A Study on the Security Assessment for Information System Risk Management and Budget Management (보안성 평가를 통한 정보시스템 위험관리 및 예산관리 연구)

  • 정보보호를 효율적이고 효과적으로 실천하는 방법으로 정보자산을 기준으로 위험관리를 수행하는 GMITS(ISO 13335)과 정보보호 관리체계 수립을 위한 ISMS(ISO 27001), 정보보호 능력성숙도 모델을 제시하는 SSE-CMM 등의 국제 표준이 존재한다. 그러나 각 표준은 위험관리를 위한 절차를 제시하거나 관리체계 수립방안, 그리고 능력성숙 수준을 제시하는 등 관리, 기술, 운영의 종합적인 보안방안을 제시하지는 못하고 있다. 또한 현 보안문제를 최고 관리자 수준에서 판단할 수 있는 종합적인 방안을 제시하지 못하고 있다. 본 논문에서는 정보시스템 보안평가를 통해 보안 기술, 관리, 운영측면의 문제점을 종합하여 위험관리가 가능하도록 하는 방안을 제안하고, 또한 제안한 위험관리를 통해 도출된 문제점을 최고관리자 수준에서 직관적으로 판단 할 수 있는 방안을 제시하여 정보보호 예산과 연계할 수 있는 방법을 제안한다.

Weight of Role according to Job Position for Hospital Managers (병원경영자의 직위에 따른 관리자의 역할 인식도)

  • This study aims to be of help to cope with internal and external circumstances of hospital effectively by analyzing the weight of role for a hospital manager which has been changing. It surveyed 191 top managers and administrators working in a medical institute like hospital located in Busan, Ulsan and Kyungnam area from 20 November, 2007 to 29 February, 2008. The results of this study were as follows: The top manager thought that the role as a leader is the most important role as a manager in present, but the role as an enterpriser is also very important in future, however, they had troubles in the role of a representative which they have carried out in present. In order to overcome the current medical situation that competition is getting keen, it seemed that they expected the role as an enterpriser would be more important in future for competition and organization improvement. The administrator thought the role as a leader is the most important in present, in future and in current performance. It was considered that they recognized the importance of team work, order, goal of the organization, strategies, and information interchange regarding the characteristics of hospital that there are people of various kinds of occupations.

Training Needs Assessment Based on the CEO Competency Model of Vocational Training Institutes (역량모델에 기초한 직업훈련기관장의 훈련요구분석)

  • The purpose of this study is to develop competency model in preparation for training programs for CEO of vocational training institutes in terms of needs assessment. This study collected data from 230 public and designated vocational training institutes including commercial learning facilities and life-long training centers using questionnaire by web mail. The frame of assessing training needs of competency applied to this study was based on the model with three components, namely importance, proficiency and learning desires of job skill and task needed to CEO of vocational training institutes. The methodologies of this study used were survey, FGI and case study. The major results proved that the higher priorities of training needs for vocational training institute CEO competency were as followings: (1) Competency for attaining talent of training teachers (2) Needs assessing competency for labor market change and trainee (3) Problem solving competency (4) Leadership skills and so on.

The Role Adaptation Process of The Executive Director of Nursing Department (최고 간호관리자의 역할적응과정)

  • Purpose: The purpose of this study was to identify the role adaptation process experienced by executive directors of nursing department of general hospitals. Methods: Data were collected from 9 executive nursing directors though in-depth interviews about their experiences. The main question was "How do you describe your experience of the process of role adaptation as an executive nursing director?" Qualitative data from field and transcribed notes were analyzed using Strauss & Corbin's grounded theory methodology. Results: The core category of experience of the process of role adaptation as an executive nursing director was identified as "entering the center with pushing and pulling". The participants used five interactional strategies; 'maintaining modest attitudes', 'inquiring about trends of popular feeling', 'making each person a faithful follower', 'collecting & displaying power', 'leading with initiative'. The consequences of role adaptation in executive nursing directors were 'coexisting with others', 'immersing in one's new role with dedication', and 'having capacity for high tolerance'. The types of role adaptations of executive directors in nursing department were friendly type, propulsive type, accommodating type. Conclusion: The results of this study produced useful information for executive nursing directors on designing a self-managerial program to enhance role adaptation based on interactional strategies.

A Study on the Types of Developing Resources Using the Social Networks within a Community : Applying Social Capital Perspective (지역사회관계망을 활용한 자원개발경험의 유형에 관한 근거이론 연구 : 사회자본(social capital) 관점적용)

  • The purpose of this study is to establish fundamental knowledge on the experience for building resource system using the social networks within the community. This study used a social capital perspective and the grounded theory method based on Strauss and Corbin(1998) and Corbin(2004). Interviews were conducted with 14 Korean social workers (general managers and assistant managers) at community welfare centers who have developed resources by using the social networks or social relations for more than 3 years. In creating autonomy and sustainability of community, there are four types of social worker's efforts in building resource system within the community: 'restoring norms of reciprocity', 'developing citizen's capabilities', 'mobilizing resources through community organizations', and 'utilizing external resource-networks'. These results are contribute to developing theory on social welfare resources using community networks according to characteristics of a community.

