  • 고흥 항공센터에 2019년(예정) 신규 활주로가 설치되고, 비행시험 관련 시설, 장비들을 단계적으로 구축하여 국가 비행종합성능시험장으로 운영할 예정이다. 국가 비행종합시험장은 공항이 아닌 비행장으로 운영할 예정이다. 비행장에는 특별히 정하는 운영규정이 없는 실정이다. 그러나 특수한 목적으로 신설되는 국가 비행종합성능시험장을 보다 안전하고 효율적으로 운영할 수 있도록 관련법규와 국내 공항 및 비행장 운영관리 현황 조사, 해외의 비행장 운영관련 법규와 운영실태 조사, 해외 항공 전문가 자문 및 출장을 통하여 향후 국내 관련법규 제정 및 비행종합시험장 운영 시 활용할 수 있도록 지침을 제시하였다.

  • 항공기사고는 약 70%가 이 착륙단계에서 일어나는 CFIT사고이다. 그러므로 비행장주위의 장애물 관리는 사고방지에 매우 중요하다. 국내에서도 비행장주위의 장애물제한을 항공법에 규정하고 있고, 최근 개정안으로 제시된 동법 시행규칙에서 ICAO의 차폐기준의 적용을 포함하였으나 이 규정만으로는 비행장 주위의 장애물의 체계적인 관리가 어려우며, 특히 국내 비행장 주위의 차폐이론적용에 필요한 세부기준이 명확하지 않다. 본 연구는 항공장애물과 관련된 ICAO의 규정 및 항공선진국들의 관련 규정을 검토 분석하고 국내 현황과 비교분석한 후 국제기준에 비추어 국내 환경에서도 적용 가능한 비행장 공역에서의 항공장애물관리규정(안)의 방향을 제시하였고 특히 논란의 여지가 많은 차폐이론의 적용의 명확한 기준방안을 제시하였다.

  • 현대의 항공기 발달로 인한 거리감의 단축은 새삼스럽게 말할 필요도 없으나 이들 항공기가 시정이 좋지 못할 때나 야간에 활주로에 안전하게 착륙하기 위하여는 착륙지(Run way)와 유도로(Taxi way)및 과주로(Over run)등에 독특한 조명장치가 필요하게 된다 여기서 현재 대부분의 비행장에서 사용하고 있는 비행장조명방식을 소개하고져 한다.

A Study on the Model Regulation's Improvement for Control of Aeronautical Obstacles in Korea (항공장애물관리규정 개선을 위한 연구)

  • To control the obstacles surrounding aerodrome is significant for preventing air accident and ensuring the long sustaining of aerodromes. On the other hand, within a scope of ensuring safe flight operations, the application of Shielding is one of the issues to be importantly considered to manage efficiently the obstacles limitation around aerodromes, to dissolute the private asset privilege limitation from regulation on aerodrome circumference, and to decrease the pains to manage the obstacles, in terms of not only operating safely but also utilizing efficiently the airspace around aerodromes. The ICAO and other aviation-advanced states mitigate the construction limitation or exempt the obligation of obstacle sign by applying the shielding theory that the obstacles are not regarded as obstacles where are below the shadow surface. The Republic of Korea inserted the new regulation including the applying shielding similar to ICAO on Aviation Act and regulations. It is, however, hard to manage the aviation obstacles around aerodrome efficiently with these new regulation. Particularly, there exists much rooms to dispute because it cannot suggest the specific standard which is necessary to apply shielding theory at airspace of aerodromes. Therefore, in this study, the international standards on aviation obstacles were reviewed, analyzed and compared with those of domestic status. The direction of which guideline for control of aeronautical obstacles applicable within domestic circumstances as well as correspondent with international standard was suggested. Particularly, as far as the disputable application of shielding theory is concerned, the alternatives for aviation safety and efficient airspace operation by suggesting the clear standards alternatives were suggested.

