Qualitative Level of the Korean and American Journal Paper (우리나라 학술지의 질에 관한 연구)

  • The object of this study is to compare qualitative level of the Korean and American journal paper by faculty members in Korea. To achieve this object, the data was produced by the questionnaires from professors of the Chonbuk National University. The major conclusions are summarized as follows : 1. As a whole, American journal is evaluated better than Korean Journal. The greatest difference between Korean journal and American journal is that the American journal is more original and useful than Korean journal. 2. This study shows that American journal which deals with veterinary science is highly valuable and with living science is low. In Korean journal, the appropriateness of format is highly valuable. 3. The respondents who had studied in America for more than two years evaluate American Journal more excellent than those for less than two years. 4. Regardless of the periods of study in America, however, most of respondents evaluate American journal better than Korean Journal in all parts.

A Study on the Definition Methodology of Korean SCI Journals (SCI에 등재된 한국 학술지를 정의하는 방법에 대한 연구)

  • The purpose of this study is to investigate how one can find all journals of a country covered in a database such as SCI. We searched SCI and JCR Science Edition 2006 databases for Korean journals using four definition criteria-Country of a journal publication, Editorship, Unique words appeared in a journal title designating a country, a number of papers from a country in a journal. We also checked related literatures and websites to find information on SCI Korean journals. The study shows that 40 Korean journals were covered in SCI in 2006. SCI identified 38 of them as journals from South Korea, and JCR 2006 included 36. 11 journals had unique words indicating that they are Korean journals. 9 journals were Korean journals among the top 20 SCT journals by the number of papers with Korean addresses, and 36 journals were included among the top 500 SCI journals.

  • 최근 Elsevier사에서 제작하여 현재 베타버전으로 시험 서비스 중에 있는 Scopus는,13,000여종의 학술지에 수록된 2,600만여 건의 논문에 대한 초록을 제공하는 세계에서 가장 규모가 큰 웹 데이터베이스이다. 여기에는 SCI와 SSCI에 등재된 7,000여종의 학술지와 자체적인 학술지 선정기준에 의해 추가한 6,000여종의 학술지에 수록된 논문에 대한 초록을 제공하고 있다. 또한 최근 5년간의 학술지에 수록된 각 논문의 참고문헌을 제공하고 있으며, 이들 참고문헌을 토대로 각 논문에 대한 피인용 회시수와 인용문헌에 대한 정보도 제공하고 있다. 이처럼 최근 등장한 Scopus가 SCI와 SSCI에 수록된 학술지를 망라하고 있을 뿐 아니라 인용정보도 제공하고 있다는 점에서, 현재 전세계적으로 가장 대표적인 인용색인인 SCI, SSCI및 A&HCI의 웹 데이터베이스인 Web of Science와 필적할 것으로 보인다. 그러나 Elsevier사에서는, 엄격한 심사기준에 의해 핵심 학술지만을 유지시키고 있는 Thomson-ISI사와는 달리, 학술지의 망라성에 비중을 두고 최소한의 질적 수준을 갖춘 학술지라면 모두 Scopus에서 별도로 추가한 6,000여종의 학술지에 대해 다각적인 측면에서의 검증이 필요할 것으로 보인다.

A Comparative Study of Metadata Standards for Serials (학술지 메타데이터의 표준화 체계에 관한 비교 연구)

  • This paper analyses meta-data systems for serials in order to provide the fundamental infrastructure for serials-sharing systems based on semantic interoperability. According to the primitive features of serials information, meta-data for serials are classified into 3 main subsystems: serial identification Information, serial bibliographic information and serial holding information. The serial identification information that play the important role of the primary key in library management systems should be refined to accommodate serials with digital formats. Although MARC formats have been commonly used for the description of serial bibliographic information, a new meta-data format for serial bibliographic information that harmonize with the abundance of meta-data elements in MARC and the simplicity of DCMI. For serial holding information, the newly proposed standards such as ANSI/NSIO Z39.50 are adequate to grasp the varieties of serial holding patterns. It should be able to differentiate the level of description by means of the types of serial information services. As the current computing technology generally uses XML for the representation and Process of information, the meta-data system for serials should be based on XML.

A Cost-Effectiveness Analysis on the Usage of Foreign Scientific and Technical Journals (과학기술분야 해외 학술지의 비용대 효과 분석)

  • This paper describes the results of a cost-effectiveness analysis on the usage of foreign scientific and technical journals. In this study, the measure of cost-effectiveness chosen is the Cost Per Use(CPU) of a journal article. The photocopy usage data and annual subscription costs of journals subscribed by Korea Institute of Science & Technology Information were used. The results of this study illustrate that distribution of subscription cost and photocopy usage, Cost Per Use(CPU) of each journal, CPU of each subject field, etc. 80 percent of the demand for the journal was met by 40 percent of total subscription cost. A relationship was found between subscription cost and photocopy usage, however, no relationship was found between subscription cost and CPU.

