지난 3월 위기에 직면한 출판계를 살리기 위해 5백억원을 긴급 지원하겠다는 발표에 출판인들은 기대가 컸다. 막상 현재까지 수혈된 지원금은 75억원. 긴급자금이라는 명목이 무색할 지경이다. 까다로운 대출조건이 혈관을 막고 있어 긴급지원금은 많은 출판사들에게 '그림의 떡'으로만 받아들여지고 있다.

This study is related with support system plans of public-private convergence for emergency recovery services to fire victims. The current issues are analysed from the condition and problem analysis results of emergency recovery activities for fire victims. And building plans of an integrated support system based on the government and private sector cooperation are proposed. Overall, the system shows that the government is responsible for the functionality of management and supervision for the system operation, and the private is responsible for the functionality of specialized agencies for practical emergency recovery. Consequently, support system plans include with infrastructure maintenance of laws and regulations, contracting-out of the support system, stable supply of operating budget and function strengthening of public-private convergence for emergency recovery. Especially, plan for stable supply of operating budget in detail including with establishment of the fund and self-financing composition of private corporations for emergency recovery services is proposed. The results of this study will lead strengthening of fire safety welfare and social safety nets at future.

VoIP services are growing fast and WLAN VoIP phones are being used in widespread. Emergency services are very critical in WLAN VoIP as in other traditional networks. This paper summarize recent standards of IEEE 802.11 supporting emergency services in WLANs. Two standards are discussed. The 11u deals with the aspect of access in WLAN emergency services, and the 11v deals with the location services.

The emergency evacuation support system supports evacuation assistance when an urgent disaster occurs. We have implemented evacuation route search algorithm to assist people's escape when a disaster occurs such as fires or terrorism in the building. The algorithm will guide the escape route at the fastest emergency exit of each region at the emergency state. The algorithm calculates the escape route by applying the weighting factor of age groups and population density around the emergency exit and of other regions. So the system helps escape to bypass the crowded emergency exit and the disaster area, and reduces the congestion of emergency exit and overloading of evacuation route.

WiBro network technologies developed mainly by Korea are one of very promising 4G technologies. WiBro has been standardized as international standard called Mobile WiMAX, and has been deployed in many countries. Emergency Services in WiBro networks are infrastructure services and will be very essential to induce subscribers from other types of networks. This paper proposes a network architecture for supporting emergency services for WiBro mobile VoIP networks. The proposed architecture is based on WMF's architecture for international compatibilities, and reflects national considerations on interfacing PSAP for domestic compatibilities.

최근 다양한 네트워크의 융합(Convergence) 추세에 따라 기존 PSTN 서비스도 인터넷에서 VoIP 형태로 제공이 되고 있다. 하지만 VoIP 서비스는 인터넷망을 이용하므로 부여된 발신번호 정보를 송출하지 않아 발신자의 위치 및 해당지역의 공공구조기관(PSAP)의 식별이 불가능하여 긴급서비스 지원을 위한 위치정보 제공을 못하는 문제점이 제기되었다. 최근 측위기술의 활용이 다양해지고 요구수준이 높아짐에 따라 실내에서의 신호 차폐 문제점을 극복할 수 있고, 높은 위치정확도 등을 제공하는 WLAN와 RFID 기술을 이용한 측위기술 연구가 활발하다. 따라서 본 논문에서는 Wi-Fi, RFID, GPS를 이용한 측위기술을 사용하여 무선이동통신 환경에서 VoIP 긴급서비스를 지원하기 위한 모델 제안과 각 구성요소에 대한 기능, 세부적인 지원 절차를 설명하고, 위치정보의 획득 및 처리를 위한 운용 시나리오에 관한 구체적 방안과 제안모델을 적용하기 위한 고려사항에 대한 분석결과를 제시한다. 그 결과 제안된 모델은 무선이동통신의 긴급서비스 설계시 적용이 기대된다.

세계적으로 지진, 해일, 홍수 등의 자연 재해와 화재, 테러 등의 인위적 재해가 빈번하게 발생하고 있다. 이러한 다양하고 예측 불가능한 재해로 인해 다수의 사상자가 발생하고 있다. 재해 발생 시 빠른 시간에 재해 발생 여부를 파악하여 재해 발생 위치와 적절한 피난 경로 등의 정보를 피해자에게 제공한다면 신속히 안전한 장소로 대피가 가능하여 피해를 최소화 할 수 있다. 본 논문에서는 재해 발생 시 피난 지원을 목적으로 연구하는 긴급피난지원시스템(ERESS)을 효과적으로 지원할 수 있도록 비상 시 긴급피난지원시스템을 위한 9축 센서 기반 행동 분석 시스템을 구현하였다.

Providing emergency services in WiBro networks is very important. This paper briefly introduces the emergency services, and explains the emergency service supporing framework which the WMF have proposed. And then several research conducted on location determination in WiBro networks are examined to explore the state-of-the-art in this field. Lastly, the status, on this matter, of current WiBro networks in service is mentioned, and we outlooks the remaining works.
