  • The purpose of this study is to find the reality of environmental management cost in construction projects and to suggest some policies in order that owners appropriate the environmental management cost reasonably in the construction budget for reducing the environmental pollution at job sites. We surveyed the actual state of appropriating and expending the environmental management cost over 122 construction sites. According to the results of the survey, while the appropriated rate of the environmental management cost was 0.59% of the total construction cost. the expended rate reached at 0.94%. When examining the antipollution facilities which were operated in job sites, the investment for equipment against air-pollution such as tire washer, dust-proof device was relatively higher than other antipollution equipment. As the method appropriating the environmental management cost, we concluded that a quantity-per-unit costing method is more reasonable than appropriating at a fixed rate of total construction cost considering that there is little correlation between total construction cost and the environmental management cost. To do so, antipollution facilities that must be examined at a design or estimation stage of a construction project should be prescribed by the law. Moreover, referenced cost data for the quantity-per-unit costing should be prepared and officially published.

  • The Smart City Living Lab is becoming important as a local innovation platform to develop urban solutions. In January 2018, the 4th industrial innovation committee, which was a direct subordinate from the president, empathized citizens' participation and their roles within the Smart City [Urban Innovation and Future Growth Engine-Creating Smart City Strategy]. This was the starting point of the living lab. The central government and local governments have been promoting various types of living labs to encourage citizens to participate. On the other hand, due to the lack of systematic concepts and theories for practicing and structuring living labs, the practice is not performed well. This study aimed to develop systematic approaches and implementation methods of the public-led Smart City Living Lab. The Full-cycle Smart City living Lab model was designed by integrating smart city living lab work processes, as suggested in the standards of the national land plan, double design diamond framework, which is a type of innovative design methodology, and design thinking process. The entire cycle Smart City living lab model requires four components to practice the living lab, such as framework, module, process, and methodologies. In the future, this model is expected to be incorporated in the Smart City Living Lab.

  • In general construction project planning ratio of manpower and quantity of outputs produced, such as the construction estimate standard, is used as the criterion for labor productivity. This method is highly effective in construction projects with repetitive work, however, there is a limit to apply in large-scale projects with high complexity. This is because the influence of non-work time caused by various work interruption factors that act complexly on the productivity of the project is greater than the average labor productivity derived from the performance data of the project. Therefore, this study proposes a productivity measurement method that can evaluate the characteristics of construction works and the cause of non-working time. To this end, first, detailed work processes and their non-work factors for each work type are defined, and the Adv-FMR technique is developed for quantitatively measuring them. Next, based on the concept of obtainable productivity, methods for comparative productivity analysis by work type, evaluating non-work factors, and deriving productivity improvement methods are proposed. Finally, a case study is conducted to validate that the analysis results based on Adv-FMR data can support the decision-making of construction managers on productivity management.

  • The study aims at securing basic data for developing Starch lime, one of traditional construction material from the era of Chosun Dynasty, as eco-friendly plaster material, which is applicable to contemporary buildings, by mixing Starch lime and checking its property of matters. The results of experiments after historical research and selection of mix ratio are as follows: For viscosity and softness of dough before hardening after initial mix, it was excellent without workability affected by both mixing method of Yeonggeon-euigwe and field mixture. For setting time, mixing of Yeonggeon-euigwe seems to be very inferior for the contemporary construction process. And in the quantity per unit mixture only, it cannot expect moisture-proofness and waterproofness. Therefore if a construction is done according to the quantity per unit mixture, there will be a plenty of problems. For increasing adhesive hardness of Starch lime as adhesive material for laying traditional bricks and reducing its cracks after hardening, referring to the method according to field mixture seems to secure higher quality. Therefore, in order to develop eco-friendly material for the contemporary buildings, it requires new mixture method through reflecting Yeonggeon-euigwe and field mixture.

  • Heavy equipment is a very important factor for successful construction implementation. Also, the cost for heavy equipment is a major part of construction cost. Therefore, the estimation of equipment cost is a critical job in the construction planning phase. A formula for production rates shown in 'Standard Unit Labor' has been used to estimate construction equipment capability per hour and cost. Although the performance of equipment has been improved, the efficiency rates in the formula are not updated lately. Therefore, this research performed several site visits to measure construction equipment working time and then calculates the efficiency rates for hydraulic backhoe, loader, and dump truck. The results show that the measured efficiencies of backhoe and loader are higher than current ones and vice versa for dump truck. This research proposes the needs for a standardized calculation formula and systematic and long-term data collection and measurement for updating efficiency rates for heavy equipment.

