  • This study reviews equipped with enhanced capability of medical care, quality service, accessibility, and consumer awareness to be a competitive and representative local healthcare service provider with improved administrative efficiency. The method of analysis are ANOVA and Structural Equation Modeling. The results which revealed the significant difference among demographic factors in determining the preference or degree of satisfaction at medical service to select local healthcare institutions suggest that the close review on the needs of groups of major customers of local healthcare institutions are necessary when preparing the strategy of specialized medical service of local healthcare institutions. this suggests that both images would be important factors to secure the competitive advantage of local healthcare institution and therefore the strategy maximized the enhancement of medical service with embossed image of hospital to attract customers of medical service is needed.

  • The purpose of this study is to evaluate the performance efficiency and productivity change of the regional public hospital in Korea. We use DEA(Data Envelopment Analysis) for CCR, BCC model, and MPI(Malmquist Productivity Index). DEA is a useful nonparametric technique for measurement of efficiency of a DMU(Decision Making Unit) and MPI is a evaluation method to measure DMU's productivity change. We utilize 34 regional public hospital's time-series data over 6 years from 2003 to 2008.The results of this study were as follows. First, technical efficiency(TE) shows that approximately 3.6% of inefficiency exists on the regional public hospitals and it reveals that the cause for technical inefficiency is due to scale inefficiency. Second, MPI's results show that regional public hospital made effort to improve total factor productivity change to raise technical efficiency. In order to raise efficiency, the regional public hospitals should deploy internal innovation and the government should support welfare policies.

  • The study selected two regional public medical centers(G, N) in Jeollabuk-do to recognize problems and provide solutions for regional medical centers. The medical centers were analyzed, focusing on availability of medical personnel, budget and management thereof, medical treatment performance, public project performance, and patient satisfaction. The results showed that the medical centers were understaffed with doctors compared to private hospitals or national university hospitals and suffering financial debt. The number of patient with medical benefit was increasing in the medical center G, whereas it was decreasing in the medical center N. Patient satisfaction survey showed that the medical center G was scoring similar to the national average, whereas the medical center N was scoring slightly less than the average. Policies needed for development and efficient management of Regional public medical centers are clarification of Regional medical centers identity, modernization of medical equipment and facilities, recruitment of competent medical personnels, specialization of hospitals and establishment of stronger referral system. • This study analyzed the relative operational efficiency and impact factors of regional public hospitals to present benchmarking points for enhancing the efficiency of inefficient regional public hospitals. The survey targets collected and utilized the internal resources and management performance data from 34 regional public hospitals in Korea over the past five years, from 2014 to 2018. The final 33 regional public hospitals were surveyed, excluding Jinan Regional Public Hospital, which opened in 2015, the middle of the survey period. The general characteristics and input/output variables were analyzed by frequency analysis and technical statistics analysis, and Data Envelopment Analysis was performed to measure the operational efficiency index and relative comparison. According to the study, there were 11 efficient hospitals (33.3%) and 22 inefficient hospitals (66.7%). Of the 22 inefficient hospitals, 13 (IRS: Increasing Returns to Scale) required scale expansion, and nine (DRS: Decreasing Returns to Scale) required scale reduction or rebalancing. The significance of this study was that an analysis of the relative efficiency and influencing factors presented specific alternatives or directions that could help enhance the efficiency of the growth of regional public hospitals, sustainable management, and expansion of publicness.
