평생교육 참여유형별 시민참여교육 참여 활성화 방안에 관한 연구: 충청남도를 중심으로 (A Study on the Activation Plan for the Participation in Citizen Participation Education by Types of Lifelong Education Participation : Focusing on Chungcheongnam-do)

  • 본 연구는 '2016 충남도민 평생교육요구조사' 자료를 활용하여 시민참여교육 기초실태를 분석하고, 영역별 평생교육 참여 관심과 참여의사를 유형화 하여 유형별 시민참여교육 참여관심과 참여의사 비교를 통하여, 구체적으로 충남의 시민참여교육 활성화를 위한 정책 기초자료를 제공하고자 2016 충남도민 평생교육요구조사 4,108명의 데이터를 이용하여 분석하였다. 그 결과 첫째, 평생교육 참여 관심과 참여의사에 따라 3개의 하위 집단으로 유형화 되었고, 학습누리형, 학습편중형, 실버학습형으로 명명하였다. 둘째, 학습누리형 집단은 평생교육영역 전반에 걸쳐 참여하면서 즐기는 집단이다. 학습편중형 집단은 보편적으로 평생교육이 직업능력교육, 문화예술교육, 인문교양교육에 한정되어 있다고 인지하는 집단으로 3가지 분야에만 관심과 참여의사가 있는 집단이다. 실버학습형 집단은 전형적인 노인학습자의 특성을 보이고 있는 집단으로 문화예술교육에 참여가 집중되고 있는 집단이다. 셋째, 학습누리형 집단은 참여경험이 두번째로 많고, 참여관심과 참여의사가 가장 높은 집단이며, 학습편중형집단은 가장 많은 집단이며, 참여관심과 참여의사는 두 번째로 높은 집단이다. 실버학습형 집단은 참여경험, 참여관심, 참여의사가 가장 낮은 집단이다. 마지막으로 평생교육분야에서 시민참여교육 활성화 방안을 유형별로 제시하였다.

참여형 도시 소생물권 설계 (Biotop Design for an Urban Area Based on Citizen Input)

  • This work was designed for the Green Fund Aid 2004 of Korea Forest Service. It won the prize and has been constructed. We can have an opportunity to play a leading role in improving partnership with participation of local communities, promoting environmental education, and enhancing the environmental quality by constructing biotops in urban areas where energy flow in the ecosystem is not balanced. This design includes 'citizen participation process' and 'local community partnership' that is expected to promote local community participation in the process of design. This work suggests that biotope construction with citizen involvement and community partnership plays an important role not only in design items but also in the revitalization of local community. This sort of design process could not be fully achieved without cooperation with stakeholders - environmental specialists, local authorities, relevant societies, schools, teachers, parents of students.

시민참여형 도시온도 모니터링의 실효성에 관한 연구 (A study on the Effectiveness of Urban air temperature Through Citizen Participation)

  • At the point of implementing policies related to urban heat through the overall environmental assessment of the city using national data, citizen science projects that can collect data in a wide range are emerging for effective policy establishment. Although the utility of citizen data is improving, data quality is a primary concern for researchers employing public participation in scientific research. In this study, validation was conducted based on citizen data acquired in the "Suwon City Heat Map Project", and the applicability to temperature monitoring was confirmed based on the results. As a result of analyzing the validity verification of citizen data using three methods, the data result value is 0.843, RMSE: 0.683℃, and a meaningful value was found within 3km of national data. We found that citizen data utilization is high through the results of this study and These projects are expected to be used as basic data for establishing effective policies or can be reflected in the various planning.

커뮤니티 활동의 주민참여에 대한 광주시민 의식 조사 (Citizens' Perception on Resident Participation in Community Activities of Gwangju City)

  • Citizen participation or resident participation is perceived as an effective way to correspond to the diverse urban problems, especially in the area of residential environment improvement projects and community activities. As the leading city of the Honam region and a core middle city leading the development of the southwestern region, Gwangju city is planning and under-developing new Housing Complexes and Urban Renewal Projects. The purpose of this study is to identify the perception of Gwangju citizens on resident participation in community activities to suggest diverse strategies for improving quality of citizen's life and making better living environment. For the research purpose, 1,380 questionnaires were distributed to the Gwangju citizens who live in 5 autonomous districts -Dong-gu, Seo-gu, Nam-gu, Buk-gu, and Gwangsan-gu- and 601 were used in data analysis. Although citizens in Dong-gu showed the lowest settlement consciousness, they required the highest level of need for resident self-help activities. Contrastingly, Seo-gu showed the highest level of settlement consciousness and the lowest need for resident self-help activities. Based on the results, high quality community facility should be provided to promote residential satisfaction and consciousness of residential participation and self-help activity must be improved. And also, diverse strategies for resident participation including development of resident education programs and search for regional resources should be covered in further research.