  • The current cadastral business is being operated by conversion to a digital cadastral management system through computerized registers (land register and forest land register) and maps (cadastral map and forest cadastral map). Digital surveying methods, such as GPS surveying and electronic plane table surveying, are also used for cadastral surveying. At present, fees for cadastral surveying are calculated based on a standard pursuant to the Construction Standard Production Unit System and an announcement by the Ministry of Land, Infrastructure, and Transportation. In many cases, however, the cadastral surveying fee system announced at present fail to apply the digitalized environment depending on the item. This study sought to analyze the cadastral surveying fee system that requires improvement in the rapidly changing digital cadastral management environment, and to prepare a basis to establish a cadastral surveying fee system suitable to the digital environment by suggesting an improvement method for such system. As a result of the study, the following suggestions were made: a method of changing to terms suitable to the digital environment based on the current status analysis; preparation of a new estimation system regarding new estimation items; and re-survey of an estimation system of cadastral confirmation survey and preparation of an estimation system.

  • 3D printing is making a huge difference to existing industries and is beginning to be applied in the field of construction. 3D printing construction differs from existing construction techniques. Therefore, new construction processes need to be developed. In particular, the accurate construction duration is linked directly to a successful project. A method for estimating the construction duration for 3D printing construction is necessary. In this study, a 3D printing construction process and duration estimation method were derived to prepare for the future introduction of 3D printing in construction. The scope of the study was assumed to be 3D printing equipment capable of pouring concrete, and limited to a frame structure construction. The developed construction period estimation method was applied to the virtual test model. As a result of applying the test model, the construction duration was shortened by approximately 50% compared to the existing construction technique. The method of estimating the construction period developed in this study can be applied to 3D printing constructions in the future and help establish a business plan.

  • This study investigated the initial behavior (flowability and setting properties) and shrinkage characteristics of lime mortar, based on the mixing ratio of hydrated lime (lump, powder) and commercial lime, which is primarily used for repairing and restoring cultural assets. The flowability showed that the optimum mixing water contents of the masonry lime mortar were 8-10% for the lump hydrated lime, 10-18% for the powdered hydrated lime, and 17-40% for the commercial hydrated lime. The results of the setting and shrinkage analysis showed that the average final setting time ratio compared to the standard of cultural asset repair was in the increasing order of commercial hydrated lime(0.4) < powder hydrated lime(5.6) < lump hydrated lime(5.7). Moreover, the average shrinkage ratio was ordered as lump hydrated lime(1.1) < powder hydrated lime(1.2) < commercial hydrated lime(3.0). The analysis of the physical and chemical characteristics of hydrated lime showed that the optimum mixing water content was reduced as the particle size of the lime increased, thus delaying the setting time and decreasing the length change rate (shrinkage). These results are expected to contribute to the prediction of the initial behavior and shrinkage characteristics of mortars using handmade and commercial lime during repair and restoration work on cultural, heritage buildings.

  • Estimating the repair and reinforcement (R&R) costs for each bridge member is essential for managing the life cycle of a bridge using a bridge management system (BMS). Representative members of a bridge were defined in this study, and detailed and representative R&R methods for each one were drawn in order to develop a systematic maintenance cost model that is applicable to the BMS. The unit cost for each detailed R&R method was established using the standard of estimate and historical cost data, and a systematic procedure is presented using an integration program to enable easy renewal of the R&R unit cost. Also, the average unit cost of the representative R&R methods was calculated in the form of a weighted average by considering the unit cost and application frequency of each detained R&R method. The appropriateness of the drawn average unit cost was reviewed by comparing and verifying it with the previous historical unit cost. The suggested average R&R unit cost can be used to review the validity of the required budget or the appropriateness of the R&R performance cost in the stage to establish the bridge maintenance plan. The results of this study are expected to improve the reliability of maintenance cost information and the rationality of decision making.