A Study on Legislation Related to Noise Countermeasures in Military Airfield (군용비행장 소음대책 관련 입법안에 대한 연구)

  • In Korea, a Law on Airport Noise Prevention and Noise Control Area Support has been in effect since 2010. And also, airport noise measures project and residents support project conducted following the Law on Airport Noise Prevention and Noise Control Area Support. However, a Law on Airport Noise Prevention and Noise Control Area Support does not apply to military airfield. Many city residents already complain about military airport noise, but there are no countermeasures. They claim the noise from the military airfield is an intrusion on their lives, and some people brought a class action against the government. In the 20th National Assembly, some congressmen already proposed some legislations that aims to support residents adjacent to the military airfield. Nevertheless, relevant legislations are currently pending at the 20th National Assembly. Legislation preventing aircraft noise and providing support measures is essential to residents life who near by military airfield. At first, this study looked at legislations proposed by congressmen in the 20th National Assembly. And also, this study looked at A Law on the Improvement of Living Environment around the Defence Facilities of Japan. Based on this study, we did an analysis of the problem of legislation and proposed improvement suggestion. I hope so that this study could someday help congressmen make a legislation about military airfield noise. We hope the 20th National Assembly will pass the legislation finally to help the residents who near by military airfield relieve their pain by noise and restore their human dignity.

A Study on the Altitude Restrictions of Obstructions outside Airport Obstacle Limitation Surfaces of Korea (한국의 비행장 장애물 제한구역 밖의 장애물이 항공안전에 미치는 영향에 관한 연구)

  • The effective utilization of an airport is considerably influenced by natural features and man-made structures inside and outside its boundary. These obstacles affect the airspace available for approaches and departures and the weather minima which dictates the necessary weather conditions for aircraft to be allowed to take-off or land. Certain areas of the airspace near airports must be regarded as the integral parts of the airport system. The availability of the required airspace is as important as are the runway and their associated strips to the safe and efficient use of the airport. For these reasons, ICAO and the member states have established the standards regarding the obstacle limitation surfaces and regulated the construction of the man-made structures in and beyond the surfaces. Existing objects that extend above a obstacle limitation surfaces should as for as practicable be removed except when, in the opinion of the appropriate authority, an objects is shielded an existing immovable objects, or after aeronautical study it is determined that the object would not adversely affect the safety or significantly affect the regularity of operations of airplanes. However, Korea's aviation law does not specified the outer horizontal surface in the obstacle limitation surfaces, while ICAO and most member states do. The absence of the outer horizontal surface regulation has created legal disputes between regulating agencies and private parties. The case study in this paper found that a skyscraper planned beyond Korea's obstacle limitation surfaces does affect the flight safety and the efficient use of an airport. Therefore, in areas beyond the obstacle limitation surfaces. those objects which extend to a height of 150m or more above ground elevation should be regarded as obstacle, unless a special aeronautical study indicates that they do not constitute a hazard to airplanes. We proposed low alternative regulatory schemes for resolving the issues raised in this paper, and we recommended to adopt ICAO's standards and recommended practices.

  • In Korea, most of the land area is composed of mountainous areas, making it difficult to develop airports because there is not enough open space to operate airports or airfields. However, the current development of the air transportation industry and the rapid increase of aviation demand, the construction of the training airfield infrastructure should be more actively reviewed for safe and smooth flight training. In this study, we analyze the actual condition of operation of domestic training airfield and the case study of overseas training site in order to establish appropriate level standard model of training infrastructures. In addition, this study suggests implications for the appropriate scale and operational efficiency of the training flight infrastructure.

  • Korea Aerospace Research Institute(KARI) has accomplished the planning study for setting up the mid-long term development plan of Goheung Aviation Test Center for the extensive use. In the future the aviation center will have a role of the complex center for the flight test, component test and R&D in Korea. KARI searches the legal requirements and informations for constructing the aviation test airfield in Goheung. Aviation law describes a lot of requirements to construct an airfield and the airfield also needs runway, equipments/facilities, obstacle limitation surfaces/distances, limitation altitudes and air space etc.. In this study the research results for the obstacle limitation Surface are mainly presented relating to the existing runway and the new large-scaled runway in Goheung.

Flying Safety Area Model Creation and Obstruction Identification using 3D GIS Techniques (3차원 GIS 기법을 이용한 비행안전구역 모형 생성 및 장애 식별)

  • In this paper, we studied the techniques to analyze the flying safety area focused on the air base rules for military that has been the criteria of the altitude restrictions around the airfield for both civilian and military purposes in Korea. We wanted to present the effective method to analyze the restricted area and to help solving problems that could result recently from the altitude restrictions around the airfield at the beginning of the development projects. To do this we proposed the methods to effectively generate the model of the flying safety area in accordance with the air base rules using 3D GIS techniques and to automatically identify the obstructions caused by the natural and man-made features in those areas. To apply the proposed methods actually to the airfield chosen for the study area, we presented the approaches to generate geospatial informations based on the commercial digital maps and satellite imagery and by generating the flying safety area model, identifying the obstructions, and visualizing the integrated model for the flying safety area analysis we showed the practical usability of the proposed techniques.