A Study on The Construction of Desirable Model of the National Spatial Data Infrastructure Policy Promotion System (국가공간정보정책 추진체계의 바람직한 모형구축에 대한 연구)

  • In order to efficiently promote a nation's National Spatial Data Infrastructure (NSDI) vision, it is important that a rational NSDI promotion system should be established. For such a NSDI promotion system, cooperation among the related organizations and the consistency of policies are crucial. In these regards, the main purpose of this research is to suggest a desirable model for the NSDI promotion system. Also, this study attempts to demonstrate problems and provide solutions in Korea NSDI promotion system. To accomplish this purpose, the literature reviews and content analysis were used. Following are the major findings of this research. First, a desirable NSDI promotion system should be consisted of the upper system (at the planning level) and the lower system (at the executive or implementing level). Second, the upper and lower system in NSDI promotion system should both be vertically connected and be horizontally connected. Third, the upper system should consist of the NSDI promotion committee, civil advisory committee, and sub-committee. Fourth, the lower system for the execution purposes of NSDI projects should consist of the NSDI top manager, in each central/local government, and professional support institute.

  • 본 논문에서는 디지털 재정 예산 혁신을 위한 'IT정책자금 재정 집행 실시간 통합 관리 시스템'의 설계와 구축 관련하여 정보통신부의 전체 예산을 대상으로 연구를 수행하였다. 구현된 시스템에서는 본부 와 산하기관간의 예산 시스템 연계 방법 과 데이터 처리 방법 그리고 수집된 데이터를 최고 관리자, 예산 관리자, 기관별 예산 담당자 등 분야별 당사자들이 권한에 따라 제한된 범위의 관리 대상 항목들을 처리할 수 있는 방법을 제시하였다. 또한, 집행된 예산에 대하여 표준화된 비목 별로 구분하여 관리 하고 이를 정성적으로 분석하여 집행 상태를 개선시킬 수 있는 방법을 구현하였다. 이를 통하여 정부 공공 예산의 계획 및 집행에 대하여 본부 및 산하 기관 전체를 연계하여 예산 집행 상황을 실시간으로 모니터링 하고 관리하는 방법을 구현하였으며, 정부 IT 예산에 대한 적기 집행과 집행 예산의 배정부터 집행까지의 흐름 상황을 실시간으로 관리할 수 있는 시스템의 구현에 대하여 최적화된 방법을 제시하였다.

A Study on Legal and Institutional Improvement Measures for the Effective Implementation of SMS -Focusing on Aircraft Accident Investigation-

  • Even with the most advanced aviation technology benefits, aircraft accidents are constantly occurring while air passenger transportation volume is expected to double in the next 15 years. Since it is not possible to secure aviation safety only by the post aircraft accident safety action of accident investigations, it has been recognized and consensus has been formed that proactive and predictive prevention measures are necessary. In this sense, the aviation safety management system (SMS) was introduced in 2008 and has been carried out in earnest since 2011. SMS is a proactive and predictive aircraft accident preventive measure, which is a mechanism to eliminate the fundamental risk factors by approaching organizational factors beyond technological factors and human factors related to aviation safety. The methodology is to collect hazards in all the sites required for aircraft operations, to build a database, to analyze the risks, and through managing risks, to keep the risks acceptable or below. Therefore, the improper implementation of SMS indicates that the aircraft accident prevention is insufficient and it is to be directly connected with the aircraft accident. Reports of duty performance related hazards including their own errors are essential and most important in SMS. Under the policy of just culture for voluntary reporting, the guarantee of information providers' anonymity, non-punishment and non-blame should be basically secured, but to this end, under-reporting is stagnant due to lack of trust in their own organizations. It is necessary for the accountable executive(CEO) and senior management to take a leading role to foster the safety culture initiating from just culture with the safety consciousness, balancing between safety and profit for the organization. Though a Ministry of Land, Infrastructure and Transport's order, "Guidance on SMS Implementation" states the training required for the accountable executive(CEO) and senior management, it is not legally binding. Thus it is suggested that the SMS training completion certificates of accountable executive(CEO) and senior management be included in SMS approval application form that is legally required by "Korea Aviation Safety Program" in addition to other required documents such as a copy of SMS manual. Also, SMS related items are missing in the aircraft accident investigation, so that organizational factors in association with safety culture and risk management are not being investigated. This hinders from preventing future accidents, as the root cause cannot be identified. The Aircraft Accident Investigation Manuals issued by ICAO contain the SMS investigation wheres it is not included in the final report form of Annex 13 to the Convention on International Civil Aviation. In addition, the US National Transportation Safety Board(NTSB) that has been a substantial example of the aircraft accident investigation for the other accident investigation agencies worldwide does not appear to expand the scope of investigation activities further to SMS. For these reasons, it is believed that investigation agencies conducting their investigations under Annex 13 do not include SMS in the investigation items, and the aircraft accident investigators are hardly exposed to SMS investigation methods or techniques. In this respect, it is necessary to include the SMS investigation in the organization and management information of the final report format of Annex 13. In Korea as well, in the same manner, SMS item should be added to the final report format of the Operating Regulation of the Aircraft and Railway Accident Investigation Board. If such legal and institutional improvement methods are complemented, SMS will serve the purpose of aircraft accident prevention effectively and contribute to the improvement of aviation safety in the future.

A Study on Developing Qualification Criteria in the Private Security Industry (민간경비 자격검정 개선방안에 관한 연구)

  • As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.

  • The field of fire administration has been reinforced and intensified with the manpower and all sorts of equipment, but since the consequence that was mainly given undue value to the quantitative expansion, some problems in the aspect of maintenance and management have been emerged. Characteristically, though, fire equipment should be highly practical, economically efficient and durable, and also have the effectiveness of utilizing them to the right place, maintaining and managing are not as appropriate as they need to have. Therefore, the research provide the effective measures of operating fire equipment by making a comparative study of problems drawn by the analysis of actual conditions on the maintenance and the management of fire equipment.