과학기술의 사회적 쟁점에서 시민 참여에 대한 대학생들의 인식과 실천 역량에 대한 분석 (An Analysis of Undergraduate Students' Perceptions and Practical Capabilities on Citizen Participation in Social Issues of Science and Technology)

  • 시민성이 성숙 단계에 이르는 대학생들은 과학기술과 관련된 사회적 쟁점에서 시민 참여의 중요성을 인식하고, 시민의 권리와 책임을 의미 있게 활용할 수 있는 능력을 갖추고 있을 필요가 있다. 따라서 이 연구에서는 과학기술 시민 참여에 대한 대학생들의 인식과 실천역량에 대한 실태를 파악하기 위해 경기도에 위치한 D 대학교에 재학중인 예 체능 계열(33명), 인문 사회 계열(62명), 이공계열(67명)의 대학생들을 대상으로, 시민 참여 중심의 과학기술과 사회의 상호작용, 책임 있는 의사결정능력, 과학기술쟁점 효능감에 대한 인식을 조사하였다. 연구 결과, 과학기술과 사회의 상호작용에 대한 대학생들의 전반적인 인식 수준은 예 체능 계열, 인문 사회 계열, 이공계열의 순서로 높게 나타났지만, 그 점수가 모두 평균에 미치지 못하였다. 따라서 현재 대학생들은 전공 계열에 상관없이 과학기술과 사회의 관계에 대한 깊이 있는 이해가 부족한 상태임을 알 수 있었다. 그리고 과학기술과 사회 간의 관계에서 시민 참여에 대한 대학생들의 인식도 전공 계열에 상관없이 전체적으로 문제가 있는 것으로 나타났다. 책임 있는 의사결정능력에서 대학생들은 개인의 신념과 공동체의 복지를 고려하여 최선의 대안을 선택하고, 실천 전략을 수립하는데 어려움을 겪고 있는 것으로 나타났다. 또한 과학기술쟁점 효능감에서 과학기술관련 지식과 기능 및 행위 능력에 대한 대학생들의 자신감도 전공계열에 상관없이 매우 낮은 것으로 나타났다. 이에 대한 교육적 함의를 논의하였다.

일상화 과정 이론에 근거한 결혼이주여성 대상 식생활 교육 프로그램 일상화 과정에 대한 질적 연구 (A Qualitative Study of the Adaptation Process of Dietary Education Program for Marriage Immigrant Women using the Normalization Process Theory)

  • This study was a qualitative investigation of the process of adaptation of nutrition education programs by marriage immigrant women who completed education programs for training of food citizen leaders. Focus group interviews of seven marriage immigrant women from Vietnam, China, Mongolia and Russia were conducted and analyzed based on the Normalization Process Theory (NPT). Participants were aware of the purpose of the education program (coherence) and their confidence in organizing and reconstructing the knowledge of nutrition was increased after education (reflexive monitoring). However, they had difficulties attending long-term education programs (cognitive participation) and overcoming language barriers (collective action). Although the program was beneficial for the participants in that they could apply acquired nutrition knowledge to their everyday life as food citizen leaders, the continuous monitoring and feed-back system (management), customized application, and consideration of personal and social factors need to be developed and facilitated. In addition, various programs targeting marriage immigrant women may increase economic independence of these women. The NPT proved beneficial in conceptualizing the barriers and facilitators to implementing nutrition education. The successful implementation of nutrition intervention needs special support to overcome barriers to cognitive participation and collective action.

아동친화적인 지역사회에 대한 부모와 아동관계자의 인식 비교 - A기초자치단체를 중심으로- (A Comparison of Assessment of Child Friendly Cities by Parents and Child Service Providers in Selected Local Government)

