and other legal revenue are proven to be able to reduce local government fiscal distress. It provides empirical support for the executive and legislature to make the right policies in increasing their own revenues at the central and regional levels. The findings include crucial information for preventing, detecting, and mitigating fiscal distress in all Indonesian local governments.

  • This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

  • As local government is of great importance for the sake of advancement of the political system based on national participation in politics and recognition for autonomy, it is proper to appreciate the need and come up with strategies so that the local government can be successfully established and developed. Therefore, a survey was conducted among residents, civil officials, and local councils, who are the main bodies of local government. As a Jesuit, it turned out that there were problems in terms of specialty and integrity, that there are potential risks of local or group egoism, and that political indifference is getting intensified among some residents, and even they tend to avoid participation. This result indicates that there are needs for the establishment of the recognition and efforts for consistent reconsideration among participants.

  • During the COVID-19 pandemic, several studies focused on financial programs and SMEs' performance, but research on the relationship between non-financial programs, resilience, and SMEs' performance is still sparse. This study fills the gap by analyzing the role of local government in increasing SME resilience and performance by purchasing products (through civil servants) from SMEs and by facilitating online training to SMEs. This study also investigates the role of the local government in strengthening the relationship between resilience and SME performance. Data was collected using an online questionnaire distributed to SMEs in Malang Regency. As many as 410 questionnaires were received and eligible for statistical analysis using WarpPLS. The results show that resilience is positively and significantly related to the performance of SMEs. The local government programs have been proven to improve SME performance directly and indirectly through resilience. Local government programs are not proven to strengthen the relationship between resilience and the performance of SMEs, indicating that the role of government in developing countries such as Indonesia is more appropriate to be "rowing rather than steering" not "steering rather than rowing".

  • During the Joseon period, space, organization, and personnel were essential in order to perform the administrative work for local governance. For that reason local government records were created, managed, and stored as the results of its administration. Buildings and spaces of local government office can be divided in 3 sections such as 1) administrator's space for governance and living; 2) petty officials' administrative space; 3) granary space for store rations and grains paid as tax. Because of its grand scale, a local government office had considerably complex organizational structure. In order to survey the types and forms of local government records, focusing on six transition documents (junggi, 重記) in the 19th Century Yeongnam Region, this study selected the record type documents in the item lists of the transition documents, then, classified the record type documents which were managed by the organizations in local government offices with several types: program of items (jeolmok, 節目), list of personnel or land (an, 案), register (daejang, 大帳), certified copy (deungnok, 謄錄) and muniment (wanmun, 完文), and examined these documents.

Especially this study is the zoning plan of the KAMYOUNG in the late CHOSEON dynasty, It is meant to present the first trial that pursue to total frame of local government in CHOSEON dynasty through the new methodology. The 18th century is the transitional era when the system of norm was deconstructed. The institution and organization of the supreme lacal government office(KAMYOUNG) was united nationwidely and at the same time its deconstruction was carried out in the 18th century. The domain of the governer has fixed in the 18th century, though the scale of 街e KAMYOUNG was enlarged. These domain expressed a strong symbolization according to hierarchy in exterior appearance of the traditional architecture. With the entire execution of a local government coming soon, the concerns about the localization have been increased rapidly. Under this time situation, as the discussion centered on the creation or change of the local self-governing community, so the concerns regarding the traditional aspects of a local government office have been increasing. Hower, without the recognition of this history, as the research of these existing historical materials has been progressed, so the misunderstanding is still left. Especially, because the government office of CHOSEON is a Confucian nation thinking much of a hierarchy based on Yae - Jae, the hierarchy of this architecture has a deep correlation with the organization of an office. The method of this study is like following: Firstly, prescribed characteristic of KAMYOUNG tough syudys of hierarchy in a local government system, human and material composition. secondly, as the changing progress of KAMYOUNG is compared and analyzed with organization of an office in the center. So characteristics of KAMYOUNG are abstracted. And finally, from this, the interpretation methodology of KAMYOUNG is revealed, with a deep correlation between specific characters of organization and architectural structurals. And also, with these methodologies, the interpretation method of the local government office and normative frame in CHOSEON dynasty are suggested.
