Development of Integrated Flood Analysis Platform in the EDC Smart City (EDC 스마트시티 홍수분석 통합플랫폼 개발)

  • 최근 기후변화로 인하여 극한 강우사상이 증가하고 있으며, 이에 대한 재해 위험도도 커지고 있는 추세이다. 서낙동강 지역에서는 부산 에코델타 스마트시티 조성사업이 2023년 완공을 목표로 개발을 진행 중이다. 부산 에코델타 스마트시티는 대저수문과 녹산수문이 각각 상/하류에 위치하고 있으며, 스마트시티가 위치한 좌안에는 평강천이 유입하고 우안에는 대감천, 예안천, 주중천, 신어천, 금천천, 조만강 및 지사천이 유입하고 있다. 스마트시티의 대저수문과 녹산수문 구간은 4월-10월 기간 동안 주변지역 농업용수 공급을 위하여 하계의 일시적인 방류를 제외하면 연중 담수가 이루어지는 전형적인 하천형 저수지의 특성을 가지고 있다. 낙동강의 홍수예보는 낙동강의 본류 구간만을 대상으로 수행하고 있으며, 스마트시티 구간은 주로 수질에 관한 연구가 수행되어 왔다. 그러나 스마트시티의 조성과 함께 서낙동강 구간의 홍수 영향 분석의 필요성이 제기되고 있으나 스마트시티 하천구간을 대상으로 한 홍수분석은 거의 수행된 바가 없다. 본 연구에서는 부산에코델타 스마트시티 구간을 대상으로 시나리오 기반의 홍수분석을 수행할 수 있는 웹기반 통합플랫폼을 개발하였다. 홍수분석에 필요한 자료는 에코델타 스마트시티 개발계획을 기반으로 단기유출모의, 하천흐름모의 및 도시유출모의를 연계하여 분석을 실시할 수 있도록 하였다. 홍수분석을 실시함에 있어 대상 하천구간의 농업용수이용, 수문조작 기준을 고려하였다. 단기유출모의는 홍수통제소의 유출분석을 위하여 사용되는 저류함수법을 적용하였으며, 하천흐름 모의는 미국 공병단에서 개발한 HEC-RAS모형을 적용하였으며, 하천흐름모형의 결과를 미국 환경청(EPA) 도시유출모형인 SWMM과 연계할 수 있도록 하였다. 대상 구간의 하천 취수량을 산정하기 위하여 일별 담수심추적법을 활용한 논 농업용수 수요량을 산정하여 반영하고, 농업용수 수요량에 따른 저수량과 수문운영 룰을 고려하였다. 또한 부산에코델타 스마트시티의 개발에 따른 상태 변화를 반영할 수 있도록 웹기반으로 사용자가 시나리오를 설정하고 각 모형의 입력자료와 매개변수를 조정할 수 있도록 하였다. 본 연구의 결과는 부산에코델타 스마트시티의 개발에 있어 홍수위험을 분석 및 평가하는데 활용될 수 있을 것으로 판단되며, 이를 활용하여 홍수에 안전한 부산에코델타 스마트시티를 만들 수 있을 것으로 기대된다.

Smart Cities: A Review of the Most Recent Literature (스마트시티: 최근 문헌에 대한 리뷰)

  • Interest in smart cities is growing; information and communication technology, urban planning, urban economy development, health, and many other areas are intertwined within smart city research and practice. The definition of smart city is evolving, and its vagueness is sometimes confusing. This review of the smart city literature tries to capture the big picture of this big idea. This review places into context work done since 2016, as earlier work is well reviewed in Albino (2015) and Cochia (2014). First is a review of the various smart city definitions. Second, an inventory of terms related to or subsumed by the smart city label are presented. Third, outcomes of indexes created to measure a city's smartness are presented. Fourth, the taxonomies used to organize the disparate content that falls under the smart city umbrella are discussed. Fifth, the most recent literature associated with six commonly recognized subgenres, namely smart economy, smart governance, smart living, smart people, smart environment, and smart mobility are reviewed. Sixth, important critiques of the smart city idea are presented.

  • The security of the data dealt by the smart city system is important because they have many privacy and public information. Therefore, it is necessary to study security in the smart city system. In this paper, we define the security factors for the smart city system composed of three tiers and describe the technologies for each. In addition, the design and implementation of the security layer in the Smart City middleware for the security management of the urban component in the Smart City Infrastructure and middleware, which is one of the most important issues in the Smart City system, is introduced.