  • 본 연구의 목적은 한 지역사회를 중심으로 부모와 아동관계자의 아동권리보장실태에 대한 인식을 살펴보고 아동친화도시를 구성하기 위한 방안을 모색하고자 하는 것이다. 이를 위해 서울시의 한 기초자치단체에서 실시된 조사데이터를 활용하여 놀이, 지역사회 참여, 보건 및 사회서비스, 안전, 교육환경, 주거 부분에서의 인식차이를 확인하였다. 분석 결과, 6개 영역중 교육환경과 주거환경이 상대적으로 잘 보장되고, 지역사회참여는 덜 보장되고 있는 것으로 나타났으며, 아동관계자들은 아동친화적 지역사회를 구성하기 위한 물리적 환경에 있어 더 부정적이었고, 부모는 참여권과 같은 제도적/문화적 환경에 더 부정적인 것으로 나타났다. 이를 바탕으로 본 연구는 다음과 같이 제안했다: 첫째, 아동친화도시를 구성하기 위한 기준 중 물리적 환경은 아동관계자의 기준을 참조하고, 제도문화적 환경은 부모의 기준을 참조해야 한다. 둘째, 지역사회 의사결정구조에 아동, 부모, 아동관계자의 참여를 확대해야 한다.

시민과학 활동에 참여한 초등학생들의 과학 관련 정의적 특성 및 측정에 대한 인식 분석 (A Study on Science-related Affective Characteristic and Perception of Measurement of Elementary Students Who Participated in Citizen Science Activities)

  • This study investigated how elementary students' science-related affective characteristics and their perception of measurement changed following participation in citizen science activities through a GLOBE program. Before and after the activities, test of positive experiences about science (PES) and perception of measurement were conducted with twelve fourth grade students. In addition, the teacher who participated in the GLOBE program with students observed and recorded the students' involvement, conversation and behavior to qualitatively analyze the value of the program and the students' perceptions of measurement. After the end of the program, an open questionnaire was conducted to fill any gaps in these observations. The results showed that citizen science activities had a positive impact on elementary students' science-related affective characteristics. In all areas of PES test, the post-test scores were higher than the pre-test results, and a statistically significant difference was seen in the 'science learning motivation' area. Furthermore, students' perception of the value and meaning of measurements was seen to deepen through ongoing global environmental data measurement activities. And their understanding of various units of measurement and numerous situations in which they might need to make measurements was also elaborated.

신세대 소비자의 역할수행 및 녹색소비행동 (New Generation행s Consumer roles and Green Consumption Behavior)

  • The purpose of this study is to find out the tendency of the new generation’s consumer roles and green consumption behavior for the environmental conservation. This study is also to reveal some fundamental information for an environmental education program which si able to support the new generation consumers to participate voluntarily in an environmental activity. The 500 subjects of this study were selected from the new generation consumers who wre residing in Seoul, 1998. The 414 data wre finally analyzed by Mean, t-Test, ANOVA, and Multiple Regression Analysis. The major findings were as follows: 1) the purchasing roles of the new generation consumer tended to be higher than the citizen participation’s roles. The variables with the higher score for the new generation’s green consumption behavior were in the rank of the isolation of environmental waste, the purchasing behavior of green product, the recycling environmental resource, and citizen’s participating roles in environmental activity. 2) the new generation’s consumer roles showed a significant differences, according to variables for the environmental value, environmental education, and participation of the environmental and societal activity 3) the green consumption behavior for the new generation consumers showed a significant differences, according to sex, environmental value, participation of the environmental and societal activity. 4) the most influential variables for the green consumption behavior of the new generation consumers were in the rank of consumer roles, educational values, and the participation of the environmental activity. As we see above, the consumer education for the new generations needs to focus on consumer’s roles that let them participate voluntarily in environmental and societal activity, as well as practice positively to use green environmental products whenever they select some items in the markets.

Landscape Management and Educational Programs for Citizens

  • Regional development and community design has become very important these days. Especially in Hyogo Prefecture after the Great Hanshin Awaji Earthquake, voluntary works have become more popular. With citizen participation, environmental circumstances change a lot. It is becoming very difficult for municipal governments alone to achieve every desirable project. NPOs made of professional members in the Hanshin area have conducted notable activities after the earthquake. At the same time it is necessary also to educate citizens for community design with greenery. These people will support their town design along with professionals. Awaji Landscape and Horticulture Planning Academy provides an excellent educational program, an introduction and examination of which should be valuable. The main concept of the education program is to foster the growth of local community design leaders. Students appreciated the programs very much even if initially they expected a more practical program about planting than programs that teach community design. Many people are active in their own towns to create better environments and communities. The network system "Alpha Green-Net" is functional to support graduates of the course. In the future these educational programs for citizens will becomes very important. Other cities are starting to have their own progrms, but they are still very short term. "Alpha Green-Net" is in the process of growing. Many members are very keen to develop their own abilities. In the future these NPOs should become independent. To help these NPOs become independent and active the educational programs should consider and teach about how to do this more in the future.