A Study on A Model Sample for Guidance System for Copyright of Domestic Journals and Open Access Policy (국내 학술지 저작권 및 오픈액세스 정책 안내시스템 모형 연구)

  • The study aimed to suggest a model sample for guidance system for copyright of domestic journals and open access policy. Toward this end, analyses were conducted to examine copyright of domestic journals and open access environment. As a result of analyses, it turned out that 33.8% of domestic journals had 'regulations on ownership of rights to papers published in journals,' and that the subject to ownership of rights to papers published in domestic journals accounted for 28.8%, which was the highest rate. Of domestic journals, 34% charged a subscription fee, and they were toll access journals, and 56% were free access journals. As for system examples of guide system for copyright of foreign journals and open access policy, analyses were conducted to examine and investigate SHERPA/RoMEO in the U.K. and SCPJ in Japan and generate considerations at a time of domestic application. What needs to be taken into account is that overseas examples are focused on collecting and introducing self-archiving policy by authors for academic journals, so there are limitations in offering information including open access publication policy for domestic journals. Based on the analytical result, the study designated the purpose, direction and four steps that need to be considered at a time of development of guide system models for copyright and open access policy for domestic journals before suggestion of the basic direction and operational methods by stage.

A Study on Copyright Possession for Open Access and Archiving of Scholarly Journal Paper Registered in Korean Research Foundation (국내 학술지 논문의 오픈 액세스와 아카이빙을 위한 저작권 귀속 연구 - 한국학술진흥재단 등재 학술지를 중심으로 -)

  • Scholarly journal is the important media of the scholarly communication and the representative noncommercial works which aim the openness and the share of the scholarly information. Recently the concern about the open access movement of the scholarly journal is increasing in Korea. However, the copyright issues are becoming the big obstacle of the open access and the archiving of the scholarly journal paper. This study investigated the copyright dispute examples of the scholarly journal paper and analyzed the present conditions on the copyright possession of 906 scholarly journals registered in Korean Research Foundation. On the basis of the result, the paper proposed the concrete copyright plan for the open access and the archiving of the scholarly journal paper in Korea.

  • The academic journal is a very important means for science communication, and it is critical for academic development. Most of Korean academic journals are not doing their fundamental roles because of the researchers' perception about their quality. A fundamental thing for Korean academic journals to contribute effectively to science communication would be the effective evaluation on the Journal. The purpose of this study is to develop an evaluation model for Korean academic journals. This model will be effective for quality measurement, manifestation of the strength and weakness, and for the improvement of journal quality. It was developed through analysis on evaluation activities of two institutions, and through interviews and surveys on Korean researchers.

  • 학술지 정보는 다른 문헌 정보와는 달리 시간에 따라 지속적으로 변화하는 동적인 특성, 형태나 소장정보의 다양성, 정보 제공에 시한성 등이 있기 때문에 학술지 정보 데이터베이스의 자동구축과 실시간 갱신 등이 절대적으로 요구되고 있다. 학술지 소장기관마다 이질적인 학술지 정보 관리 시스템을 구축하고 있으며 학술지 정보 기술에도 서로 다른 형식을 사용하고 있기 때문에, 학술지 정보 통합 데이터베이스를 구축및 갱신하고자 할 때는 정보의 형태.의미적 충돌과 시스템 간의 부정합 문제가 야기된다. 본 연구에서는 이러한 문제를 해결하고 학술지 통합 테이터베이스의 자동 구축과 실시간 갱신할 수 있는 있는 효율적인 시스템을 제시한다.

Characteristics of Open Access Journals in Korea: Focused on KCI Journals (국내 오픈액세스 학술지 특성에 관한 연구 - KCI 등재지를 중심으로 -)

  • To understand the characteristics of open access journals in Korea, this research examined the 1,438 KCI journals in the fields of humanities, social sciences, natural sciences, engineering, medicine, agriculture & oceanography, art & sports, and interdisciplinary. 21% of the KCI journals are freely available at the publisher's websites or open access DBs(OA). 34% are available only in the commercial fulltext DBs(TA) and 34% combined TA and OA. 48% of the OA journals can be found on the free fulltext DBs and 52% are accessed on the publisher's websites. OA journals in humanities and social science are available mainly on the publisher's websites. As compare with this, OA journals of STM fields are available via the free fulltext DBs. Medicine(30%) and social sciences(25%) have the highest overall share of OA. There are field differences in the rate of OA journals. In the fields of social sciences and humanities, 15% of the journal are open access. In case of medicine field, 60% are open access journals. OA journals in natural science and engineering are each 33% and 24%.