  • Recently, it is emphasized that the approach towards the development of smart cities as a driving force of sustainable economic growth of the city. Governments and municipalities are expected to expand the support for the smart city industry promotion, as the needs for smart city technology and service development, and investment for smart city industry increases. In order to promote the smart city policy as the driving force for the growth, it is necessary to understand the tendency of service development and its application. Governments and municipalities need a credible reference for their decision making on which smart city policy should be prioritized for the revitalization of the local economy by deploying certain smart city services according to the local industrial conditions. This study will analyze the trends of smart city services and suggest a reference data for decision making for the promotion of smart city industry.

  • Recently smart City has become a world-widely hot issue. Many cities have been trying to be smarter in solving urban problems. Different Countries and cities have adopted their own approaches. Accordingly, the concept of smart city is defined in diverse ways. This research emphasizes value creation of smart cities. For that purpose, thoughtful sensitivity, accuracy, and speed are critical components in planning smart cities. Among these, thoughtful sensitivity is the most important. Based on these components, policy should be conceived to develop road maps to replicate successful cases to other cities and regions for long-term innovation of regions. Such experiences will be a firm basis for competitiveness and prosperity of our cities.

This paper validates that smart grid at matured state is the state where smart grid is naturally integrated into smart grid.   • Smart scope, such as smart equipments, smart homes, and smart phones, has been appeared lately being developed. Such technology developments have been close and practical to our daily lives, not regulated in a science fiction and a movie. It is just the peak of a smart term period. However, with the result from imprudent application of the term 'smart' in the various fields in a short term, the concept of the term 'Smart City' has been nebulous. Therefore, this study is intended to design the obvious concept of Smart City and figure out the political improvement how it will make the direction in the future. That is to study the Smart City which applies the term smart in its city and space, and to examine the improvement directions. After studying the application of the term 'smart', we determine this word has intelligent and high-tech concepts and is used variously in the diverse fields. But we conclude that the term Smart City in these fields is defined differently. From these perspectives, the term is not a simple creature consists of 'smart' and 'city.' It is to be designed as the meanings of making the cities smart.

Deep Learning City: A Big Data Analytics Framework for Smart Cities (딥러닝 시티: 스마트 시티의 빅데이터 분석 프레임워크 제안)

  • As city functions develop more complex and advanced, interests in smart cities are also increasing. Smart cities refer to the cities effectively solving urban problems such as traffic, safety, welfare, and living issues by utilizing ICT. Recently, many countries are attempting to introduce big data, Internet of Things, and artificial intelligence into smart cities, but they have not yet developed into comprehensive urban services. In this paper, we review the current status of domestic and overseas smart cities and suggest ways to solve issues of data sharing and service compatibility. To this end, we propose a "Deep Learning City Framework" that incorporates the deep learning technology into smart city services, and propose a new smart city strategy that safely shares spatial and temporal data in cities and converges learning data of various cities.

User Authentication of a Smart City Management System (스마트시티 매니지먼트 시스템에서의 사용자인증보안관리)

  • In this paper, we introduce the UTOPIA Smart City Security Management System which manages a user authentication for smart cities. Because the smart city management system should take care of huge number of users and services, and various kinds of resources and facilities, and they should be carefully controlled, we need a specially designed security management system. UTOPIA is a smart city system based on ICT(Information and Communication Technology), and it has a three tier structure of UTOPIA portal system, UTOPIA processing system and UTOPIA infrastructure system. The UTOPIA processing system uses the smart city middleware named SmartUM. The UTOPIA Smart City Security Management System is implemented in the application security layer, which is the top layer of the SmartUM middleware, and the infrastructure security layer, which is the lowest layer. The UTOPIA Smart City security management system is built on the premise that it supports all existing user authentication technologies. This paper introduces the application security layer and describes the authentication management in the application security layer.

Policy Direction Setting through Comparative Analysis of Foreign Smart City Policies (국외 스마트시티 추진 정책 비교 분석을 통한 성과 확산 방향 설정)

  • Various smart city projects have been actively promoted as important policies of governments in various countries. The key to the success of smart cities led by governments is to develop sustainable governance through the expansion and proliferation of outcomes. This study comparatively analyzed the smart city policies of the USA and Europe from viewpoints of outcome expansion and proposed policy directions for smart cities in Korea. The comparison items were case cities, the expansion of smart city technologies and services, the measurement of outcomes, the accumulation of knowledge and information, and standardization. This study found that the items of each index were linked for the purpose of assessment, expansion, and the creation of successful cases in the USA and Europe. Based on our analysis, four policy directions were proposed that included the early provision of follow-up measures for case cities, the development of a project performance assessment system, the provision of an integrated knowledge accumulation system, and an earnest promotion of industry activation policies.
