Empirical Investigation on Factors Affecting User Satisfaction of E-Government Service (전자정부 서비스의 사용만족에 영향을 미치는 요인에 관한 실증연구)

  • 인터넷의 사용증가는 전자정부 서비스 성장의 주요한 촉매제 역할을 하고 있다. 이러한 전자정부 서비스의 증가에도 불구하고 사용자 만족에 대한 실증적인 연구는 시작단계이다. 본 연구에서는 실증 분석결과 전자정부 서비스 만족에 영향을 미치는 6가지 요인을 도출할 수 있었다. 즉, 전자정부 서비스의 구성(formation), 기능성(function), 신뢰성(reliability), 시각성(visibility ), 효율성(efficiency), 그리고 지속성 (substantiality)이라는 요인이다. 본 연구는 전자정부 서비스를 기획하고 구현하는데 주요한 지침으로 활용될 수 있을 것이다. 그리고 본 연구의 실증분석 결과 도출된 전자정부 서비스 만족에 영향을 미치는 6가지 요인은 한국의 전자정부 서비스의 향상과 정책에 주요한 시사점을 제공할 것 이다.

The Mediating Effect of Digital Capacity between the Family Structure and Use of E-government Services of Middle and Older Aged Adults (중고령자의 가구유형이 전자정부 서비스 이용에 미치는 영향 : 디지털 역량의 매개효과를 중심으로)

  • As the government's public services have been digitized, the necessity of research on the use of e-government services by middle and high-aged people has been raised. Thus, this study aims to verify the mediating effect of digital capacity on the relationship between the family structure and use of e-government services of middle and older aged adults. The study analyzed 1,660 middle and elderly individuals from the 2018 Digital Divide Survey conducted by the National Information Society Agency(NIA) using Baron & Kenny(1986)'s method for mediation. The result is as follows: first, the family structure of the middle and older adults has a significant effect on use of e-government services. Second, the effect of the family structure of middle and older aged people on use of e-government services is partially mediated by digital capacity. The result represents that the elderly living with two or three generations have higher use of e-government services than the elderly living alone and married elderly couple. Also the elderly living with two or three generations have higher digital capacity, resulting in higher use of e-government services. Based on the results, The study suggested that the specific plan for each type of family structure to promote the use of e-government services and a plan to improve the digital capacity of middle and older aged adults.

  • E-Government service is national project that is necessary for international competitiveness, openness of government and effectiveness of governmental work process. E-Government security is very important because it treats data has relatively high sensitivity. But, until now, the development point of E-Government service has been limited to only it's contents and infrastructure based on web without consideration of E-Government security. Lately research for E-Government security has been studied by some advanced country of E-Government service, but it is insufficient. To construct E-Government security based on web Infra, first of all, analysis of web service security technology is needed to precede. And then research for appling the technology to E-Government service are required. We propose secure E-Government service scenario with web service security technology based on development stages of E-Government service. We also suggest overall view and secure scenario of E-Government service in Integrated Computing Environment.

  • Korean government is providing a Internet-based government services to people. One of the main concerns of the government for implementing e-government services is to increase the sustainable use of the people. Therefore, management and development of e-government Web site is an important issue. In particular, it is an important to the government policy for reinforcing satisfaction and trust of the usage of e-government services. Thus, the Web site design is an important issue to consider for increasing usage of e-government services. Therefore, studies of e-government Web site design suggested an important implication to spread for continual usage of e-government services. In this study, we investigated relationships among the design factors of e-government Web site, trust, and satisfaction. The results of this study will provide useful suggestions for developing design strategies for continual adoption of e-government services.

An Empirical Study on Utilization of Electronic Government Services (전자정부 서비스 활용에 관한 실증연구)

  • This paper identifies the determinants of adoption and diffusion of e-government services, and examines the causal relationship among the variables of adoption behavior. The main findings, based upon survey responses from service users, are as follows: first, both the value of service and the socially influencing factor have the positive effect to the intention of utilizing services. Second, the socially influencing factor has the indirect effect to the intention of utilizing services, because it positively affects the value of service. The interaction factors, however, do not directly affect the intention of utilizing services. These interaction factors indirectly affect the intention of utilizing services through the path which increases the value of service, and its effect is larger than the socially influencing factor.

A Study on the Factors Affecting e-Government Users' Satisfaction - The Case of Online Tax Filing and Payment Services (전자정부 서비스 사용자 만족도 영향요인에 관한 연구 - 세금관련 서비스 이용자 사례를 중심으로)

  • This paper identifies the determinants of adoption of e-government services. The on-line tax filing and payment system, called Hometax, is a well-known e-government service for taxpayers. Using a theoretical model based on Technology acceptance model, this case study examines the causal relationships among the variables of the adoption behavior for on-line tax filing and payment system. Major research variables include satisfaction, perceived usefulness, perceived ease of use, words of mouth, subjective norms, trust, interaction and facilitating conditions. Results from 279 survey responses indicate that the usefulness and ease of use affect the user satisfaction, which, in turn, with the word of mouth influences intentions to use an e-government service. Subjective norms and trust has been found to affect the usefulness, and interaction as well as facilitating conditions have also some impact on the ease of use. As a conclusion, the academic and practical implications of these findings are discussed.

  • This paper aims at finding the policy implications of mobile government services based on the comparison of domestic and foreign cases. We developed a framework for the classification of mobile government services and examined the domestic and foreign mobile government services to identify policy implications and dynamic trends of the mobile government. In the policy perspective, we suggest customer-centric service redesign, extensive adoption of mobile service solutions, and new service development reflecting new mobile trends.

Trend Analysis on the Use of E-Government Services in Korea (우리나라 전자정부서비스 이용 실태 추세 분석)

  • The Korean government has done annual fact-finding surveys on the use of e-government since 2007, but put little effort to analyse and draw implications. We analyzed the trend of the use of e-government in Korea using the survey results of 2012~2015. While the awareness and the user uptake of e-government in Korea have increased steadily, the relative portion and frequency of the use stagnates and falls back. Korean citizens still utilize in-person channel more than e-government channels, and the speed of the transfer from the former to the latter is not fast enough. While more than 95% of the Korean people intend to use the e-government as the main channel in the future, their actual rate of use was 43.2%. We suggest following measures to overcome the troubling situation and increase the uptake of e-government services in Korea through: the expansion of mobile e-government services, strengthening of seamless services, elevation of the level of customization, increasing frequency of using the current e-government services, and raise of the awareness level and the improvement of Korean E-Government Portal.

  • This study aims at finding what factors influence trust in e-government and how trust in e-government and satisfaction with e-government services affect trust in government. Despite of the importance of trust in e-government, there has not been sufficient research. Giving light on the factors of affecting trust in e-government is of academic significance. Therefore, the purpose of this study is to explore the nature, driving forces and consequences of citizens'trust in e-government and in government. The empirical results indicated that temporal embeddedness, network embeddedness, information provision quality, information security quality and e-participation quality affect satisfaction with e-government services and trust in e-government. Also, satisfaction with e-government services and trust in e-government influence trust in government, and satisfaction with e-government services affect trust in e-government.
